Phasing Plan
All room numbers as referenced in this phasing plan are in accordance with the current room numbering convention as shown on sheet AD101. All room numbers will be updated.
Phase 0:
During this phase, the construction team will prepare submittals and begin mobilization for the construction project. One of the first submittals will be for 2 contractor provided CONEX boxes
(8’ x 8.5’ x 25’) that will be utilized by the users for storage of items that will not be utilized in their temporary facility space. During this phase, the users will relocate to their temporary facility and remove anything that they want to keep, with the understanding that anything remaining (to include coat hooks, pictures, posters, cork boards) will be demo’d by the contractor. This includes all projection equipment, which is the responsibility of the users to remove, protect, store, and reinstall.
The users will be leaving the large Auxiliary Power Unit (APU) trainer in classroom 108 along with its associated generator in power room 114. During Phase 0, the users will secure the items as much as possible so the contractor can temporarily move the equipment to prep/install the flooring in these areas.
The existing building addition accessed via Hallway C (not displayed in drawings for simplicity) shall be fully occupied and operational for the duration of this project. All essential building operations will be maintained without interruption to include power to both communications rooms (CER) and the split system HVAC unit serving the CER. Any required shutdowns will be coordinated with 22d CES and the Contracting Officer (CO) at least 1 month prior to event. Any work that impacts the existing building addition or the services to the existing building addition will take place on the weekend or on a federal holiday.
The contractor will be required to provide temporary generator power to maintain essential building operations (listed below) and the phased construction areas occupied by the end user if normal power to the facility cannot be maintained. Use of temporary generator power is not acceptable unless approved by the Contracting Officer prior to its use.
Temporary heating and cooling will be required to maintain essential building operations (listed below) and the phased construction areas occupied by the end user. Provide temporary heating in all unoccupied areas of the building as required for freeze protection and construction activities.
The areas and systems that are deemed essential for the occupancy of the existing building addition and the phased construction of the project are as follows (see sheet MEP01 for more details):
Existing COMM room network equipment, power, lighting, HVAC equipment, and controls for BOTH COMM rooms.
Existing exterior lighting system and controls
Existing fire alarm and mass notification systems

Existing building addition and all interconnections.
Aerial Refueling Trainer (ART) Room (Room Number 105/106), Room Number 104, and Hallway C after completion of Phase 1.
APU and Generator Room (Room Number 103, 107, 108 and the affected portion of
Hallway B) after completion of Phase 2.
Phase 1 (4 months):
Once the construction team is ready to begin demo, the project will be considered to be in Phase
1. During this phase the construction team performs the required demolition, with a special emphasis on completing work in the area designated as Phase 1 on sheet AD101. There is some very large, heavy, and important equipment installed in room 105/106 that will not be able to be removed/relocated for the demolition/construction work in this room. It will be the responsibility of the contractor to protect this equipment from dust, debris, etc. during the construction effort in this room. This may include wrapping the equipment in plastic or similar and building scaffolding as needed. Any damage to the equipment will be the sole responsibility of the construction contractor to repair, in accordance with Boeing’s requirements/recommendations.
During Phase 1, McConnell’s COMM squadron would like to upgrade the COMM closet by replacing the two (2) post racks with four (4) post racks. Phase 1 will be the opportune time for
COMM to perform this upgrade work since it will require a temporary shutdown of all COMM to Bldg. 852 (original construction and addition). At the start of Phase 1, please contact the
COMM squadron, Mr Karl Barnaby at 316-759-1994 so they can coordinate their work. It is expected that the upgrade will require one (1) work week to complete. This work should not interfere with any of the contractor’s work during Phase 1. If there are any issues, please notify
22d CES.
At the completion of Phase 1 (four (4) months after demolition start), rooms 104, 105/106, and hallway C shall be 100% complete. Once Phase 1 is complete, these rooms will need to be fully operational since they will be occupied by the users. Power and HVAC will be provided to these areas, either by temporary HVAC and power or base building services in accordance with the
“Requirements for Construction Phasing and Temporary Services” on sheet MEP01.
A temporary door and partition will need to be installed in Hallway B as shown on sheet AD101.
This is a required secondary emergency egress for the occupants of rooms 104 and 105/106. At this point in construction, a path and temporary emergency lighting will need to be maintained at all times to either the west or south entrance. The requirement for maintaining an evacuation path through the construction zone should be considered in determining when to replace the west and south storefront entries and tile.
Completion of Phase 1:
Phase 1 will be considered complete when the demolition and construction work in rooms 104 and 105/106 and hallway C are fully complete and accepted by the Government. These rooms will be fully operational with either temporary power and temporary HVAC or base building

Both temporary doors and partitions will be installed in Hallway B and emergency lighting will illuminate the path to either the west or south entrance. This temporary wall, door, path, and lighting will receive the McConnell AFB Fire Department’s approval prior to allowing users to occupy these finished spaces. The construction contractor will make any changes as deemed necessary by the Fire Department For the remainder of construction, the emergency evacuation path will be left clear and visible to the occupants, either through the west or south entrance to the facility, with temporary lighting as necessary. Users will be able to occupy these spaces four (4) months after demolition has started and upon acceptance of Rooms 104, 105, 106, and Hallway C.
Phase 2 (4 months):
Demolition and construction in the area shown as Construction Phase 2 on sheet AD101 is allowed to start as soon as the construction contractor determines is appropriate, but the preference should be placed on completing the work in Phase 1 first, in the required first four (4) months. The rooms that must be completed during Phase 2 include a portion of hallway B, as well as rooms 103, 107, and 108.
The users will have some large APU training equipment in room 108 that will need to stay in place during construction. It is the sole responsibility of the contractor to ensure that this equipment is protected from dust and debris. Wrapping in plastic and scaffolding may be necessary in order to perform the work in this room. During Phase 0 the users would have secured the equipment to allow the construction team to temporarily move the equipment as necessary to prepare/install the new flooring. The movement of this equipment shall be minimized. Should any issues arise during the movement of the equipment, the construction team shall notify 22d CES and the users as soon as possible.
A lit evacuation path through the construction zone to either the west or south entrance needs to be maintained throughout construction.
Completion of Phase 2:
Phase 2 will be completed not later than eight (8) months after demolition starts. Phase 2 will be considered complete when the hallway portion between the two temporary partitions is complete, as well as when rooms 103, 107 and 108 are 100% complete, functional, and accepted by the
Government. These rooms shall have power and HVAC at the completion of Phase 2, allowing the users to move back in and utilize the spaces. This power and HVAC can be from temporary services or base building services (if available).
Phase 3 (4 months):
Demolition and construction in the area shown as Construction Phase 3 on sheet AD101 is allowed to start as soon as the constructioncontractor determines is appropriate, but the preference should be placed on completing the work in Phases 1 and 2 first, in the times described. A lit evacuation path through the construction zone to either the west or south entrance needs to be maintained throughout construction.

The users will have a Government provided generator in place in the Power Room, room 114.
This generator is needed to operate the APU trainer equipment in room 108. During Phase 0 the users would have secured the equipment as much as possible to allow the contractor to temporarily move the equipment as necessary to prepare/seal the floor. The contractor will be responsible for temporarily relocating the APU generator equipment as necessary, to complete the floor work in this area. During the time that the generator is moved, the users won’t be able to train on their APU trainer equipment. This down time shall be minimized and coordinated with the users at least 2 weeks in advance.
Completion of Phase 3:Phase 3 will be completed not later than 12 months after demolition starts. Completion of this phase will mark the end of the construction project. This phase will be considered complete whenall remaining work described in the drawings and specifications is complete and accepted by the government. At any such time that the building’s services (power, HVAC) are able to sustain the building, the temporary services can be removed and the building’s normal services can be turned on. This transfer of services should happen outside of normal working hours in order to minimize the impact to the users.
