About this opportunity

The Air Force Sustainment Center is soliciting proposals for a Multiple Award Construction Contract at Tinker Air Force Base, Oklahoma, with proposals due October 28, 2026. This is a partial small business set-aside (50 percent) IDIQ for general construction services.

Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. The contract structure establishes two separate award pools: one for small business concerns and one for full and open competition. Small business offerors may submit separate proposals to compete in both pools. Work will encompass sustainment, maintenance, repair, alteration/renovation, and minor construction projects using one of five execution methods: Design-Build, Progressive Design-Build, Accelerated Design-Build, Construction with Limited Design, or Construction Only. Work is complex in nature, requires multiple construction trades, and may include engineering design performed by credentialed professionals. All design work must be developed under credentialed professionals licensed in Oklahoma.

The IDIQ runs for a single 5-year ordering period (March 26, 2027 through March 25, 2032) with one optional 5-year renewal period (March 26, 2032 through March 25, 2037). The aggregate maximum contract value across all awarded contracts is $950 million. Each awarded contractor receives a minimum guaranteed payment of $500 following a mandatory post-award conference; no additional task orders are guaranteed. Task orders under $10 million are set aside for small business; orders at or above $10 million compete full and open. The Government reserves the right to on-ramp additional contractors and off-ramp underperforming contractors during the contract term.

Evaluation uses Highest Technically Rated Offerors with Minimum Technical Threshold Rating methodology. The Small Business Pool requires a minimum threshold of 8,190 points; the Full and Open Pool requires 7,140 points. Evaluation focuses exclusively on Technical Experience across seven categories: Relevant Construction Experience (commercial/industrial/residential, Department of Defense projects, multiple parallel multi-trade projects, and specialized construction including AT/FP, fire protection, roofing, airfield construction, road/parking, and utility systems); Design Experience; Certifications (Project Management Professional, LEED, Safety, and Quality credentials); and Staffing (laborers, architects/engineers, program managers, quality control managers, site safety and health officers, design program managers, and superintendents). Work samples must demonstrate projects awarded on or after May 1, 2021, and at least 80 percent complete as of the solicitation date.

Contractors must furnish performance bonds within 10 calendar days of award and begin performance within 10 calendar days of notice to proceed, with completion required within 365 calendar days. All personnel require AFMC Form 387 identification badges and may require AF Form 1199C Secure Area badges if working in controlled/restricted areas. CMMC Level 1 certification is required for initial award. NAICS code is 236210, Industrial Building Construction.

THIS POSTING WILL SATISFY THE REQUIREMENT OF RFO 5.101, Presolicitation

Multiple Award Construction Contract (MACC) for General Construction Services will accomplish a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property facilities at Tinker Air Force Base, Oklahoma. The work performed will be complex in nature, require multiple construction trades, and may require engineering design performed by credentialed professionals.

Project execution methods will fall into one of the following classifications.  The execution method will be defined in the project documents for each Task Order (TO) under this Indefinite Delivery Indefinite Quanity (IDIQ) contract.

Design Build will include the Contractor providing both the design and construction services for a project; during the Design-Build process, final design solutions are provided by the Contractor, not the Government.  The Government will provide a Statement of Work (SOW), drawings, and other preliminary documents to establish requirements from the work to be completed.  These documents will be equivalent to a schematic 15% or greater design.  When awarded the TO for the project, the Contractor will complete the design to the 100% level to include drawings, specifications, design analysis/narrative, and other documentation as required by the Government.

Construction with Limited Design method will include the Government providing the design and the Contractor will further develop portions as required and will provide construction services for the project.  This method will be used for non-complex or repetitive work types of projects where design cost and effort is not warranted.  The Government will provide the SOW, drawings, and other documents as necessary to establish requirements to complete the project.  These documents will be equivalent to a design submittal 35% to 65%.  When awarded the TO the Contractor will complete any additional design efforts required by the project and produce a set of working documents for use during construction.

Construction only method will include the Government providing 100% design package, including the SOW, drawings, specification, and any other documents as necessary to establish requirements for the work to be accomplished.  When awarded the TO the Contractor shall commence with construction in accordance with the design and contract requirements.

The Contractor is required to furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control, and incidentals necessary to provide a complete useable end product as specified in the TO/project documents.

The North American Industry Classification System (NAICS) Code is 236210, Industrial Building Construction with a small business size standard of $45 million.

The MACC will be executed for one base period of five (5) years with one option period of five (5) years.

The Government will negotiate equitable adjustments resulting from change orders in the shortest practicable time.  Approximately 120 days are required to definitize equitable adjustments associated with change orders for construction.  The definitization of an equitable adjustment begins when the contracting officer receives an adequate change order definitization proposal and ends when the contracting officer executes a contractual action to definitize the change order.

IMPORTANT NOTICE: Offerors are required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov.  Offerors are strongly encouraged to review their informaiton in SAM to validate that it is current and up to date.  Failure to do so could result in the offeror being ineligible for award of Department of War contracts IAW RFO 4.203-1 registered in SAM database.
