About this opportunity

The Department of the Air Force Air Mobility Command is issuing a pre-solicitation notice for increasing the ceiling of the existing 2022 McConnell Air Force Base Multiple Award Construction Contract (MACC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement involves commercial and institutional building construction services, specifically maintenance of office buildings at McConnell AFB. Competition for this ceiling increase will be limited exclusively to current contractors already holding positions on the existing MACC contract, rather than being opened to new bidders. The agency has indicated that a Justification and Approval document will be posted in accordance with FAR 6.305(d) once approved. Interested parties must direct any questions or concerns to 2d Lt William Johnson at william.johnson.237@us.af.mil no later than 1300 Central Time on September 19, 2025, which is also the due date for this pre-solicitation notice.

This opportunity is designated as a Total Small Business set-aside, restricting participation to qualifying small business entities. The contract ceiling is being increased from the current $75 million to $98 million due to increased usage and demand for services under the existing MACC contract. The substantial $23 million ceiling increase reflects the Air Force's expanded construction and maintenance requirements at McConnell AFB. The procurement falls under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Z1AA for Maintenance of Office Buildings. Current MACC contractors will have the exclusive opportunity to compete for work under this increased contract ceiling. The notice references DFARS PGI 206.303-2(b)(i) as the regulatory basis for this limited competition approach.
