About this opportunity

This solicitation seeks proposals for a Multiple Award Construction Contract to provide construction services at McConnell Air Force Base in Kansas. The Department of the Air Force's Air Mobility Command intends to award up to six firm-fixed price indefinite-delivery/indefinite-quantity contracts for a total not-to-exceed amount of $75 million over six years. Evaluation will be based on a best value tradeoff between past performance, which is significantly more important than price, using a seed project repairing HVAC systems in Building 852 as the basis for price evaluation. Proposals are due by December 7, 2021.

The requirement is set aside as total small business under North American Industry Classification System code 236220 for commercial and institutional building construction with a size standard of $39.5 million. Individual task orders awarded under the contracts will range from $2,000 to $10 million for design-build, renovation, new construction, and repair projects at McConnell Air Force Base in Wichita, Kansas. Each contract will include a base 24-month period of performance and two additional 24-month option periods exercisable at the government's discretion.

McConnell AFB Multiple Award Construction Contract (MACC)

The 22d Contracting Squadron (22 CONS) of the 22d Air Refueling Wing, McConnell AFB KS, hereby releases the McConnell AFB Multiple Award Construction Contract (MACC) solicitation.  The Government intends to award up to six (6) firm-fixed price Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contracts.  The Government shall issue task orders for individual construction projects based upon a competition amongst the successful awardees.  Task orders issued under this contract shall be Firm Fixed Price with a magnitude between $2,000.00 and $10,000,000.00.  The total amount of this contract is not-to-exceed a monetary amount of $75,000,000.00 or a term of six-years (as extended through the exercise of options), whichever is reached first.  Each contract award will contain a basic 24-month period of performance and two (2) subsequent options with 24-month periods of performance to be exercised at the Government’s discretion.  A funded seed project for this contract has been identified and can be found in the Request for Proposal (RFP) and attachments 9-14.

The work consists of a wide variety of construction tasks, including design and build; renovation; additions and upgrades; new construction integrating multiple construction trades and disciplines; and repair and replacement of roadways, airfield taxi-ways and runways.  Successful awardees shall be capable of providing a full project design from concept or a performance-oriented statement of work.  The contractor shall provide all materials, labor, equipment, tools, transportation and ancillary items necessary to complete each project from conception to completion.

This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts, and FAR Part 15, Competitive Negotiated Acquisition Procedures.   The Government intends to issue a Total Small Business Set-Aside under North American Industry Classification System (NAICS) 236220, Commercial and Institutional Building Construction with a size standard of $39.5M. 

Reponses to the Request for Proposal (RFP) shall be evaluated using a competitive, best value trade-off between price and past performance with past performance being significantly more important than price.  Details on the evaluation factors will be set forth in Sections L & M of the solicitation.  Price shall be determined based on the pricing provided for the seed project Repair HVAC Systems – Bldg 852 (which will include multiple construction disciplines).  Seed project details can be found in the Request for Proposal and associated attachments 9 through 14 of the solicitation.  The Government intends to issue an award to up to six (6) contractors using a Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a duration of up to six (6) years inclusive of options.  There is no guarantee that any optional period of performance will be exercised.  Upon award, a mandatory Partnership/Pre Construction meeting will be held at McConnell AFB, KS for all awardees.

The entire solicitation package, including the Standard Form 1442, Statement of Work, Specifications, General Conditions, Wage Determinations, Past and Present Performance Questionnaire, Seed Project documentation, and NAF General provisions are included in this posting.  Potential offerors are responsible for monitoring the SAM site for the release of subsequent amendments if any, as well as downloading their own copies from the site. 

A pre-proposal conference and site visit will take place on 17 November 2021. If interested in attending the site visit, offerors are required to provide the following information no later than 3:00 p.m. CST on 9 November 2021 in accordance with Section L of the solicitation, AF PGI 5315.209-90:

Per AFFARS 5352.201-9101 (Oct 2019) the following applies:

5352.201-9101 AMC Ombudsman 2019-10

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
