About this file
This document is a Questions and Answers (Q&A) response sheet for solicitation FA564126R0001, the Germany Aerial Mail Terminal (GAMT) IV requirement, issued by the Department of the Air Force United States Air Forces in Europe - Air Forces Africa. The Q&A batch addresses 23 industry questions and clarifies significant amendments forthcoming in Amendment 0001. Key updates include removal of Registered Mail processing requirements and associated security clearance mandates for the Project Manager and Alternate Project Manager; clarification that 24/7 operations will be limited to routine ops-driven schedules and predictable holiday surges, with permanent 24/7 shifts requiring Contracting Officer authorization only for severe unforeseen events; and specification that contractors are solely responsible for coordinating and funding all airport access badges for employees. The facility must be located at Frankfurt International Airport, and contractors must provide evidence of a clear path to securing the facility through documentation such as letters of intent, signed options to lease, or ongoing negotiations prior to contract award.
The revised proposal submission deadline is 15:00 CET on 16 June 2026, with the question submission deadline extended to 15:00 CET on 26 May 2026. Volume II Technical proposals have been increased from 25 to 30 pages maximum, with the Mission Essential Plan incorporated as part of Volume II rather than as a separate volume. Technical subfactor requirements mandate that contract references demonstrate a minimum of 8,000,000 kilograms of annual mail processing volume. Subcontract price analysis is required for all subcontractors. The pricing spreadsheet (Attachment 6) uses an estimated 50,000-kilogram quantity for CLIN X003 (contingency surge) evaluation purposes only; actual surge compensation is based on the firm-fixed price per kilogram rate up to the Not-To-Exceed contract ceiling. International bidders are eligible to submit proposals and perform mail services without restriction following removal of security clearance requirements.

SOLICITATION FA564126R0001 – GAMT IV
QUESTIONS & ANSWERS (Q&A) BATCH 1
Date: 15 May 2026
NOTICE TO OFFERORS: FORTHCOMING AMENDMENT 0001 & PROPOSAL EXTENSION
Please note that based on the questions received from industry, the Government is currently drafting Amendment 0001 to the solicitation. This forthcoming amendment will incorporate significant structural changes to the Performance Work Statement (PWS) and the Solicitation Instructions, including:
Removal of Security Clearance Requirements: The Government is removing the requirement for the Contractor to process Registered Mail. Consequently, the requirements for key personnel to hold U.S. Secret Security Clearances (PWS 9.2.1).
Clarification of 24/7 Operations: PWS 5.1 will be amended to clearly define the boundaries of 24/7 operations, specifically separating routine daily "ops-driven" schedules and predictable holiday surges from unforeseen contingencies requiring Contracting Officer authorization.
Airport Access Badges: PWS 9.3 will be amended to clarify that the Contractor is solely responsible for coordinating and funding all airport access badges for its employees.
Mission Essential Plan (MEP): The Instructions will be updated to clarify that the MEP is to be submitted within Volume II Technical (not as a separate volume) and the Volume II page limit has been increased to 30 pages.
Due to the magnitude of these changes, the proposal due date is being extended. Proposals are now due no later than 15:00 CET on 16 June 2026. The deadline for submitting questions has also been extended to 15:00 CET on 26 May 2026.
The formal Amendment 0001 officially executing these changes will be posted to SAM.gov in the coming days. In the interim, offerors are instructed to utilize the Government responses provided below to guide their proposal preparation.
Question Number
Question
Response
1
There is a discrepancy concerning the date to submit a. the questions to the proposal and b. the proposal itself. By which date should a. the questions and b. the proposal be submitted?
The Government is currently processing Amendment FA564126R00010001 to incorporate necessary updates to the PWS, update the Instructions, and provide the required DD Form 254. Because these are substantial updates, the proposal due date will be extended. Proposals are now due no later than 15:00 CET on 16 June 2026. Because of this extension, the deadline to submit questions is also extended to 15:00 CET on 26 May 2026. The formal Amendment officially executing these changes will be posted in the coming days.
2
Are international bidders eligible to submit a proposal?
Yes, international bidders are eligible to submit proposals.
3
Is there any restriction for international operators to perform registered mail services in compliance with the required chain of custody and secure handling standards?
In the forthcoming Amendment 0001, the Government is amending the PWS to completely remove the requirement for the Contractor to process, handle, or transport Registered Mail.
Because the Contractor will no longer be responsible for Registered Mail, the requirement in PWS 9.2.1 for personnel to hold U.S. Secret security clearances will also be removed. Therefore, there are no restrictions on international operators bidding on or performing the remaining ordinary mail services under this contract.

Reference: RFP Atch 2, Section 4.2.2, Subfactor 2: Management Approach, d. Mission Essential Plan:
a. Is the Mission Essential Plan to be submitted as a separate document from the three Volumes identified in Section 2.1?
b. What naming convention should be used for this document?
c. Is there a page limit to the Mission Essential Plan?
d. Are the pages used to respond to the Mission Essential Plan to be included in the Section 2.2 Volume II Technical 25 pages maximum?
Yes, the pages used to respond to the Mission Essential Plan are included in the overall Volume II Technical page count. However, in the forthcoming Amendment 0001, RFP Atch 2 will be updated to increase the Volume II Technical page limit from 25 to a maximum of 30 pages. Per RFP Atch 2 Section 2.1, the file naming convention for Volume II Technical is 'Volume II: FA564126R0001_Technical [Offeror Name].pdf'.

Reference: RFP Atch 1, PWS, Paragraph 5.1 states, “The need for 24/7 operations will be determined by the COR based on mail volumes and flight schedules.” While this section also states that the contractor shall have the capability to process mail 24/7, it appears the normal requirement is to be able to respond to short term events where staff schedules might have to be changed to meet the demand. If the COR makes a determination for 24/7 operations, will there be a specified period for which these continuous operations will be required?
In the forthcoming Amendment 0001, the Government will amend PWS Paragraph 5.1 to clarify this requirement. The amended requirement will ensure the Contractor maintains the operational flexibility to process daily mail volumes that fluctuate due to routine flight delays, weather, or short-term disruptions.
Currently, the GAMT operates primarily on an 'ops-driven' daily schedule (historically concluding between 2200 and 0200). Offerors should formulate their Firm-Fixed-Price baseline (CLINs X001/X002) based on the STMR schedules provided in Appendix C and the historical expectation of these extended daily hours to complete routine processing. The Government does not anticipate a requirement for sustained, permanent 24/7 continuous mail processing barring a severe contingency event.
As stated in the amended PWS 5.1, if a severe, unforeseen event necessitates a permanent shift to a 24/7 operational posture, it will be directed by the Contracting Officer. If the event results in a volume increase exceeding 800,000 kg per month, it will be addressed via Section H.001. If the event necessitates a sustained 24/7 schedule without exceeding the Section H volume threshold, the Government will negotiate a bilateral modification to address the permanent change in operational posture

Reference: RFP Atch 1, PWS, Paragraph 9.2.1 requires the Project Manager and Alternate Project Manager to possess and maintain an active “Secret” security clearance. Is the Project Manager and Alternate Project Manager required to have this clearance at the start of Phase-In? If the Project Manager or Alternate Project Manager does not have this clearance will they be allowed to perform work on the contract pending the adjudication of the clearance? If the Project Manager or Alternate Project Manager receives a Interim clearance, will the Government accept this until a final clearance has been issued?
In the forthcoming Amendment 0001, the Government is amending PWS Paragraph 9.2.1 to remove the requirement for the Project Manager and Alternate Project Manager to possess an active U.S. Secret security clearance. Because the Contractor will no longer be required to handle Registered Mail, personnel security clearances are no longer required for performance on this contract
7
Reference: RFP Atch 2, Paragraph 3.1.3.2 specifies the Offeror to propose a firm-fixed price per kilogram for each contingency surge CLIN. Atch 6 – Pricing Spreadsheet for CLIN X003 provides a quantity of 50,000 kilogram annually. How will the Government handle if the surge requirement exceeds 50,000 kilogram in a period of performance?
The 50,000-kilogram quantity provided in Attachment 6 for CLIN X003 is an estimated quantity utilized strictly for proposal evaluation purposes to calculate the Total Evaluated Price and does not represent a physical cap on the volume of surge mail that can be processed.
As detailed in Clause H.001 'Contingency/Wartime Mail Surge Operations' (specifically paragraph 4.e), the only limit established for the surge CLIN is the total Not-To-Exceed (NTE) ceiling price established in the contract schedule.
If an authorized Contingency Surge Event occurs, the Contractor will be compensated at their proposed firm-fixed-price per kilogram rate for all authorized volume over the 800,000 kg threshold, up to that total NTE contract ceiling amount

Reference: Cover Letter, Solicitation Attachment Listing. The Cover Letter identifies “RFP Atch 7 – Solicitation Continuation Sheet,” but the solicitation package/attachment listing appears to identify Attachment 7 as the Cover Letter. Please confirm whether a separate Attachment 7/Solicitation Continuation Sheet exists and, if so, please provide.
There is no separate Solicitation Continuation Sheet. An updated Cover Letter will be posted with Amendment 0001.

Reference: Atch 1, PWS paragraphs 9.2.1, 9.3, 14.4; Atch 2, Section 2.2 / Forms and Required Documents. PWS paragraph 9.2.1 requires the Project Manager and Alternate Project Manager to be U.S. citizens and possess and maintain active Secret security clearances to meet security requirements associated with the handling of Registered, Classified, and other Sensitive mail. PWS paragraph 9.3 further requires all contractor personnel, including representatives entering the contractor-operated facility or handling U.S. military mail, to comply with applicable MPM security regulations. Given these personnel security, mail integrity, and facility security requirements, please clarify whether the prime offeror is required to possess an active Facility Clearance Level (FCL) at the time of proposal submission and/or contract award. If an active FCL is required, please identify the required clearance level and confirm whether offerors must include evidence of the prime contractor’s FCL in the Forms and Required Documents/Contract Documentation portion of the proposal.
An active Facility Clearance Level (FCL) is not required for the prime offeror.
In the forthcoming Amendment 0001, the Government is amending the PWS to remove the handling of Registered Mail and, subsequently, the requirement for personnel to hold Secret security clearances. Because personnel security clearances are no longer required, an FCL is no longer required for this contract.
Offerors do not need to possess an FCL at the time of proposal submission or contract award, nor do they need to submit evidence of an FCL with their proposal.
10
Reference: Atch 2 paragraphs 1.1.1, 2.2, and 4.2.2.d. Atch 2 states that the proposal shall consist of three volumes: Price, Technical, and Past Performance. However, the Management Approach instructions state that the Mission Essential Plan shall be submitted “as a separate volume.” Please clarify whether the Mission Essential Plan should be submitted as a separate standalone volume, as an attachment to Volume II, or as a section within Volume II. Please also confirm whether it is subject to the 25-page Technical Volume limit.
The Mission Essential Plan is not a standalone volume; it is part of Volume II Technical. Per the updated RFP Atch 2 Volume II Technical is limited to a maximum of 30 pages.
11
Reference: Atch 2 paragraphs 4.2.2.a; Atch 3 paragraphs 1.3.2.A; PWS §14.1. Atch 2 refers to the proposed facility being “at or near Frankfurt International Airport,” while Attachment 3 states the facility must be “at Frankfurt International Airport,” and PWS Section 14.1 states the contractor shall secure a lease for the GAMT facility at FRA. Please clarify the minimum acceptable facility location for evaluation purposes, including whether a facility near FRA but not physically located on airport property is acceptable. If so, please define the acceptable distance/location criteria and required access to support USPS-contracted airline operations.
RFP Atch 2 updated to read “at Frankfurt International Airport”.
12
Reference: PWS paragraph 14.1; PWS paragraph 10; Atch 2 paragraph 4.2.2.a. PWS Section 14.1 requires the contractor to secure a lease for the GAMT facility at FRA. Please confirm whether offerors are required to have an executed lease prior to proposal submission or whether evidence of a clear path to securing the facility, such as a letter of intent, option to lease, or documentation of ongoing lease negotiations, is sufficient for proposal evaluation.
| The contractor has to provide proof that they are able to lease a facility prior to contract start. It is part of the technical evaluation criteria for the offeror to provide evidence demonstrating a clear path to securing this facility for the period of performance. Such evidence may include, but is not limited to, a letter of intent from the property owner, a signed option to lease, documentation of ongoing negotiations, or of the offeror’s ability to secure the necessary operational space. | Reference: PWS paragraph 4.1.5; CLINs X003; Section H Extraordinary Mail Volume Surge. PWS paragraph 4.1.5 states that the predictable 25 percent holiday increase is included in the baseline FFP CLINs and excluded from the Contingency Surge Event definition. Please confirm that mail volume above 800,000 kg during November–December is not compensable under CLIN X003 unless the Section H Contingency Surge Event criteria are separately met and authorized by the Contracting Officer. |
Confirmed. Mail volume exceeding 800,000 kg strictly during the predictable November–December holiday period is not compensable under CLIN X003 unless a separate, unforeseen Contingency Surge Event occurs during that same period and is formally authorized by the Contracting Officer. The predictable holiday volume increase is included in the baseline FFP CLINs and is expressly excluded from the “Contingency Surge Event” definition in clause H.001.
14
Section H Extraordinary Mail Volume Surge; PWS §7.6: The Section H clause requires the contractor to submit a Request for Determination when daily mail volume data projects monthly volume above the Surge Activation Threshold. Please clarify the required format, timing, and data sources for this request, and confirm whether AMPS data, DD Forms 1372/1384, and locally generated data sheets will be accepted as supporting documentation.
Timing: In accordance with PWS Paragraph 7.6 and amended Clause H.001, the Contractor shall submit the written Request for Determination to the COR within three (3) business days of reasonably projecting that the 800,000 kg Surge Activation Threshold will be exceeded before the end of the current month.
Format & Data Sources: Offerors may use any written format they deem appropriate for the request. In accordance with Clause H.001, the Government confirms that AMPS data, DD Forms 1372/1384, locally generated data sheets, and other verifiable operational records are acceptable supporting data sources to justify the volume projection."

Reference: Atch 3 paragraphs 1.2.2–1.2.5; Atch 2 paragraph 3.1.3. The Total Evaluated Price includes the base period, option periods, contingency surge CLINs, and the six-month extension under RFO 52.217-8. Please confirm that offerors should price the six-month extension using Option Year 4 monthly and per-kilogram unit prices, as reflected in Attachment 3, and that no separate CLIN pricing is required beyond the Pricing Spreadsheet.
Confirmed. Offerors should price the six-month extension utilizing Option Year 4 prices. The Total Evaluated Price calculation will include the six-month extension under FAR/RFO 52.217-8, and the Government will use the proposed Option Year 4 prices to evaluate that extension.
Offerors shall submit their pricing exclusively utilizing Attachment 6 – GAMT Pricing Spreadsheet. No separate CLIN pricing or separate schedule beyond the Pricing Spreadsheet is required.
16
Reference: Atch 2 paragraphs 3.1.4; Atch 3 paragraph 1.2.6. The solicitation requires subcontract price analysis for proposed subcontracted efforts. Please clarify whether the subcontract price analysis is required for all subcontractors, only major subcontractors, or only subcontractors performing 25 percent or more of the total effort or otherwise performing critical work.
IAW RFO 15.404-8, subcontract price analysis is required for all subcontractors.
17
Atch 2, Section 4.2.1 requires the Offeror to provide at least one contract reference within Volume II to demonstrate prior corporate experience of similar scope and magnitude. Volume III requires the Offeror to submit up to five past performance references that will be evaluated for recency, relevancy, and performance quality. Question: To avoid duplication and ensure compliance with page limits, will the Government evaluate the corporate experience requirements of Subfactor 1 using only the information submitted in Volume III (Past Performance), or must the Offeror also include corporate experience contract reference(s) directly within Volume II (Technical)?
Volume II and Volume III are evaluated by two separate Government teams. Offerors must provide required submittals directly within each respective volume to meet the evaluation criteria outlined in the solicitation instructions. Information will not be cross-referenced between volumes.
18
Reference: Technical Experience / 8‑Million‑Kilogram Threshold.
Can the Government confirm whether the 8,000,000‑kilogram annual processing volume specified under Technical Subfactor 1 constitutes a strict minimum requirement, or whether contract references demonstrating equivalent operational complexity and risk profile may be considered acceptable?
The Government confirms that the 8,000,000-kilogram annual processing volume constitutes a strict minimum requirement. In accordance with RFP Atch 2, paragraph 4.2.1, to be rated 'Acceptable,' the contract reference must demonstrate a magnitude of at least 8,000,000 kilograms of mail/parcels processed annually. IAW RFP Atch 3, paragraph 1.3.1, a proposal that fails to clearly demonstrate all of the minimum requirements will be rated 'Unacceptable'.
19
Reference: PPQ Process and European Business Practices.
Given common European business practices, how does the Government intend to address potential evaluation risk if Past Performance Questionnaires are not returned by references despite timely and proper distribution by the Offeror in full compliance with the solicitation instructions?
RFP Atch 3, paragraph 1.4.4. will be amended to include a note explaining that unknown past performance will be considered “acceptable”.
In accordance with RFO 15.202(c)(1), offerors without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance. The solicitation will be amended to clarify that in instances where PPQs are not returned or past performance is unknown, the offeror will receive a 'Neutral' rating.
20
Reference: Mission Essential Plan – Degree of Contractual Binding.
Can the Government confirm whether the Mission Essential Plan submitted as part of the proposal will be incorporated into the resulting contract as submitted, or whether further refinement and coordination are anticipated during post‑award implementation?
Reference: RFP Atch 2, Paragraph 4.2.2.d.(1). The successful Offeror’s Mission Essential Plan (MEP) will be incorporated into the resulting contract as their binding technical approach to meeting the requirements of PWS Paragraph 13.1.
While the Offeror must fully comply with all RFP and PWS requirements at the time of proposal submission, the Government acknowledges that minor administrative refinement and coordination are anticipated and expected during post-award implementation and throughout the life of the contract to maintain operational readiness.
21
Reference: PWS paragraph 9.3. The Government states "it will provide all contractor employees with an airport access badge based on their duties and assigned work location". Will the Government coordinate directly with the applicable Airport Authority or other governing entities to facilitate issuance of the required airport access badges?
The Government will amend PWS paragraph 9.3 to correct this language. The Government will not coordinate directly with the Airport Authority to facilitate issuance of the required airport access badges. The Contractor is solely responsible for coordinating directly with the Frankfurt International Airport Authority (Fraport) or governing entities to facilitate the issuance of all required airport access badges for its employees
22
Reference: PWS paragraph 9.3. The Government states "it will provide all contractor employees with an airport access badge based on their duties and assigned work location". Will there be any costs, fees, training requirements, or recurring renewal charges associated with obtaining and maintaining these access badges that would be the responsibility of the contractor?
Yes, the Government is amending PWS 9.3 to clarify that the Contractor is responsible for obtaining the badges. As a result, the Contractor shall be responsible for all costs, fees, training requirements, and recurring renewal charges associated with obtaining and maintaining these access badges.
23
Reference: PWS paragraph 9.2.1. The Paragraph 9.2.1 states that the Project Manager and Alternate Project Manager shall be U.S. citizens and shall “possess and maintain an active SECRET security clearance” associated with the handling of Registered, Classified, and other Sensitive mail. Will the Government please clarify whether the contractor is required to possess and maintain a Facility Clearance (FCL) in order to sponsor and/or maintain personnel with active SECRET clearances under this contract? If an FCL is not required, please clarify the Government’s intended mechanism for maintaining and validating the required active personnel clearances.
In the forthcoming Amendment 0001, the Government is amending PWS Paragraph 9.2.1 to remove the requirement for the Project Manager and Alternate Project Manager to be U.S. citizens and possess an active SECRET security clearance, as the Contractor will no longer be responsible for processing Registered Mail.
Because personnel security clearances are no longer required for contract performance, the prime contractor is not required to possess a Facility Clearance (FCL), and no DD Form 254 will be issued for this solicitation or resulting contract.
