Update on Question 69 from Pre Proposal Questions
69. What are the requirements for protection of the Boeing equipment? For example, does the equipment need to be operable? Does it need to be secured from dust? Will the equipment need to be recalibrated to ensure that it has been properly protected? etc.
Answer: During Phase 1 construction (see Attachment 13), the Boeing equipment does not need to be operable, but it must be protected from damage due to accidental contact, drops, spills, dust, etc. The equipment will not be mobile, and the contractors will be forced to work around the equipment. After the completion of Phase 1, the equipment will be tested by Boeing and the contractor will be responsible for any construction induced damages. 22d CES will not dictate means and methods of protecting the Boeing equipment, but recommends that the equipment be properly covered and that scaffolding be used as necessary.
Final Q&A responses (Questions received after 2pm on 11/19/2021)
1. We have looked through he plans and noticed there is a large amount of drywall repair required. What wage shall we pay the drywall tapers?
Answer: Per the DOL if a wage determination does not contain a class of workers that is needed to complete the construction, after contract award, a contractor shall submit to the contracting officer a request for the addition of the needed classification(s) of laborers or mechanics not listed in the wage determination (Conformance Request). The contracting office will submit to Department of Labor the request for approval. Before submitting request contractor should ensure:
a. The work to be performed by the classification requested is not performed by any classification in the wage determination.
b. The classification is utilized in the area by the construction industry.
c. The propose wage rate, including any bona fide fringe benefits. Bears a reasonable relationship to the wage rates contained in the wage determination.
Please see attached conform-faqs attachment for more information/explanation on the conformance process.
2. Attachment 3, General Conditions, paragraph 1.18 requires the contractor to print and place barcodes. Are these to communicate with a specific system or, as long as the label meets the requirements of this section, will that suffice?
Answer: The barcode tags will be supplied by 22d CES upon the request of the contractor. The contractor’s responsibility will be to tag any equipment as required by paragraph 1.18 of the General Conditions, and record the necessary information in the excel spreadsheet provided (see attached). This spreadsheet will be supplied to 22d CES at the conclusion of the project. 22d CES will then record the data in the government’s system called BUILDER.
3. Are contractors allowed to place a job trailer at the “Primary Construction Site” or will those have to be at the “Yard Storage Site” which is presumably the bases’ contractor laydown yard.
Answer: See Attachment 12, Sheet G-101 (the cover sheet). On this drawing the approved contractor lay down area and contractor parking are shown. Any items that can’t be stored locally in the project lay down area will have to be stored at the base’s contractor laydown yard. Please note, the two CONEX boxes that the contractor is responsible to provide will also be parked in the project lay down area.
4. Can the sign-in sheet from the site walk-through be provided?
Answer: Sign in Sheet was provided with the meeting minutes from the Pre Proposal Conference and Site Visit.
5. Is there a specific vendor required to move the APU in room 108 in order to maintain a warranty? Once it’s moved is there any certification, test report, etc. that is required to prove to the government it is still functional?
Answer: No, there is no specific vendor required. In the second paragraph of Phase 0 in Attachment 13 (Phasing Plan) it discusses that the users will secure the APU equipment as much as possible so the contractor can temporarily move the equipment as necessary.
6. Does Boeing have recommendations for how their equipment in room 105/106 should be covered to ensure it is protected and will not be damaged?
Answer: Boeing recommends using scaffolding and wrapping the equipment in order to limit the dust encountered and to prevent accidental contact with the equipment. However, the actual means and methods of protecting the Boeing equipment is up to the contractor.
7. How long will the end users will be allowed to move their equipment to the 2 contractor provided Conex boxes?
Answer: The users will be given 30 days upon the CONEX boxes arrival/placement to move their equipment/furniture. After these 30 days the contractor can begin the Phase 1 work (see Attachment 13).
8. Would the government consider a time extension on the due date of this project due to the upcoming Thanksgiving holiday? Generally, most folks will take 2-3 days off during this time period. This will allow all contractors and subcontractors the ability to maximize the time and provide the government with the best possible price.
Answer: The proposal due date has been extended by one day to 7 Dec 2021. Due to risks associated with the award process, we do not intend to adjust the proposal due date any further.
9. Has a hazmat survey been performed? If not, are there any known hazardous materials?
Answer: An asbestos survey was performed as part of the design requirements. The asbestos report is attached. No asbestos was detected.
10. Bid Option 2 requires work to ensure compliance with the cybersecurity requirements for the DDC Control System per Specification 25 05 11. Is this for the entire building or only the portions of the building served in this SOW (basically excluding the new addition)?
Answer: The cybersecurity requirements would only be applicable to the portion of the building served in this SOW.
11. Confirm Bid Option 2 only pertains to the DDC system and no other system such as fire alarm, telecommunications, etc.
Answer: Bid Option 2 only pertains to Cybersecurity of the DDC system as defined by Spec. 25 05 11.
12. Can the government please resend Attach 11 – PRQE 063118 Specifications? Every time I try to download or open it from sam.gov it appears to be a corrupted file and can’t be opened.
Answer: Attach 11- PRQE 063118 Specifications is not a corrupted file, and can be opened. If you continue to have issues opening the file, please contact SAM.gov for assistance.
13. Attachment 13 Phasing Plan lists Phases 0, 1, 2, and 3 with a PoP for Phases 1, 2, and 3. Please clarify how long the contractor has to complete all submittals and mobilization in Phase 0 as well as the amount of time for the close-out phase.
Answer: Contractor will have one month (30 days) following NTP to complete Phase 0 requirements in preparation for the start of construction. One of the requirements preceding NTP will be the delivery of the two CONEX boxes at the job lay down area. The phasing plan is focused on getting the occupants back into the building as quickly as possible. The closeout documents, to include as-built drawings, should be prepared and submitted in a timely manner concurrently with the final phase. Final payments will not be approved until all final documents have been submitted and accepted/approved by the Government.
14. Attach 10 Statement of Work: Item #3 General Requirements: states the roof is to be replaced under a separate contract and to keep it under warranty to coordinate with the roof manufacturer’s rep. Please provide contact info for said rep and the roofing contractor performing the work.
Answer: The roof replacement project is still in the design phase so the roofing contractor has not been selected at this time. Please see Attachment 10, Statement of Work, paragraph 3 for more information regarding the coordination required between the roofing construction project and the seed project.
15. Attach 11 Specs: Section 01 00 00 General Conditions, item 1.05 Coordination, Item J references “Higher Level of Security”, does this apply to the seed project?
Answer: Correct, the “Higher Level of Security” does not apply to the seed project.
16. Attach 11 Specs: Section 01 00 00 General Conditions, item 1.05 Coordination, Item J states “… the Contractor personnel shall remain with the escort at all times.”
0. Are escorts required on the Seed project?
Answer: No, escorts are not required on the seed project.
0. Will the government provide the escorts at their expense?
Answer: Not applicable
17. Attach 11 Specs: Section 01 00 00 General Conditions, item 1.13 Guidance for Geospatial Data. Since the majority of the work for the seed project is interior with minor exterior work, will Geospatial Data be required for this project?
Answer: Geospatial data is required for the limited exterior work of the seed project.
18. Attach 11 Specs: Section 01 00 00 General Conditions, item 1.4 Occupancy of Premises. Discussed the basic process of coordination space for storage. Will it be the responsibility of the Government to move the client to and from the facility as well as moving and storage of furnishing, equipment, etc.?
Answer: It is the responsibility of the government to remove and place into storage any item to be retained, in accordance with Attachment 12, Sheet AD101, DEMOLITION GENERAL NOTE 13. The only exceptions are the following: 1. APU training equipment in old room number 108 as shown in sheet AD101 and Attachment 13 under Phases 0 and 2; 2. The Boeing equipment in new room number 99 as shown on sheets AE101, AE104, and AE301 and described in Attachment 13 under Phase 1; 3. The two generators which will remain in old room number 114 as shown on sheet ED102. An amendment to the solicitation to incorporate the revisions to the demolished items and to incorporate changes to sheet ED102 such that the generator and the associated panels with the KEYED NOTES of 6 and 21 are to remain (do not demolish). Anything else remaining will be disposed by the contractor. It is the contractor’s responsibility to supply two CONEX boxes at the start of Phase 0 (Attachment 13) for the users to utilize with storage of their equipment. The users will also be responsible for moving in and out of their temporary facility.
A )If no and it is the contractor’s responsibility, we need the following: furniture and equipment list, quantity, and a location of facility for storage.
Answer: No
19. Attach 11 Specs: Section 01 00 00 General Conditions, item 1.27 Contractor’s Temporary Facilities. Will the contractor be required to provide an office or office trailer for any government personnel for the seed project?
Answer: No
20. Attach 11 Specs: Section 01 00 00 General Conditions, item 1.27 Contractor’s Temporary Facilities, paragraph E Construction Safety Fence. Will the entire project site be required to have a project safety fence around the perimeter of the site or just the staging area?
Answer: The intent of the safety fencing is to block the construction from public view as well as prohibit non-construction personnel from inadvertently accessing the jobsite. The amount of fencing required to achieve these goals is up to the contractor. The safety fence is expected to change with the completion of Phase 1 to allow users to properly access the Phase 1 areas of the building.
21. Attach 11 Specs: Section 02 41 00 Demolition & Deconstruction. Did not see any Hazardous Materials Survey provided for the seed project.
a) Has a Hazardous Materials survey be performed? If so, please provide.
Answer: The design team had different areas of the building tested for asbestos and no asbestos was detected. Please see attached Asbestos survey. It was not deemed necessary to test for heavy metals or lead.
b) Since no survey is attached to the bid documents are we to assume we will NOT encounter any hazardous materials during demolition?
Answer: The contractors are to assume no heavy metals or lead are present to be abated.
22. Attach 11 Specs: Section 10 28 13 Toilet Accessories is included in the specifications but not listed in the TOC.
Answer: Understood, this specification section still applies to the seed project. The modified Table of Contents is attached. Also, Toilet Accessory requirements are also indicated on Sheet IN401.
23. Attach 11 Specs: Section 23 09 00 Instrumentation and Control for HVAC is included in the specifications but not listed in the TOC.
Answer: Understood, this specification section still applies to the seed project. The modified Table of Contents is attached.
24. Attach 11 Specs: Section 23 09 13 Instrumentation and Control Devices for HVAC is included in the specifications but not listed in the TOC.
Answer: Understood, this specification section still applies to the seed project. The modified Table of Contents is attached.
25. Attach 11 Specs: Section 26 09 23 00.40 Lighting Control Devices is listed in the TOC but not included in the specifications. Provided missing specification.
Answer: The lighting control devices does not apply to this project as it covers building wide master lighting control systems. This specification section is to be removed from the Table of Contents.
26. Attach 11 Specs: Section 26 51 00 Interior Lighting is listed in the TOC but not included in the specifications. Provided missing specification.
Answer: Please see attached specification.
27. Attach 11 Specs and Attach 12 drawings both indicate interior signage however no specific signs are shown to be replaced on the drawings. Sheet IN601 detail 2 shows new signage layout. Are all rooms in the finish schedule to receive new room signs?
Answer: Yes, all rooms in the finish schedule on Sheet IN601 are to receive new room signs. IN601 also indicates the typical mounting details for the interior signage. See sheet AD101, detail 1 which states “Existing room signage to be removed from door frame. Sand and prep door frame for new finish.”
28. Attach 11 Specs: Section 09 30 13 Ceramic Tiles, per the Finish schedule on sheet IN601 there is no ceramic tiles on this project. If ceramic tiles are in this project, please provide location and quantities.
Answer: Please disregard section 09 30 13. There are no ceramic tiles on this project.
29. Attach 13 Phasing Plan. The completion of each of the three phases does not allow any time for development and submission of the closeout documents and as-built drawings. Please provide a duration for said work.
Answer: The phasing plan is focused on getting the occupants back into the building as quickly as possible. The closeout documents, to include as-built drawings, should be prepared and submitted in a timely manner concurrently with the final phase. Final payments will not be approved until these drawings have been submitted and approved by 22d CES and 22nd CONS.
30. Attach 15, item 18 Taxes. Please confirm that all local and State sales taxes are applicable to this project/contract.
Answer: Attach 15 is the Non Appropriated Funds (NAF) General Provisions, and addresses all types of contracts that may be awarded utilizing NAF funds. All Task Orders awarded utilizing the MACC contract vehicle will receive a Kansas Department of Revenue Project Exemption Certificate, which provides an exemption for taxes for materials incorporated into the building or project.
31. Attach 12 Drawings: sheet AE201 Key Notes, item 20 calls out brick veneer manufacturer, style, color, etc. as if there would be some replacement. However, item 20 is not indicated on the drawing. Please specify area(s) that are affected by item note 20.
Answer: Brick veneer is to be replaced in areas where exterior penetrations are changing and efflorescence remediation on the north exterior wall only, to include damaged brick veneer on the north wall. Please refer to Attachment 12, Sheet AE201, KEY NOTES 9, 11, 12, 18, 24, 26.
32. Attach 12 Drawings: sheet AE101, detail 1 Plan at Mech. Unit Screen. A grey shaded area calls out for gravel fill around the new and existing pads. What thickness is the gravel and what type of gravel is required?
Answer: The thickness of gravel is to be a minimum of 2” as stated in the note “eradicate existing grass and provide a double layer of permeable weed barrier under min. 2” of gravel in area shown shaded.” Gravel to be ¾” crushed stone base, or similar.
33. Attach 12 Drawings: sheets AE102 construction note 9, AE104 note construction note 11, both notes reference support structure for ceiling mounted project. Provide details for support and type of chain supports referenced.
Answer: Details and type of chain supports will not be provided and are up to the contractor to decide. Currently the users utilize either EPSON POWERLITE EMP-83H or EPSON POWERLITE 93+ H382F ceiling mounted projectors. However, during construction it is possible that the users will purchase new projectors. Coordination with the users will be required of the contractors in order to properly install the projectors and ensure that they are installed in the correct location. See Sheet AE101, notes 6 and 7 which state the following: “Contractor to provide blocking in walls and/or ceilings to support TV monitors, projector screes and projectors as shown on sheets AE102 thru AE104.” and “Contractor to reinstall projector screen and ceiling and wall mounted projectors as directed by the user.”
34. Attach 12 Drawings: sheets E-101 and E-102 Keyed Note 8 requires floor mounted flush receptacles. rovide details for required concrete cut and repair for slab work over the new electrical floor wiring.
Answer: See Sheet S-001, detail B3.
35. Attach 12 Drawings: sheets ED101, ED102 and ED103, Keyed Note 5 requires the removal of the ground conductor below finished floor. Provide details for required concrete cut and repair for slab.
Answer: See Sheet S-001, detail B3.
36. Attach 13 Phasing Plan: discusses phasing of the project while some areas remain occupied as well as drawing sheet MEP01. Attachment 11 Specs, Section 01 11 00, 1.4 Occupancy of Premises, states the building will be unoccupied during performance of work under this contract. Which is correct?
Answer: The phasing plan and sheets AD101 and MEP01 are correct. Please disregard the first paragraph under spec section 01 11 00, paragraph 1.2.11 and paragraph 1.4.
37. Attach 13 Phasing Plan: Phase 1 first paragraph stated there are very large and important equipment installed in room 105-106 and the contractor is to protect said equipment. For bidding purposes provide an area, height, size, etc. of said equipment, as well as an acceptable protection method for covering during construction.
Answer: Please see attached document to find the known dimensions of the Boeing training equipment. This documents is titled “Boeing Trainer PDF”. Also, please refer to Attachment 12, Sheet AE301, Detail C, which shows the height of the equipment. The equipment must be protected from damage due to accidental contact, drops, spills, dust, etc. The equipment will not be mobile, and the contractors will be forced to work around the equipment. After the completion of Phase 1, the equipment will be tested by Boeing and the contractor will be responsible for any construction induced damages. 22d CES will not dictate means and methods of protecting the Boeing equipment, but recommends that the equipment be properly covered and that scaffolding be used as necessary.
38. Solicitation references liquidated damages. Cannot find in the seed project documents the amount of Liquidated Damages for this specific project, please provide.
The Liquidated Damages Rates for this project are: $492.32 for the first day and $421.83 for each day thereafter.
39. Attach 11 Specs: section 06 20 00 Finish Carpentry. Specification references red oak trim, however the Room Finish Schedule on sheet IN601 doesn’t mention any wood molding or trim of any type. Please clarify if wood/oak trim or molding is required for this project? If so, provide location and type.
Answer: Please disregard section 06 20 00. There is no wood trim to be replaced on this project.
40. Attach 12 Drawings: Sheet FA101 discusses new fire alarm system. No division 28 specifications were provided in the specifications, please provide.
Answer: Division 28 specifications were provided as part of the first amendment.
41. One of the important factors considered during past performance evaluations states “projects on which offeror and proposed design firm(s) have previously worked together. Is there a requirement for the Offer to submit a design firm? We can’t find that requirement anywhere else in the solicitation.
Answer: If the contractor is planning to team with a design firm, then the teaming information should be contained in the Teaming/Joint Venture section. If the contractor is not planning to team with a design firm, they should ensure that their past performance demonstrates their ability to properly select and manage design firms for different projects/contracts.
42. Please confirm a tax exempt certificate will be provided for use during this project.
Answer: All Task Orders awarded utilizing the MACC contract vehicle will receive a Kansas Department of Revenue Project Exemption Certificate, which provides an exemption for taxes for materials incorporated into the building or project.
43. What are the special requirements for moving and relocating the installed equipment to prevent damage? (Specifically the Auxiliary Power Unit trainer along with it’s associated generator as well as the Aerial Refueling Trainer.)
In the second paragraph of Phase 0 in Attachment 13 (Phasing Plan) it discusses that the users will secure the APU equipment as much as possible so the contractor can temporarily move the equipment as necessary. The expectation is that the contractor will move the APU equipment into the hallway for the floor work required in this room (new room number 96), and then moved back into the room promptly after the floor work is complete.
The Aerial Refueling Trainer in new room number 99 will not be mobile, and the contractors will be forced to work around the equipment. After the completion of Phase 1, the equipment will be tested by Boeing and the contractor will be responsible for any construction induced damages. 22d CES will not dictate means and methods of protecting the Boeing equipment, but recommends that the equipment be properly covered and that scaffolding be used as necessary.
The generators are required to be moved in order to complete the floor work in new room number 84. The expectation is that the contractor will move the generators into the hallway for the floor work required in this room, and then moved back into the room promptly after the floor work is complete. Please note that one of the generators is required for the Aerial Refueling Trainer to operate. It is expected that the generator will be available for use at the completion of Phase 1.
For all equipment, 22d CES will not dictate the means and methods of protecting the equipment.
44. On sheet M-601 the entering and leaving water temperature values on AHU 3 chilled water coil appear to be reversed. Please clarify.
Answer: 22d CES reviewed the entering and leaving water temperature values and believes that the values are typical and reflect values that would be seen in industry. If this doesn’t answer the question, please provide more information.
45. Is the existing roof under warranty? If so, can that warranty be provided?
Answer: No, the existing roof was put on in 1987 and is not under warranty.
46. What version of the UFC is required for determining ATFP requirements?
Answer: The drawings were designed to comply with the latest ATFP requirements in accordance with UFC 4-010-1 (dated 12-12-2018). It is the contractor’s responsibility to comply with the requirements specified in the drawings and specifications.
47. What is the expected occupancy load of the building?
Answer: See Attachment 12, Sheet M-601, OA Calculation Schedule for information regarding the occupancy load of the building.
48. Please advise what the procedures are for Offerors who do not have Base access but plan on hand delivering their proposals.
Answer: If you plan on hand delivering your proposal and you do not have access to the base, you will need to arrive at the Visitors Center (East Gate) and contact our office NLT 1:15 pm CST so we may send someone to pick up the package.
49. For Offerors who plan on hand-delivering their proposals, please confirm if the Government will have a representative at the Visitor Center to receive proposals. If so, which gate should Offerors use.
Answer: Due to limited personnel availability, 22 CONS will not have someone at the visitor center to receive proposals. If you plan on hand delivering your proposal and you do not have access to the base, you will need to arrive at the Visitors Center (East Gate) and contact our office NLT 1:15 pm CST so we may send someone to pick up the package.
50. For Offerors who plan on hand-delivering their proposals, if Offerors are required to physically deliver their proposals to the office of the 22d Contracting Squadron on Base, the Offeror would need to obtain a Visitor Pass. In order to obtain a Visitor Pass, typically a civilian (Offeror) would need to be sponsored on Base by a Government official. Is there a form Offerors are required to complete in order to gain access on to the Base? If so, how/where can Offerors obtain this form?
Answer: No visitors passes or sponsoring of contractors will occur on the proposal due date. If you plan on hand delivering your proposal and you do not have access to the base, you will need to arrive at the Visitors Center (East Gate) and contact our office NLT 1:15 pm CST so we may send someone to pick up the package.
51. Section L, paragraph L.2.5.1. Cover Page is limited to one (1) page but requires Offerors to … “Include name of company, relevant contact information, to include contact name(s), phone numbers, email addresses, mailing address, CAGE Code, DUNS Number, and Small Business size status/applicable socio-economic subcategories, SAM Profile, key personnel, etc.”
Please confirm specifically what Offerors are to include on this Cover Page regarding “SAM Profile.” Are Offerors to include a copy of their SAM Profile (which is more than 1 page) or just a statement stating the Offeror is registered on SAM or does the Government want something else regarding from the Offeror regarding “SAM Profile”?
Answer: By SAM Profile, we are looking for the SAM Unique Entity Number associated with your SAM Registration.
52. Section L, paragraph L.2.5.1. Cover Page is limited to one (1) page but requires Offerors to … “Include name of company, relevant contact information, to include contact name(s), phone numbers, email addresses, mailing address, CAGE Code, DUNS Number, and Small Business size status/applicable socio-economic subcategories, SAM Profile, key personnel, etc.”
Please confirm specifically what Offerors are to include on this Cover Page in regard to “key personnel”.
Answer: By Key Personnel, at a minimum, we are looking for the names of the Program Manager and Quality Assurance Manager that will be responsible for the MACC contract efforts.
53. Section L, paragraph L.2.5.3.1 states, “Offerors shall provide adequate past performance information on up to seven (7) completed or current contracts considered most relevant in demonstrating the ability to perform the proposed work as identified within the Specifications.” Please confirm that any/all projects currently in progress (regardless the level of completion) qualify for past performance credit.
Answer: Recency is determined by the contract having performance in the last 3 years. The contract can be currently in progress or just completed during this time period. Any contract having performance in the 3 years prior to the issuance of the solicitation is considered Recent.
54. Section L, paragraph L.2.5.3.3 (page 89 of 103) states, “In lieu of a Past/Present Performance Questionnaire, if a project is currently available in CPARS, the contractor may attach the evaluation to the questionnaire with the relevant solicitation number and submit directly to the 22nd Contracting Squadron office before the official closing date and time of the solicitation.” For those projects that do have a CPARS evaluation, please confirm if Offerors are to complete Sections 1 through 3 of Attachment 8 and then place a copy of the CPARS evaluation directly behind the relevant PPQ … or … after providing the relevant Contract/Project Summary (not to exceed 3 pages), the Offeror places a copy of the CPARS evaluation directly behind the relevant Contract/Project Summary, thus eliminating the need to complete and/or provide the PPQ (Attachment 8).
Answer: Per Section L.2.5.3.3 of the solicitation, “In lieu of a Past/Present Performance Questionnaire, if a project is currently available in CPARS,, the contractor may attach the evaluation to the questionnaire with the relevant solicitation number and submit directly to the 22nd Contracting Squadron office before the official closing date and time of the solicitation.” It should not be placed in the Proposal documents.
55. Section L, paragraph L.2.5.3.3 (page 89 of 103), please confirm if Offerors are to complete and included in their proposals Sections 1 through 3 of the PPQ - Attachment 8 (2 pages) for all projects that were sent a PPQ (Attachment 8) to complete.
If so, will those 2 pages from the PPQ (Sections 1 through 3) count against the 21 page limit for Past Performance?
Answer: No, the PPPQs shall not be included in the Past Performance Section of the proposal. The PPPQs with CPARS attached should be provided “…directly to the 22nd Contracting Squadron office before the official closing date and time of the solicitation.”
56. According to the Scope of Work (Attachment 1) this MACC may include design-build and design-bid-build (construction only) projects. Please confirm if Offerors are to submit project information or past performance information from their A/E firm.
Answer: If the contractor is planning to team with a design firm, then the teaming information should be contained in the Teaming/Joint Venture section. If the contractor is not planning to team with a design firm, they should ensure that their past performance demonstrates their ability to properly select and manage design firms for different projects/contracts.
57. According to Section M 3.2.2.ii, lists some of the important factors which will be considered during past performance evaluation. Item #7 in that list states, “Projects on which Offeror and proposed design firm(s) have previously worked together.”
According to the instructions, Volume 2 - Past Performance is not to exceed 21 pages. If the Offeror submits seven (7) projects and each Contract/Project Summary cannot exceed 3 pages, this leaves no room for additional narrative regarding the Offeror’s proposed design firm.
Therefore, in order to receive credit or for the Government to evaluate properly, where in the Volume 2 Proposal are Offerors to discuss their proposed design firm and whether or not they have previously worked together?
Answer: If the contractor is planning to team with a design firm, then the teaming information should be contained in the Teaming/Joint Venture section. If the contractor is not planning to team with a design firm, they should ensure that their past performance demonstrates their ability to properly select and manage design firms for different projects/contracts.
58. For Volume 2 - Past Performance, please confirm if it's acceptable for Offerors to provide an Executive Summary or a single (1) page introduction of the Prime Contractor before Tab A - Relevant Contract / Project Summary ... or …does the Government prefer the first page of Volume 2 - Past Performance to be Relevant Contract / Project #1 Summary?
Answer: The contractor may provide an Executive Summary or a single (1) page introduction of the Prime Contractor as you indicate as part of their 21 pages of past performance documentation if they so desire.
59. Will all the Task Orders in this MACC be sales tax exempt?
Answer: All Task Orders awarded utilizing the MACC contract vehicle will receive a Kansas Department of Revenue Project Exemption Certificate, which provides an exemption for taxes for materials incorporated into the building or project.
60. To ensure responsiveness on the proposal and project requirements as outlined within the solicitation, we would like to request an extension on the final delivery of the proposal and the receipt due date of the past performance questionnaires. This is due, in part, to the holiday season and former client agency time constraints. We fully understand the acquisition timeline and strategy has likely been defined for some period of time at this point. However, the granting of an extension would help improve the contracting community’s ability to prepare adequate and fully responsive proposals for your review.
Answer: The proposal due date has been extended by one day to 7 Dec 2021. This also extends the PPPQ due date by one day to 30 Nov 2021. Due to risks associated with the award process, we do not intend to adjust the proposal due date any further.
61. One of the factors which will be considered during past performance evaluations is "7. Projects on which offeror and proposed design firm(s) have previously worked together." Please clarify where the contractor is to provide a proposed design firm. There is no mention of providing this information in the instructions.
Answer: If the contractor is planning to team with a design firm, then the teaming information should be contained in the Teaming/Joint Venture section. If the contractor is not planning to team with a design firm, they should ensure that their past performance demonstrates their ability to properly select and manage design firms for different projects/contracts.
62. Regarding past performance for teaming arrangements and joint ventures the RFP states "If the offeror intends to fulfill the requirements of this RFP in a teaming arrangement or joint venture, the offeror must provide complete information as to the arrangement, including identifying the responsibilities of each entity, and the contractual relationships and authorities of the firms involved. The offeror must provide a list of any relevant and recent past/present performance information on previous teaming arrangements or joint ventures with the same teaming or joint venture partner." Where is this list and other information to be provided...i.e. which factor and what is the page limit for this information?
Answer: Section L.2.5.3. states “Volume II - Past Performance (Page Limit: 21, excluding PPQs and Teaming/Joint Venture Information)” this indicates that the Teaming/Joint Venture information should be included in Volume II, the past performance section. There is no page limitation on Teaming/Joint Venture information and it does not count towards the page limit of 21 pages for the Past Performance Volume.
63. The RFP states "Additionally, consideration will be given, but not limited to, such things as...contract environment..." Please clarify what you mean by "contract environment".
Answer: By contract envrionment we are considering where the work is being performed (i.e. Military base/facility, government building, state building, local business, etc) and the associated requirements that come with the contract environment.
64. Please confirm that a project superintendent, Site Safety and Occupational Health officer, and quality control manager are all required for the Seed Project.
Answer: A project superintendent, Site Safety and Occupational Health Officer (SSHO), and Quality Control Manager are all required for the seed project. The Project Superintendent and SSHO can be the same individual but the Quality Control Manager shall be a separate individual with no other duties per Spec. Section 01 45 00.00 10, para. 3.3.2. Therefore, the QC Manager cannot be the Project Manager.
65. To clarify, per Attachment 11, Section 01 11 00, para 1.2.1.1 "Building 852 Project's demolition and construction will be done WITHOUT phasing to simplify the complexity of issues". The SOW states that the included Phasing plan is to be follow. Please advise.
Answer: Please disregard Attachment 11, Section 01 11 00, para 1.2.1.1. This statement was developed early in the project before it was the clear the users required phasing. The project will be phased as directed in the SOW and as described in Attachment 13 - PRQE 063118 Phasing Plan.
66. Drawing M-701 states "Integrate graphic user interface with the 2015 building expansion", and also references "Existing Network #1". Provide details regarding the existing network, to include protocol used and if open.
Answer: The system is a BACnet open system and must comply with the requirements of Attachment 11, specification section 23 09 23.02 paragraph 2.3.1.v, w, x, and y. The two existing EMCS systems on base are Automated Logic and Schneider Electric.
67. Drawing FA101 indicates the requirements to provide new fire detection devices and integration to the existing fire alarm / mass notification system. Provide information regarding the fire alarm / mass notification system, to include information on the fire alarm provider that maintains the system.
Answer: The fire alarm system installer/programmer was Pinnacle Fire and Automation. The group that maintains the system is 22d CES Electric Shop.
68. The RFP states "Page limitations may be placed on responses to Evaluation Notices (ENs) as well. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors." Please clarify what an Evaluation Notice is as the RFP document does not currently explain it.
Answer: An Evaluation Notice (EN) is the contracting officer’s written notification to the offeror for purposes of clarifications, communications or in support of discussions. Evaluation Notices address proposal deficiencies, weaknesses, or clarifications.
69. The RFP states "Offerors shall provide adequate past performance information on up to seven (7) completed or current contracts..." Please confirm that a project currently in progress and not completed can be used as a project for past performance. Is there a maximum number of current projects versus recent projects that can be submitted?
Answer: Recency is determined by the contract having performance in the last 3 years. The contract can be currently in progress or just completed during this time period. Any contract having performance in the 3 years prior to the issuance of the solicitation is considered Recent.
Current projects are a subset of recent projects. The maximum number of projects that can be submitted is seven (7) if not a Teaming/Joint Venture effort, or ten (10) if there is a Teaming/Joint Venture effort.
70. As part of the past performance project summary information the RFP request item b. "Company Point of Contact information". Please clarify who this is. It appears you may be asking for the contractor's POC for this specific project. Please confirm or clarify.
Answer: Company Point of Contact information should identify who, along with their contact information, should be contacted with regards to the submitted proposal.
71. The RFP states "Additionally, consideration will be given, but not limited to, such things as...subcontractor interaction." Please clarify what you mean by "subcontractor interaction".
Answer: By subcontractor interaction, we are considering the involvement of subcontractors in the project.
72. Standard Form 1442, block 13b and Section A Solicitation/Contract Form both state a bid guarantee/bid bond is required for the Seed Project. However, in Section L of the RFP it does not state where in the proposal to include the bid guarantee/bid bond. Please advise where Offerors are to include the bid guarantee/bid bond for the Seed Project.
Answer: Bid bonds shall be included in Volume I Contract Documents section with other required bonding documentation. Per section L.2.5.2.1, “Include your completely filled out copy of the solicitation document, and applicable fill-ins, Representations and Certifications, acknowledgment of amendments, contract clauses, and evidence of bonding capability.”
73. Section L, paragraph L2.5.2.1d, states, “The offeror must provide evidence it is able to obtain the maximum single award/task order performance and payment bonding capacity of $10,000,000 and a minimum aggregate bonding capacity of $25,000,000. Bonding capacity documents shall meet the minimum and aggregate amounts and be backed by a bonding surety attesting to bondability. The document must also include the surety company's name, address, phone number, and points of contact.” Please clarify the terminology “must provide evidence”. Would this be by way of providing a letter from our Bonding Agent / Surety attesting to the dollar values referenced above?
Answer: A letter from the Bonding Agent/Surety attesting that the company will be able to obtain the performance and payment bonding capacity values referenced is adequate evidence.
74. Referencing the two previous RFI questions concerning Bid Guarantee and Bonding Capacity, are both of these items required (Bid Bond AND a letter from our Surety)? Section L of the RFP only refers to Bonding Capacity and not a Bid Guarantee/Bid Bond.
Answer: Both a bid bond for the Seed Project and the Performance and Payment bonding capacity evidence for the Multiple Award Construction Contract are both required bonding documentation to be provided with the proposal.
75. Section 01 11 00 Page 3, paragraph 1.4 OCCUPANCY OF PREMISES states “Building will be unoccupied during the performance of work under this contract.” However, attachment 13: Phasing Plan gives conflicting information. Can the government please clarify whether Building 852 will be occupied or unoccupied during construction?
Answer: The phasing plan and sheets AD101 and MEP01 are correct. Please disregard the first paragraph under spec section 01 11 00, paragraph 1.2.11 and paragraph 1.4.
76. Section L, paragraph L.2.5.2.1b, states for Volume 1, Sections G and K are to be returned in their entirety. Section G is Contract Administration Data, and there is not any paragraph with Section G that the Offeror is to complete. Please clarity / confirm if Section G is to be returned in each Offeror’s Volume 1 proposal.
Answer: Please return Section G in its entirety in Volume I.
77. The MACC is not to exceed a duration of 6 years in its entirety. Can the government please provide a construction duration for the seed project - Repair HVAC System of B852?
Answer: From the start of Phase 0 to the conclusion of construction at Phase 3 will be 13 months (395 days).
78. Solicitation Document | page 86 | L.2.2. Page Size and Format
1. Do these requirements apply to the Cover Page as well? Specifically, 1.5 line spacing.
Answer: Yes, Page Size and Format requirements apply to the Cover page as well.
1. If our entire proposal is printed single sided, are we required to put “Left Intentionally Blank” on the back side of all pages?
Answer: No, “A page is defined as each face of a sheet of paper containing information.” If you elect to not utilize double sided printing for the entire proposal package, each page as long as there is no information on the reverse side would be considered one page.
1. Does the 12-point font and 1.5 line spacing apply to the header and footer as well?
Answer: Yes, text size and line spacing requirements apply to the header and footer.
79. Solicitation Document | page 87 | L.2.5.1. Cover Page
1. One of the items requested is the Key Personnel; would you be able to provide the specifics of who you like to be incorporated as the Key Personnel to be listed on the cover sheet?
Answer: By Key Personnel, at a minimum, we are looking for the names of the Program Manager and Quality Assurance Manager that will be responsible for the MACC contract efforts
1. One of the items listed for the cover page is the SAM Profile; how would you like us to provide our SAM Profile on the cover sheet as the SAM Profile consists of multiple pages. Would you like us to provide just the SAM ID number or the status of our profile and expiration date or a screen shot of the below example? Clarification is needed for this item.
Answer: By SAM Profile we are looking for the SAM Unique Entity Number associated with your SAM Registration.
80. Solicitation Document | page 89 | L.2.5.3.4 Past Performance for Teaming Arrangements/Joint Ventures
1. “The maximum number of references combined shall not exceed 10 total” – We are assuming this statement is referring to the number of recent/relevant projects but it the word used is “references” and not recent/relevant projects. Can you please provide clarification on this statement?
Answer: References in this instance refers to the past relevant contracts that are being submitted as past performance information. As indicated in section L.2.5.3.3, “Offerors shall identify past contracts for efforts similar to the requirement as stated in this RFP. Provide information on relevant Federal contracts before State, local government or private contracts. Limit contract references to work performed in the last three (3) years with a maximum of seven (7) total contracts.”
1. If we are correct in assuming the statement provided in 1. a. is to be recent/relevant projects, can you confirm that a maximum of 10 projects are to submitted for all parties (offeror, JV partners, teaming partners, subcontractors, etc.)?
Answer: Per paragraph L.2.5.3.4 “If the offeror intends to fulfill the requirements of this RFP in a teaming arrangement or joint venture… The maximum number of references combined shall not exceed 10 total.” The purpose of allowing the three additional projects is to enable the offeror to provide “…relevant and recent past/present performance information on previous teaming arrangements or joint ventures with the same teaming or joint venture partner.”
1. Can you confirm that L.2.5.3.3 should also be referenced in paragraph L.2.5.3.4?
Answer: It is unclear why you believe that L.2.5.3.3 should be referenced in paragraph L.2.5.3.4, but by our review we do not see any reason why it would be necessary to be referenced in paragraph L.2.5.3.4.
81. Please confirm the amount of time, in calendar days, the seed project, Repair (SUS) HVAC Systems for Building 852, needs to be completed.
Answer: From the start of Phase 0 to the completion of Phase 3 shall be 395 days. See Attachment 13, Phasing Plan.
82. Please confirm the amount of liquidated damages per day for the seed project, Repair (SUS) HVAC Systems for Building 852.
Answer: The Liquidated Damages Rates for this project are: $492.32 for the first day and $421.83 for each day thereafter.
83. Section L, paragraph 2.5.3. states that Volume II, Past Performance cannot exceed 21 pages. If Offerors choose to only submit six (6) projects, which would be a total of 18 pages, would it be acceptable to include an introduction of the company at the beginning / before the six (6) contract/project summaries, so as long as the entire section is not more than 21 pages?
Answer: As long as the company provides Past Performance data that does not exceed 3 pages per project and or 21 pages total, the contractor may provide additional information if they determine it is necessary.
84. Can we have the contract info of the roofing company that will be reroofing the building?
Answer: The roofer hasn’t been selected. The roof design project is still in the design phase (90% design currently).
85. If we provide a IDIQ contract with several completed task orders for past performance, does this count at one project or does each task order task order count a one project?
Answer: Offerors may cite IDIQ contracts or individual task orders/projects as past performance citations and may provide PPPQs (or CPARS) for either IDIQ contracts or project contracts. Each citation will count as one project reference. It is important to note though, as indicated in Section M.3.2, “Projects with a similar contract type and magnitude (such as MACC/MATOC, SABER, JOC Firm Fixed Price ID/IQ contracts) using terms and conditions similar to those set forth in this solicitation (i.e. Liquidated Damages, Material and Workmanship, and Warranty of Construction to name a few)” is one of the important factors which will be considered during the past performance evaluation.
86. Page AD103 Keynote 5. Tile Demolition. Does RM 114 get the tile demoed?
Answer: The applicable DEMOLITION PLAN NOTE for RM 114 is 21 which states “Remove floor tile and adhesive, prep for sealed concrete.” Also see CONSTRUCTION PLAN NOTE 27 on sheet AE103 and the ROOM FINISH SCHEDULE for RM 88 on sheet IN601.
87. How many past performance projects do each of the teaming partners need to submit?
Answer: There should be no more than 10 projects referenced if there are Teaming/Joint Venture partners. If all references include the Joint effort/teaming partner, then seven shall be included in the past performance section and the remaining three shall be included in the Teaming/Joint Venture section with the complete information as the teaming arrangement, including identifying the responsibilities of each entity, and the contractual relationships and authorities of the firms involved.
88. I have subs who are telling me that they cannot work at McConnell currently because the vaccination percentage in their company doesn’t meet the requirement? This is not something I am familiar with and has not been an issue on Robins AFB where I am working currently. What is the requirement on this solicitation regarding COVID-19 and Vaccinations?
Answer: DFARS Clause 252.223-7999 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) is the current requirement on this solicitation with regards to COVID-19. Please refer to this clause for additional information.
