About this file
This is a pricing template workbook for a Facilities Support Services contract. The file "Attch 8 L-1 BOE Workbook-draftv2.xlsx" serves as the Basis of Estimate (BOE) pricing submission template for the Facility Readiness and Maintenance Execution (FRAME) contract (Solicitation FA461027R0001) at Vandenberg Space Force Base. FRAME is a 100% Small Business Set-Aside contract under NAICS code 561210 with a $47 million small business size standard. The contract provides maintenance, repair, modification, and modernization services for over 130 facilities and property/equipment supporting space mission, defense, and test activities at VSFB and geographically-separated locations, including facility infrastructure systems (water and gas mains, roads, generators, power distribution, HVAC, waste systems, roofing), sustainment projects, standby support for urgent repairs during launch operations, and inspection, testing, and certification of Space Launch Delta 30 cranes and elevators.
Respondents are required to utilize this BOE workbook to submit detailed pricing and cost estimates supporting their proposals. The workbook is structured to capture labor categories, labor rates, overhead rates, materials, equipment, and other direct costs associated with performing the required maintenance and facility support services. Contractors must complete all required sections of the BOE workbook in accordance with the dRFP instructions to provide the Government with transparent, detailed cost breakdowns demonstrating how their proposed pricing aligns with the scope of work. The 30th Contracting Squadron (30 CONS/PKD) released this draft version for industry review and feedback prior to final RFP issuance.

Instructions The Offeror shall use the Staffing Template (Attachment L-1) to develop its proposed staffing matrix. The following instructions apply to the staffing matrix.
1. General Instructions:
a. The Offeror may add supplemental worksheet tabs, rows, or columns as necessary to support its proposed staffing approach; however, the Offeror shall not delete, rename, reorder, relocate, or otherwise modify any Government-provided worksheet tab, row, column, header, required data field, formula, or formatting. All information required by Attachment L-1 shall be entered in the corresponding Government-provided columns. Any supplemental information shall be added in a manner that preserves the original workbook layout and allows the Government to compare, consolidate, and analyze data consistently across proposals.
b. The Government may elect not to evaluate a staffing matrix that omits required information or alters the Government-provided workbook structure.
c. Do not identify proposed personnel by name. Describe the education, experience, certifications, and other qualifications required for each proposed position.
d. For positions proposed at less than one FTE, the Offeror may allocate the partial FTE across multiple rows when the positions require substantially similar competencies. The aggregate FTE proposed for each job title and organizational unit shall remain consistent with the organizational chart and Attachment L-3, Cost/Price Workbook.
e. The Offeror shall provide a narrative immediately following each CLIN staffing table. The narrative shall explain the methodology used to determine the quantity, type, organizational alignment, and location of proposed personnel. The narrative shall identify any unique or complicating factors, key assumptions, staffing phase-in or phase-out considerations, and proposed cross-utilization of personnel. The narrative shall also explain any information necessary to demonstrate consistency among the proposed staffing approach, Attachment L-1, Basis of Estimate Workbook, and Attachment L-3, Cost/Price Workbook.
f. Detailed staffing is required for CLINs X001 - X008, X013 and CLIN 0098 (Phase-In). Detailed staffing is not required for CLINs X009 - X012. The Offeror shall complete a separate staffing table for CLIN 0098 using the same column structure provided for CLINs X001 - X008 and X013. Any Phase-In or Phase-Out staffing considerations shall also be explained in the narrative that follows each applicable table.
