About this file

This is a Questions & Answers document for Solicitation Amendment FA564126R00010001 – GAMT IV, issued on 22 May 2026. The document addresses two questions from offerors regarding Amendment 0001 to the solicitation.

Question 1 requests clarification on the specific wording changes to Paragraphs 5.1, 5.6, 9.2.1, 9.3, and 13.1 referenced in Amendment 01. The Government response confirms that a fully updated copy of Attachment 1 - PWS dated 21 May 26 with Amendment 0001 has been provided, along with a separate Summary of Changes document that details the exact 'FROM / TO' text for every amended PWS paragraph. Question 2 addresses whether Amendment 0001 removes the U.S. citizenship and Secret security clearance requirements for the Project Manager (PM) and Alternate Project Manager (APM). The Government confirms that neither the PM nor APM are required to be U.S. Citizens, and there is no requirement for any U.S. Citizens to be employed on the project. The Government explains that these requirements were originally tied to the processing of Registered Mail in accordance with the Military Postal Manual (MPM), and because Amendment 0001 completely removes the Contractor's requirement to process, manifest, or handle Registered Mail, the corresponding security and citizenship requirements for Contractor personnel have been removed.

QUESTIONS & ANSWERS (Q&A) BATCH 2

Date: 22 May 2026

Question Number

Question Response

1 Amendment 01 provides references to changes in Paragraphs 5.1, 5.6, 9.2.1, 9.3, and 13.1, however the exact wording changes are not provided. Question, will the Government provide an updated version of Atch 1 PWS with the exact wording for the changes?

Yes. The Government has provided a fully updated, copy of Attachment 1 - PWS dated 21 May 26 with Amendment 0001.

Additionally, to assist offerors in identifying the exact wording changes, the Government has posted a separate Summary of Changes document with Amendment 0001. This document details the exact 'FROM / TO' text for every amended PWS paragraph.

2 Paragraph 9.2.1 - In the Draft sent in January, it required the PM and APM to be US Citizens. The solicitation added the requirement for a Secret Security Clearance for these two individuals. Amendment 01 removes this requirement and also states they do not need to be US Citizens. Question:

Does this mean the PM and APM do not need to be US Citizens? Is there a requirement for any US Citizens on the project?

That is correct; the Project Manager (PM) and Alternate Project Manager (APM) are not required to be U.S.

Citizens, and there is no requirement for any U.S.

Citizens to be employed on this project.

The requirement for U.S.

citizenship and Secret security clearances was originally tied to the processing of Registered Mail in accordance with the Military Postal Manual (MPM). Because Amendment 0001 completely removes the requirement for the Contractor to process, manifest, or handle

Registered Mail, the corresponding security and citizenship requirements for Contractor personnel have been removed.
