About this opportunity
The Air Force Research Laboratory (AFRL) Aerospace Systems Directorate, operating under the Department of the Air Force Materiel Command Test Center, is soliciting research and development services through an Advanced Research Announcement (ARA) focused on rocket science and technology innovation. The procurement seeks white papers and subsequent proposals across four primary research domains: Ground and Flight Experiments, Missile System Technologies, Space System Technologies, and Novel Approaches to Mission and Digital Engineering, which encompasses artificial intelligence, machine learning, model-based systems engineering, and digital twin technologies. Offerors must demonstrate technical consistency and capability alignment with government interests, with white papers limited to five pages and subject to ongoing review for funding availability. The evaluation process operates as a two-step open procedure, with selected offerors receiving letter RFPs to submit full technical and cost proposals. White papers may be submitted anytime throughout the 10-year open period, with the solicitation (FA9300-25-S-6001) remaining active through September 29, 2030. Technical inquiries should be directed to Mr. James Singleton at james.singleton.7@us.af.mil or 661-275-5907, and contracting inquiries to Ms. Alessandra Barzaghi-Martin at alessandra.barzaghi-martin@us.af.mil or 661-277-0987.
No set-aside designations apply to this procurement, and no current incumbents or contractors are identified in the solicitation notice. Individual contract awards are not anticipated to exceed $500 million, with the government expecting to issue multiple contracts of varying duration and value depending on technology readiness level requirements and end-use applications. Awards may be structured as contracts, purchase orders, grants, cooperative agreements, or other transactions. Eligible offerors must register with the Defense Logistics Agency, maintain current SAM registration, and meet the NAICS 541715 classification with a 1,000-employee small business size standard. The place of performance is established as Edwards Air Force Base, California 93524, and all foreign persons and foreign-owned firms are precluded from participation.
