About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force on 21 May 2026 for solicitation FA564126R0001, extending the proposal deadline and updating performance requirements.
The amendment extends the proposal due date from 01 June 2026 to 16 June 2026 at 15:00 CET and moves the question submission deadline to 26 May 2026 at 15:00 CET. Key Performance Work Statement updates clarify that 24/7 capability applies to routine operations and the November-January holiday peak season only, excluding unforeseen contingencies requiring Contracting Officer authorization. The contractor is no longer required to process or custody Registered Mail or classified material, and the requirement for the Project Manager and Alternate Project Manager to be U.S. citizens with active Secret Security Clearances has been removed. The contractor is now solely responsible for coordinating, obtaining, and funding all Frankfurt International Airport access badges and required employee training. The Mission Essential Plan requirement transitions from a DFARS reference to a standard PWS requirement. Technical volume page limit increases from 25 to 30 pages, with the MEP to be submitted within Volume II Technical rather than as a separate volume. Unknown past performance in evaluation Factor III is now considered "acceptable." A new contingency/wartime mail surge operations clause (H.001) is added establishing a three-step process for activation and payment under Contract Line Item Number X003 when monthly mail volume exceeds 800,000 kilograms caused by declared contingency surge events such as national/international emergencies, key transportation hub closures, undocumented military personnel surges exceeding 25%, or natural disasters. Payment is calculated at a firm-fixed-price per kilogram for volume exceeding the threshold, with a de minimis threshold of $100.00 and a contract ceiling limit. The contractor must notify the Contracting Officer when cumulative surge payments reach 85 percent of the ceiling.

extend the proposal due date.
Specifically, this amendment executes the following changes:
1. Solicitation Deadlines: The deadline for receipt of proposals is extended form 01 June 2026 to 16 June 2026 at 15:00 CET. The deadline for submitting questions is extended to 26 May 2026 at 15:00 CET.
2. PWS Updates (Attachment 1):
Paragraph 5.1: Amended to clearly define the boundaries of 24/7 capability, explicitly separating routine daily operations and the Holiday Peak Season (Nov-Jan) from unforeseen contingencies requiring Contracting Officer authorization.
Paragraph 5.6: Amended to remove the requirement for the Contractor to process or take official custody of Registered Mail or classified material.
Paragraph 9.2.1: Paragraph deleted. Because the Contractor will no longer handle Registered Mail, the requirement for the Project Manager and Alternate Project Manager to be U.S. citizens and possess active Secret Security Clearances has been removed.
Paragraph 9.3: Amended to clarify that the Contractor is solely responsible for coordinating, obtaining, and funding all Frankfurt International Airport access badges and required training for its employees.
Paragraph 13.1: Amended to remove DFARS references regarding the Mission Essential Plan (MEP), transitioning the MEP into a standard PWS requirement.
3. Solicitation Instructions updates (Attachment 2) Volume II Page Limit: The maximum page limit for Volume II (Technical) has been increased from 25 pages to 30 pages.
Mission Essential Plan: The instructions have been updated to clarify that the MEP shall be submitted within Volume II Technical, not as a separate volume.
Facility and Airport Operations Plan: updated to read "at Frankfurt International Airport"
4. Solicitation Evaluation updates (Attachment 3) Factor III Past Performance - paragraph 1.4.4. updated to include a note explaining that unknown past performance will be considered "acceptable"
5. Section H - updated language stating the Contractor must submit their Request for Determination "within three (3) business days of reasonably projecting that the 800,000 kg Surge Activation Threshold will be exceeded".
Except as provided herein, all other terms and conditions of the solicitation remain unchanged and in full force and effect.

Header Miscellaneous Text (Modified):
H.001 Contingency/Wartime Mail Surge Operations
1. Purpose:
This clause establishes the exclusive mechanism for activating and paying for mail handling services under CLIN X003. This CLIN is intended to address unforeseen, large-scale increases in mail volume that significantly exceed the established Surge Activation Threshold, caused specifically by a declared "Contingency Surge Event." It is not intended to cover predictable volume fluctuations, such as the peak holiday season (PWS 4.1.4) or routine military exercises, which must be accounted for in the firm-fixed-pricing of the primary service CLINs.
2. Definitions:
For the purposes of this clause, the following definitions apply:
a. Surge Activation Threshold: 800,000 kilograms of mail processed in a single calendar month. This threshold represents the maximum volume of mail risk assumed by the Contractor under the firm-fixed-price baseline CLIN before contingency surge pricing applies.
b. Contingency Surge Event: An event that meets both of the following criteria:
(1) Qualifying Event: The event must be one of the following:
FA564126R00010001
(i) A formal declaration of a national or international emergency, or a significant military operation by the U.S. Government or NATO, that directly impacts mail flow through the USAFE-AFAFRICA Area of Responsibility (AOR).
(ii) A complete and unforeseen closure of a key transportation hub (e.g., Frankfurt International Airport) that directly disrupts mail transport for a period reasonably expected to exceed 30consecutive days.
(iii) A documented, unforeseen surge of military personnel into the AOR, not part of a scheduled rotation, that is projected to increase mail volume by more than 25%.
(iv) A natural disaster that directly and demonstrably disrupts normal mail processing and transportation patterns.
(2) Direct Impact: The Qualifying Event must be the direct cause of a projected exceedance of the Surge Activation Threshold.
3. Process for Activation:
Payment under the Surge CLIN shall be authorized only after the following three-step process is completed:
a. Step 1: Contractor Request for Determination. The Contractor shall monitor its daily mail volume. If processing data indicates the total volume for the current month is projected to exceed the Surge Activation Threshold, the Contractor must submit a formal written "Request for Determination" within three (3) business days of reasonably projecting that the 800,000 kg Surge Activation Threshold will be exceeded to the Contracting Officer's Representative (COR). The Contractor may use any written format they deem appropriate for the request. This request serves as the trigger for a Government review and is not a request for payment itself. This request must include:
(1) The projected total monthly volume and the methodology used for the projection.
(2) All available supporting data (e.g., daily AMPS data, DD Forms 1372).
b. Step 2: Government Review and Recommendation. The submission of a Request for Determination will initiate a formal government review. The COR will:
(1) Validate the Contractor's volume projection by comparing the supporting data submitted by the Contractor with independent Government data sources.
(2) Determine the root cause of the volume surge. This determination will be based on information provided by the U.S. Postal Service (USPS), as only they have the authority and system-wide data to assess transportation and network impacts.
(3) Provide a formal recommendation to the Contracting Officer (CO), including the validated volume projection and the determined cause.
c. Step 3: Contracting Officer Authorization. The CO has the sole authority to determine if a "Contingency Surge Event " has occurred based on the projected need. If the CO determines the criteria are met, and only after funds have been formally obligated against CLIN X003, the CO will issue a formal, written authorization to the Contractor. This Authorization will include the projected overage quantity for which funding has been committed. This written authorization from the CO is the only document that activates the Surge CLIN. The authorization is valid only for the calendar month specified in the notice and permits the Contractor to bill for excess volume incurred during that month. If the Government anticipates the Contingency Surge Event will continue into subsequent months, the CO's authorization may include guidance for the Contractor to submit a new volume projection for the following month. The Government will then issue a separate, written authorization for each subsequent month in which the surge conditions are expected to continue.
d. Unilateral Government Activation. The Government reserves the unilateral right to activate this process. If the CO anticipates a "Contingency Surge Event" will occur, the CO may issue a formal "Notice of Anticipated Surge" to the Contractor. This notice will serve as the trigger for the Government Review and Recommendation step (paragraph 3.b) and the CO's final authorization (paragraph 3.c), even in the absence of a formal request from the Contractor.
4. Payment
a. Payment Mechanism: Upon receipt of the CO's written authorization, the Contractor is authorized to bill for services under CLIN X003
b. Rate and Calculation: Payment will be made at the firm-fixed-price of [Insert Proposed Price] per kilogram. This rate applies only to the number of kilograms processed in excess of the 800,000 kg Surge Activation Threshold for that authorized month.
c. Calculation of Payment: Based on final, end-of-month data, payment will be calculated using the following formula. The calculation applies only if the "Total Verified Monthly Volume" for the authorized month exceeds the 800,000 kg Surge Activation Threshold.
Payment = (Total Verified Monthly Volume - 800,000kg) x (Firm-Fixed-Price per Kilogram)
Example:
Projected Overage for authorization: 150,000 kg
Final Verified Monthly Volume for authorized month:945,000 kg
Surge Activation Threshold: 800,000 kg
Firm-Fixed-Price per Kilogram: 0.10
Calculation: (945,000 kg - 800,000 kg) = 145,000billable kg
Total Payment under CLIN: 145,000 kg * 0.10/kg = 14,500.00
If the Total Verified Monthly Volume is less than or equal to the Surge Activation Threshold, no payment will be made under this CLIN for that month.
De Minimis Threshold: Notwithstanding the formula above, if the final calculated "Total Payment under CLIN" for a given month is less than 100.00, the payment shall be deemed 0.00, and no invoice shall be submitted or paid for that month under this CLIN.
d. Invoicing: To receive payment, the Contractor's invoice must include a copy of the CO's written authorization for that month and the verified volume data (e.g., PS Forms 2942-A, DD Forms 1372, AMPS data) supporting the invoiced amount.
e. Contract Ceiling and Contractor Notification Requirement:
(1) Ceiling: The total cumulative payments made under the Surge CLIN (X003) over the entire contract period of performance shall not exceed the total ceiling price established in the contract schedule. The Government is not obligated to pay the Contractor any amount in excess of this total ceiling.
(2) Notification: The Contractor shall notify the CO in writing when, in the Contractor's best judgment, the total cumulative payments for surge work will reach 85 percent of the total ceiling amount. The notification shall state (i) the estimated date when that point will be reached, and (ii) an estimate of the total funding, if any, needed to continue surge performance through the end of the current period of performance.
(3) Assumption of Risk: The Contractor is not authorized to perform surge work or incur costs that would cause the total cumulative payments to exceed the contract ceiling. Any work performed that results in exceeding the total ceiling is done at the Contractor's sole risk and expense and will not be paid by the Government unless and until the contract is formally modified by the CO to increase the ceiling.
f. Limitation of Government's Obligation for an Activated Month: The CO's written authorization will include a projected overage quantity for which funds have been obligated for that month. In no event shall the Government's payment obligation for that month exceed the amount calculated for the projected quantity stated in the CO's authorization letter.
If, during performance under this clause, the Contractor anticipates the actual volume will exceed the authorized projected quantity, the Contractor shall immediately notify the COR and CO in writing. The Contractor is not authorized to incur costs beyond the amount covered by the CO's initial authorization for that month unless and until the CO issues a revised written authorization with additional funding. Performance beyond the authorized quantity without a revised authorization is done at the Contractor's sole risk and expense.
