About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting proposals for the Facilities Other Maintenance (FOM) program supporting the 309th Aircraft Maintenance Group at Hill Air Force Base, Utah, and Joint Base San Antonio/Randolph AFB, Texas. The contractor will manage, receive, issue, inventory, and verify aircraft parts and materials for six aircraft types: C-130, F-16, F-22, A-10, T-38, and F-35, maintaining positive control of FOM assets throughout various maintenance stages including storage, disassembly, and reassembly operations. Personnel must possess appropriate security clearances, particularly secret clearances for F-22 and F-35 programs, and the contractor must provide qualified staff to manage operations across multiple shifts including day, swing, and grave shifts. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology, assessing technical proposals on three subfactors: Program Management & Reporting, Performance Requirements, and Quality System Plan, while price proposals will be evaluated for reasonableness, balance, and Total Evaluated Price. Proposals are due July 25, 2025, at 4:00 PM Eastern Daylight Time, and must be submitted through the Procurement Integrated Enterprise Environment (PIEE).
This opportunity is designated as a Total Small Business set-aside under NAICS code 493190 (Other Warehousing and Storage) with a size standard of $35.5 million. The current incumbent contract FA8224-20-D-0003 has been extended for one additional year, with the new contract period of performance scheduled from June 18, 2026, to June 17, 2031, consisting of a base year and four option years plus a potential six-month extension. The contract structure includes multiple Contract Line Item Numbers (CLINs) covering different aircraft maintenance squadrons, shifts, and locations, with historical workload data indicating varying asset volumes and staffing levels ranging from 2-9 personnel per shift depending on the specific aircraft squadron. Operations will be conducted at Hill Air Force Base's five buildings supporting C-130, F-16, F-22, A-10, and F-35 aircraft, as well as six buildings at Randolph Air Force Base supporting the 575th Aircraft Maintenance Squadron's T-38 workload.
