Questions contractors submitted from the Pre Proposal Conference & Site Visit

1. [Reference Seed Project Requirements] The demolition and new construction requirements for the fire alarm / mass notification system are described in the Construction Drawing set, Sheet FA101. The technical specifications do not provide a specification section for CSI Division 28 – Electronic Safety and Security. Please advise as follows:

0. [FA/MNS] Will a technical specification section applicable to this work be provided? If not, should the offeror assume that the installation of the same type of FA/MNS devices (brand and model) as is currently used on site will be acceptable?

0. [FA/MNS] The RFP-furnished submittal register does not include submittals for Division 28 – Electronic Safety and Security. Will the Contractor be required to provide submittals related to the FA/MNS-related work (e.g., product data, shop drawings, system pre-test and acceptance test reports, etc.)?

0. [FA/MNS] If the Contractor is to provide FA/MNS shop drawings, will these need to be signed and sealed by an FPE?

0. [FA/MNS] The project is a design-bid-build project. Will the Contractor need to validate the audibility requirements of the MNS devices (by providing calculations), or has this already been addressed by the DOR in its design?

Please refer to the added Spec. 28 31 76 enclosed herein to provide the required information for the Fire Alarm System. To be incorporated via amendment.

1. [Reference Seed Project Requirements] Will the Contractor be required to provide a new Estop (emergency shut-down) control for the new mechanical system, including DDC management and interface with the FA/MNS system?

Answer: Yes, the contractor will be required to provide new Shelter-in-Place Emergency Shutdown buttons in the hallway locations indicated by Keyed Note 16 on sheet MH101 of Attachment 12 and Keyed Note 14 on sheet MH103 of Attachment 12. The controls sequence of operations for the buttons can be found on sheet M-701 of Attachment 12. Note that the emergency shutdown buttons are not tied into the FA/MNS system.

1. [Reference Seed Project Requirements] The RFP requires that the Contractor furnish new DDC controls for the new mechanical system. Please confirm that this requirement includes associated programming of the existing remote EMCS to accommodate the new system.

Answer: Yes, the new DDC controls will be tied into the remote EMCS system at Bldg. 691 (HVAC shop building) such that the HVAC shop technicians will be able to view the data points and alarms provided by the Bldg. 852 DDC System remotely at Bldg. 691.

1. [Reference Seed Project Requirements] The RFP does not include requirements for electronic access control or intrusion detection systems. Please confirm that no electronic access control (e.g., card readers) or intrusion detection system (e.g., door contacts) is required for the proposed project.

Answer: No electronic access control or intrusion detection system is needed. Please see Attachment 11, Specification section 08 71 00 paragraph 2.3.5, which specifies the required lock manufacturer and series, and paragraph 2.3.8 which details the keying requirements. Please disregard specification section 08 71 00 paragraph 2.3.6.16 which describes programmable card requirements. This section is not applicable.

1. [Reference Seed Project Requirements] Please confirm that the keying for new door locks will be by the CE Lock Shop. If so, will the Contractor be required to furnish the permanent cores for the new locksets?

Answer: The Contractor will be required to coordinate with the CE Lock Shop to have the CE Lock shop key the new door locks for the building. The Contractor will be required to furnish the permanent cores for the new locksets to the CE Lock Shop in accordance with the requirements of Attachment 11, Specification Section 08 71 00 paragraph 2.3.5 and 2.3.7.

1. [Reference Seed Project Requirements] Please confirm that the Superintendent can also serve as the SSHO for the proposed Seed project.

Answer: The Project superintendent can also serve as the Site Safety and Occupational Health Officer (SSHO) for the seed project.

1. [Reference Seed Project Requirements] Will the new roof-level mechanical equipment (such as exhaust fans) need to be integrated into (connected to) the existing lightning protection system? If so, will the Contractor need to retest and recertify the entire lightning protection system?

Answer: The new roof-level mechanical equipment will need to be integrated into the existing lightning protection system in accordance with Attachment 11 Specification Section 26 05 26.00 40 paragraph 3.1 and Specification Section 26 20 00, paragraph 3.1.10. In the event a new lightning protection system is installed under a separate contract after installation of the roof-level mechanical system equipment under this contract, the LP system will be provided by the contractor on the separate contract.

1. [Reference Seed Project Requirements] Will the Contractor be required to provide any attic stock for finishes (including acoustical ceiling tile, VCT, and carpet tile)? If so, please identify quantities required.

Answer: In accordance with Attachment 12, sheet IN601, GENERAL FINISH NOTE 8, “Contractor is to provide extra materials of ceiling tiles, carpet, floor tile, etc. in the amount of 5%.”Also, please refer to the specifications for each finish to determine attic stock requirements.

1. [Master Contract] Reference RFP page 97 of 103, M.2. Basis for Contract Award which states, “This acquisition will utilize the Tradeoff source selection procedures … for a best value award decision. … This is a competitive, best value, subjective trade-off source selection in which competing offerors' past performance history will be evaluated on a basis significantly more important than cost or price considerations. The Government intends to award six (6) contracts as a result of this solicitation. Tradeoffs may be made between past performance and cost/price, with past performance considered significantly more important than cost/price.” Question: During the pre-proposal conference it was stated that the proposals would first be ranked by price and then the past performance evaluated, which is the method used for LPTA (low price, technically acceptable) acquisitions. Please clarify whether is opportunity will be a best value or an LPTA acquisition.

Answer: This is a best value acquisition not an LPTA. As indicated in Section M.2. “This is a competitive, best value, subjective trade-off source selection in which competing offerors' past performance history will be evaluated on a basis significantly more important than cost or price considerations. The Government intends to award up to six (6) contracts as a result of this solicitation. Tradeoffs may be made between past performance and cost/price, with past performance considered significantly more important than cost/price. “ Additionally, per M.3.3 “If the six (6) lowest priced evaluated offerors are judged to have an overall "Substantial Confidence" performance rating, those offers represent the best value for the Government and up to six (6) awards from that group may be made, in order of price. If the six (6) lowest priced evaluated offerors are not judged to have an overall "Substantial Confidence" performance rating, evaluations will continue (in ascending order by price) until up to six (6) offerors are rated with "Substantial Confidence" or, until all offerors are evaluated if less than six (6) are rated "Substantial Confidence". The Source Selection Authority shall then make an integrated assessment best value award decision on up to six (6) awards.”

1. [Master Contract] Reference Section L - Instructions, Conditions, and Notices to Offerors, pages 84 through 90 of 103. The RFP lists no requirements for submissions of personnel resumes as part of the Offeror’s proposal response. Please verify that no personnel resumes are required as part of the proposal response.

Answer: The RFP does not list any requirements for submissions of personnel resumes as part of the Offeror’s proposal response because no personnel resumes are required.

1. [Master Contract] Reference General Statement of Work (SOW) for Multiple Award Construction Contract (MACC) dated 09 SEP 2021, pages 7 and 8 of 8, paragraph 3.17 Subsequent Task Order Evaluation Criteria which provides a comprehensive list of required information for individual task order proposal submissions. Question: Is the Seed Project proposal exempt from these requirements? If not, please advise where these are to be included in the proposal and if there are any page limitations to this portion of the proposal response.

Answer: Paragraph 3.17, Subsequent Task Orders Evaluation Criteria is specifically indicated for task orders that will be awarded after the initial award. The Seed project is the initial Task Order that will be awarded to the offeror that provides the overall best value based on the seed project proposals. As indicated in the solicitation, Section 10 e. on page 1 of the solicitation, “The Seed Project shall be awarded to the Best Value offeror. Subsequent task orders may be awarded based on Best Value or low bid price.” Additionally, per L.1.1.1., “Award will be made using subjective, best value trade-off source selection procedures. Subject to availability of funds, the Government plans to award up to six (6) contracts to the offerors representing the best value. The offer representing the overall best value to the Government shall be awarded a Task Order for the seed project.”

12. Can I get your holder of the roof warranty so I can contact them for pricing?

Answer: The roof replacement project is still in the design phase so the roofing contractor has not been selected at this time. Please see Attachment 10, Statement of Work, paragraph 3 for more information regarding the coordination required between the roofing construction project and the seed project.

13. Can we use a current project (that doesn’t have CPARS yet) as a PPQ? If so, whom shall we send the PPQ to?

Answer: Yes, you may have PPPQs completed for projects that have not yet had a CPARS report. Per L.2.5.3.3 “Limit contract references to work performed in the last three (3) years…”. PPPQs should be sent to individuals involved in the project on the Project Owners side, i.e. Engineers, CORs, Contracting personnel. Per L.2.5.3.3 “PPPQs will only be accepted from Project Owners or their authorized representatives.”

14. Please confirm that proposals are required to be submitted in both hard copy and electronic copy on CD. If so, please clarify the quantities of copies required. Block 13.a of the SF 1442 states “sealed offers in original and 1 copy”. Section L.2.1, Organization, indicates one original plus 3 copies of both volumes and the cover page, plus 1 CD containing all required submittals.

Answer: Proposals are required to be submitted in both hard copy and CD, instructions per Section L.2.1. shall be utilized. Specifically, “Proposals shall consist of an original plus three (3) hard copies, and one (1) electronic CD containing the three (3) sections /parts as defined in the table below, all of which shall be within the required page limits specified.”

15. We would like to request once again that the deadline for proposals be extended no less then 10 business days. With the Holidays it is going to be extremely difficult not only for subs contractors to be able to properly obtain pricing and put together proposals, but also for the potential GC’s to submit and have returned the appropriate PPQs for submission.

Answer: The proposal due date will be extended by one day to 7 Dec 2021. Due to risks associated with the award process, we do not intend to adjust the proposal due date any further or allow for electronic submission.

16. Has the building been tested for hazardous materials and deemed “none found”? There were no documents provided so the assumption is that tests were performed and nothing found OR that no tests were performed. There is nothing is the SOW or Specs that we found that puts the burden of testing on the Contractor. If testing is expected will it therefore be assumed that if Asbestos/Heavy metals or Lead are found that a change order would be issued immediately for abatement prior to the start of Phase one and the schedule adjusted accordingly?

Answer: The design team had different areas of the building tested and no asbestos was detected. Please see attached Asbestos survey. It was not deemed necessary to test for heavy metals or lead. The contractors are to assume no heavy metals or lead are present to be abated.

17. The drawings call for the replacement of damaged sheet rock and a level 5 finish. It also calls for patching some areas to match existing walls. Are patches expected to have a level 5 finish? A “patch” is nearly always going to be visible, as seen in other areas of the hallways throughout the building.

Answer: Patches are expected to have a level 5 finish.

18. In rooms that have wood or carpet wainscotting it is certain the removal of said coating WILL damage all wallboards and adhesive will not be removable . Is it expected in these rooms that ALL wallboards be replaced and provided a level five finish or can the bottom half of the wallboard that contains the wainscotting be removed and replaced to match the remaining upper boards?

Answer: As long as the end result is a level 5 finish, 22d CES will not dictate means and methods of achieving this finish level.

19. Is brick veneer to be sealed after cleaning?

Answer: No, the brick veneer is not to be sealed after cleaning.

20. Is exterior brick veneer to replaced where previously damaged?

Answer: Yes, brick veneer is to be replaced in areas where exterior penetrations are changing and efflorescence remediation on the north exterior wall only, to include damaged brick veneer on the north wall. Please refer to Attachment 12, Sheet AE201.

21. Please confirm that all existing fire suppression, plumbing and electrical conduit not being reused is to be capped and abandoned in place.

Answer: No, any existing fire suppression, plumbing, and electrical conduit not being reused is to be removed unless otherwise noted. See Attachment 12, sheet P-401, DEMOLITION NOTES, all plumbing piping that is not being reused is to be demo’d to the main or to the mechanical equipment unless otherwise noted. See Attachment 12, sheet FX101, PLAN NOTE 4: Location of existing fire hose valve – demo all those locations, including hose valves, cabinets, and any related piping all the way back to connection to main piping. Plug or cap any opening that is not being used. See Attachment 12, sheets ED101, ED102, ED103, ED111, ED112, and ED113, GENERAL NOTE 3: Demolish all unused conduit, wire, switch boxes, junction boxes, lighting controls and supports. Do not abandon unused items or components in place unless noted otherwise.

22. The building is going to be occupied and in use during construction. In the event the end user is unable or unwilling to accommodate any given phase of the contract, will mods to the contract for time only extensions be done automatically by contracting or will they need to be requested by the contractor?

Answer: Any modifications for time extensions will require the involvement of all parties, and can be requested by the contractor or initiated by either the Contracting office or Civil Engineering. In a situation like this, typically the contractor requests the time extension based on the effects as they determine they are/will be, as there may be multiple issues that play into the duration of the time extension other than just the number of days access was delayed (i.e. cold start up delays, etc.).

23. Regarding Attachment 10 Statement of Work, referencing section 2.1 Bldg 852 HVAC System Repairs, in paragraph two the document states “the fire sprinkler system shall be replaced with a new designed and constructed system.” However, the project drawings do not depict an entire replacement, only moving of heads/head replacement and rework of the riser. Please clarify on this discrepancy.

Answer: This is not a discrepancy. Specification Section 21 13 13 is a performance specification, which requires the re-design of the fire sprinkler system of the building to incorporate the changes as shown on Sheets FX001 and FX101 of the plans.

24. Regarding the two project options, will there be an extension in period of performance granted to complete these options? Or are they to be completed during their area’s respective phases?

Answer: The options will be completed concurrently with the base bid work; there will not be an extension in period of performance.

25. Please confirm it is the responsibility of the government, not the contractor, to remove and place into storage any item not to be thrown away ( i.e.: equipment, materials, furniture, electronics, etc.). Per statements in the phasing plan, anything left behind during demolition is to be thrown out by the contractor.

Answer: It is the responsibility of the government to remove and place into storage any item to be retained, in accordance with Attachment 12, Sheet AD101, DEMOLITION GENERAL NOTE 13. The only exceptions are the following: 1. APU training equipment in old room number 108 as shown in sheet AD101 and Attachment 13 under Phases 0 and 2; 2. The Boeing equipment in new room number 99 as shown on sheets AE101, AE104, and AE301 and described in Attachment 13 under Phase 1; 3. The two generators which will remain in old room number 114 as shown on sheet ED102. See Attach 17 – Revised Drawings Anything else remaining will be thrown out by the contractor.

26. Regarding the contractor provided Conex’s for storage, are these to be temperature controlled to keep contents within a specific temperature range?

Answer: No temperature controls are needed for the Conex boxes.

27. Please confirm contractor is not responsible for providing or installing furniture.

Answer: Contractor is not responsible for providing or installing furniture. However, the electrical subcontractor shall reinstall projection equipment at locations indicated on plans and as directed by end user in accordance with Attachment 12, sheet AE101, CONSTRUCTION GENERAL NOTE 7, and sheet AV101, GENERAL NOTE 5.

28. Regarding Sheet AE201, referencing the requirement for re-tuck pointing joints as needed. We interpret this requirement to apply only to the north elevation of the building (per Key Note #12). However, General Note #1 makes it sound as if the contractor is responsible for tuck-pointing all failing joints on ALL building elevations. Please clarify if the contractor is to re-point only failing joints on the north elevation of the building or for all elevations.

Answer: In accordance with Attachment 12, Sheet AE201, GENERAL NOTE 1 and KEY NOTE 3, all brick control joint sealants only are to be inspected, removed and resealed. The sealant color is to be consistent and submitted for approval. KEY NOTE 3 is referenced at every control joint on all four sides of the building. Re-tuck pointing only applies to the north elevation of the building only per Key Note #12 on Sheet AE201.

29. Section L states to provide a letter of bondability for 10 Million single and $25 Million aggregate. The 1442 states to submit a bid bond. Please advise if the government needs both for this submission.

Answer: Both a bid bond for the Seed project and a letter of bond ability for the base contract are required.

30. Does the government want to include copies of the Attachment 8 PPQs in the proposal that we send out to the client contacts?

Answer: No, copies of the PPPQs should be received from the individuals completing them. Please provide a list of the individuals that PPPQs have been sent to NLT 30 Nov 2021 (7 days prior to the proposal due date).

31. What fire alarm panel is existing in that building? If you have a picture or name and model number would be helpful.

Answer: See attached pictures in B852 Site Visit Photos.

32. Is the A/V equipment being provided already programmed so that no programming is required.

Answer: Yes, the A/V equipment is already programmed and not the responsibility of the contractor.

33. What brand is the AV equipment being reinstalled.

Answer: See attached pictures in B852 Site Visit Photos.

34. The Plans say DDC to make compatible with one of the two existing systems. What are the existing systems?

Answer: The two approved existing systems are either Schneider or Automated Logic.

35. Per L.2.5.3.4. If the offeror intends to fulfill the requirements of this RFP in a teaming arrangement or joint venture, the offeror must provide complete information as to the arrangement, including identifying the responsibilities of each entity, and the contractual relationships and authorities of the firms involved. Per M.3.2.(2)(ii) The evaluation will take into account performance of predecessor companies, major subcontractors, consultant, or teaming contractor or partner whose effort, as demonstrated in the proposal, will significantly influence performance of the proposed construction and/or design-build effort and the ratings of these entities will contribute to the overall rating of the principal offeror. Per GOA rulings, please confirm that the Government will permit the use of sister company experience and past performance via a commitment letter providing it describes the arrangement, including identifying the responsibilities of each entity, and the contractual relationship and authorities of the firms involved.

Answer: Sister company information may be utilized for past performance. Information indicating the relationship shall be provided separately from the Past Performance documentation, and shall not count as part of the Past Performance volume page count. A commitment letter, describing the arrangement, including identifying the responsibilities of each entity, the commitment of resources, and the contractual relationship and authorities of the firms involved shall be provided.

36. Will all of the equipment shown by the shaded lines in Room 99 on Sheet AE101 be installed prior to Phase 1 construction commencing? The section view of this room on Sheet AE301 only shows some of the equipment.

Answer: Yes, although we do not have firm dates we have been told that all equipment shown by shaded/dashed lines in new room number 99 on sheet AE101 will be installed prior to the start of Phase 1.

37. What are the approximate dimensions of the equipment shown by the shaded lines in Room 99 on Sheet AE101? Are there any pictures of the proposed equipment available?

Answer: Please see attached document to find the known dimensions of the Boeing training equipment. This document is titled “Boeing Trainer PDF”. Also, please refer to Attachment 12, Sheet AE301, Detail C, which shows the height of the ART trainer equipment.

38. Per the Phasing Plan, Phase 1: A temporary door and partition will need to be installed in Hallway B as shown on sheet AD101. This is a required secondary emergency egress for the occupants of rooms 104 and 105/106. Are there any specific requirements of how the temporary doors and partitions are to be constructed (i.e wall construction, door material, door frame material, panic bar) ?

Answer: No, there are no specific requirements of how the temporary doors and partitions are to be constructed other than that they must be present and properly labeled as an emergency exit. There must be a clear path and temporary emergency lighting must be maintained at all times to either the west or south entrance. The accessible emergency exit (through either the west or south entrance) must be clearly visible at all times. The timing of replacing the south and west entrances must be planned and is recommended to be accomplished during Phase 1 in order to ensure that the users have an exit path at all times. Ultimately, before the contract can progress to Phase 2 and users can occupy the old room numbers 104 and 105/106, the McConnell AFB fire department will need to approve of the secondary emergency egress and any required changes must be performed by the contractor. This must happen within the first 4 months of construction (Phase 1).

39. Are existing mechanical schedules available? If so, will the Government please provide them?

Answer: Yes, please see attachment labeled “Existing Mechanical Schedules”.

40. Per the Phasing Plan, Phase 0: The contractor will be required to provide temporary generator power to maintain essential building operations (listed below) and the phased construction areas occupied by the end user if normal power to the facility cannot be maintained. Are there any specifications regarding the temporary generator used to provide temporary power (i.e. sound attenuation)?

Answer: No, there are no specific requirements for the temporary generator except that they shall be sized to accommodate the loads required to be maintained within the facility.

41. Phasing Plan: The Phasing Plan shows each of the three phases are to have a four-month duration. However, the Phasing Plan also states that phases can start prior to completion of previous phases. Does starting a phase early result in a decreased period of performance for the full project?

Answer: No. The contract project duration will remain the same. However, the contractor will be permitted to complete phases as listed in the Phasing Plan early, if possible.

42. Spec Section 01 11 00, 1.2.1.1 states Building 852 Project's demolition and construction will be done WITHOUT phasing to simplify the complexity of issues. This conflicts with the Phasing Plan and Drawings. Which is correct?

Answer: The phasing plan is correct. Please disregard spec section 01 11 00, 1.2.1.1.

43. Spec Section 01 11 00, 1.4 states Building will be unoccupied during performance of work under this Contract. This conflicts with the Phasing Plan and Drawings. Which is correct?

Answer: The phasing plan and drawings are correct. Please disregard spec section 01 11 00, 1.4.

44. Spec Section 02 41 00, 3.1.14 states Salvage each item of equipment and fixtures as a whole unit; listed, indexed, tagged, and stored. Salvage each unit with its normal operating auxiliary equipment. Transport salvaged equipment and fixtures, including motors and machines, to a designated storage area as directed by the Contracting Officer. This equipment is not listed in section 01 11 00 Summary of Work. Please confirm this is correct and what equipment needs to be included.

Answer: Spec section 02 41 00, 3.1.14 is correct. The items to be salvaged are referenced on sheet MD102, KEYED NOTES 10, 14, 23, 27. This list may not be all inclusive.

45. Spec Section 02 41 00 3.1.14 and 01 11 00 Summary of Work state Salvage each item of equipment and fixtures as a whole unit; listed, indexed, tagged, and stored. Salvage each unit with its normal operating auxiliary equipment. Transport salvaged equipment and fixtures, including motors and machines, to a designated storage area as directed by the Contracting Officer. Who will be responsible for offloading and placing salvaged equipment?

Answer: The contractor shall be responsible for moving, offloading, and placing salvaged equipment per Spec. 01 11 00, para. 1.8.

46. Considering that Thanksgiving falls within this RFP’s 30-day response window and that so many federal agencies and federal contractors take at least half of Thanksgiving week off, would 22 CONS please consider extending the proposal due date by one week?

Answer: The proposal due date will be extended by one day to 7 Dec 2021. Due to risks associated with the award process, we do not intend to adjust the proposal due date any further or allow for electronic submission.

47. Regarding the date/time that offerors finalize their bids and proposal delivery logistics, would 22 CONS please consider allowing all offerors to submit their proposals electronically before the proposal deadline with the paper original and paper copies due within 2-3 business days after the electronic proposal deadline? Because prime offerors receive subcontractor quotes very close to the proposal deadline, electronic deadlines are more equitable than hard copy deadlines, which provide an advantage to companies who can hand-deliver their proposals.

Answer: The method of submission was selected based on risks with the award process. We do not intend to adjust the submission method.

48. Who will be responsible for relocating the furniture and equipment?

Answer: This is the responsibility of the users. See Attachment 12, sheet AD101, DEMOLITION GENERAL NOTE 13.

49. Can we have the name of the roofer awarded the contract for the reroofing project so that we can enlist them for pricing for our roof penetrations?

Answer: The roofer hasn’t been selected. The roof design project is still in the design phase (90% design currently).

50. Knowing that the moisture shown on the interior of the block walls in rooms 105 and 106 is coming from the outside, what measure should be taken to prevent a recurrence?

Answer: The measures that should be taken to prevent the moisture coming in from the exterior of the block walls in old room number 105/106 are listed on sheet AE201 of Attachment 12 as GENERAL NOTES 1 and 5, as well as KEY NOTES 3, 9, 12, 14. The brick veneer and mortar joints are to be inspected and joints are to be re-pointed to a depth equal to twice its width. Any cracked veneer is to be replaced, the brick veneer on the north exterior wall is to be cleaned with a non-acidic solution and tuck-pointed, the flashing is to be inspected and lap joints are to be resealed. Weep holes are to be cleaned out and open. And there is also a separate roof replacement project that will address any issues with the roof itself.

51. Please confirm that FF&E (desks, chairs, tv’s, etc.) are not part of this contract.

Answer: FF&E are not part of this contract.

52. Please provide blocking detail for areas behind TVs.

Answer: This is considered means and methods for the contractor based on the sizes of the TV’s. See attached pictures in B852 Site Visit Photos.

53. Please confirm VCT in main corridors are to be protected and are not part of this scope.

Answer: The VCT in the main hallways is to be protected and is not part of this scope. The only sections of VCT in the main hallways that are to be replaced are indicated on Attachment 12, sheet AE102, CONSTRUCTION PLAN NOTE 5 and sheet AE103, CONSTRUCTION PLAN NOTE 5.

54. Please provide name of warranty holder on new roof.

Answer: The roof project is still in the design phase (90%) and so a roofing contractor has not been selected at this time.
