About this opportunity
The 30th Contracting Squadron (30 CONS/PKD) at Vandenberg Space Force Base, California is conducting a draft Request for Proposal (dRFP) feedback and industry outreach for the Facility Readiness and Maintenance Execution (FRAME) contract, with an RFP due date of January 31, 2027. This acquisition is restricted to small businesses under a total small business set-aside; FRAME is the follow-on to the current Launch Operations Support Contract (LOSC) performed by Call Henry, Inc.
FRAME is a non-personal services Indefinite Delivery/Indefinite Quantity contract providing maintenance, repair, modification, and modernization for over 130 facilities, property, and equipment supporting space, defense, and test missions at Vandenberg Space Force Base and geographically-separated locations including Pillar Point Air Force Station, Oak Mountain, and Santa Ynez Peak. Work encompasses facility infrastructure (water and gas mains, roads, generators, power distribution, HVAC, waste systems, roofing), preventive and corrective maintenance, sustainment projects, standby support for urgent repairs during select launch operations, and inspection, testing, and certification of Space Launch Delta 30 cranes and elevators. Performance period spans January 1, 2028 through December 2037 under multiple contract line item numbers using Firm Fixed Price, Cost Plus Incentive Fee (maximum 8% fee), Cost Plus Fixed Fee (maximum 5% fee), and Cost/No Fee pricing structures.
NAICS code 561210 applies (Facilities Support Services, small business size standard $47 million). Contractor must establish a Computerized Maintenance Management System with Government remote access, maintain AS9100D-compliant Quality Management System, provide onsite Program Manager with full authority, and support core business hours (0730–1630 Monday–Friday) with surge capability for launch operations and emergencies. Personnel require SECRET clearance eligibility for facility access.
An Industry Day is scheduled for September 22–23, 2026, at Vandenberg Space Force Base. Day 1 includes an overview briefing (0900–1030), facility site visits, and walkdowns of Buildings 7025, 7000, and 8510. Day 2 consists of one-on-one 20-minute vendor discussions (0900–1600). Non-Common Access Card holders must obtain base passes from the Visitor Center and present REAL ID-compliant credentials, a valid U.S. Passport, or a state Driver's License combined with Birth Certificate and Social Security Card. Government furnishes transportation for Day 1 site visits; participants are responsible for transportation to and from Building 8500 (1515 Iceland Avenue). The Government will not reimburse attendee costs.
Proposals must include a Phase-in Plan, Reliability Centered Maintenance strategy, corrosion control plan, pressure vessel procedures, detailed organizational charts, and cost/price substantiation with Excel formulas. Technical evaluation comprises Program Management (subfactor), Maintenance and Repair (subfactor), and Pressure Vessels (Acceptable/Unacceptable only). Past Performance evaluation emphasizes recency within three years and facility maintenance experience at $5 million–$10 million annually across 50–100+ facilities. Source selection will follow a best value tradeoff under FAR Part 15; Technical is most important, Past Performance moderately important, and Cost/Price least important.
