About this file

This document is a Questions and Answers (Q&A) file for a Facilities Other Maintenance (FOM) contract (FA8224-25-D-0011) with the Department of the Air Force Materiel Command. The contract covers managing aircraft parts and material for multiple aircraft systems (C-130, F-16, F-22, A-10, T-38, and F-35) at Hill Air Force Base, UT and Randolph AFB, TX. Key details include contractor responsibilities for receiving, issuing, inventorying, and controlling FOM assets across five buildings at Hill AFB and six buildings at Randolph AFB.

The Q&A document addresses critical contractor inquiries about staffing, location details, tracking systems, and proposal requirements. Notably, the government allows offerors flexibility in proposing staffing models, with the primary labor category historically being Material Coordinators (labor code 21030). The contract transition period is 30 days following award, and offerors are expected to submit a comprehensive proposal including a pricing template with the ability to add custom labor categories. The government will evaluate the annual price of each Contract Line Item Number (CLIN) and verify base labor rates against Department of Labor Standard Wage Determination.

FOM FA8224-25-D-0011 Week 4 Questions

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Please see week 1 questions and answers.

2. The historical staffing provided by the incumbent identifies 54 positions. Are those 54 positions Full Time Equivalents (FTEs) or does this represent the total number of personnel including a part-time workforce?

The information in Appendix D represents full-time manpower equivalents.

3. A. The Government does not identify the locations of the disassembly and assembly hangars for each of the aircraft systems. Please provide a map showing locations of each hangar so that we can determine distances from the hangars to the storage areas.

B. Where are the F-22 and F-35 restricted areas for storage of classified material?

A map is not available. All F-22 and F-35 assets are disassembled, assembled, and stored within the same building. At Hill if the asset is not stored in the same building, you would contact transportation to move the asset, you can either walk to the large asset storage building which is about 1/2 mile or reach out to Transportation for a vehicle when you would need to do inventory. For Randolph they have a vehicle available to them, all buildings are within a mile.

4. This paragraph states that the contractor shall ensure all FOM assets provided for storage are accurately identified, labeled (tagged), processed for storage, entered in the current production management system, tracked, routinely inventoried, and reissued as authorized.

What is the current production management system referenced above?

How does this production management system complement the requirement to track all FOM items using the appropriate AMXG Forms 261 and 262?

Appendix E provides blank copies of the Forms 261 and 262. They are filled out to track FOM assets in addition to using excel for tracking. We anticipate fully moving to Impreza during the course of the contract.

5. Solicitation states, “Print shall be no smaller than a font size of 12 and should be on 8 1/2 x 11-inch paper.” Is it acceptable to use 10-point font for tables and graphics?

See week 2 questions.

6. Please see all related questions below:

A. Please confirm that PMO and ODC costs are going to be allocated at the Task Order level and are not to be included in the Base Labor Rate.

B. The USG response to this question proposes that the Offeror can implement positions as they see fit. However, the FOM_TEP_2_June_2025 document is a protected document. We kindly ask the USG to unprotect this document so additional positions may be added to better reflect the Offeror’s staffing mix.

C. Section 52 states that the occupation code for these employees will be 21030 Material Coordinators; however, the Q & A Week 3 questions 7 states that it grants the offerors autonomy to make independent judgements. Please confirm that offerors are not restricted to only proposing employees with the 21030 labor category.

D. The answer to Q 7 stated: “Recognizing that each offeror may have unique approaches and capabilities, offerors are specifically instructed to propose the staffing model and positions they deem necessary to ensure the successful and comprehensive performance of all aspects of the contract. This includes the types of positions, the required skill sets, and the level of effort allocated to each position.” Based on the offerors “ability to propose a staffing model they deem necessary” how do we add pricing for labor categories other than Material Coordinator on the TEP?

The TEP worksheet has been reworked allowing positions to be added. You will need to provide the position title and the labor code so the wages can be verified against the Department of Labor Standard Wage Determination. Labor code 21030 has historically been used and offerors are free to propose any labor mix they choose that will fulfill the needs of the Government. In addition, the TEP worksheet has been overhauled to enable offerors to propose their own labor mix and removal of the indirect costs breakdown. When evaluation the TEP worksheet the Government will verify that the base labor rate and Health and Wellness rates meet the minimum amount found on the Standard Wage Determination provided by the Department of Labor. The annual price of each CLIN will be evaluated, rather than the separate cost elements.

7. A. How are Offerors to price transition costs?

B. In PWS 5.3.1 the Transition Plan requires “The contractor shall not exceed thirty (30) days following the contract order award to provide a fully trained staff.” To assist with our planning, how much time will there be between notification of award and contract order award?

The transition plan is part of the offeror’s proposal package. The offeror will have a fully 30 days following contract award to provide a fully trained staff.

8. As per Table 2.1, the Price Proposal has a 25-page limit, but the instructions also mention the requirement to submit the TEP Excel file along with Supporting Documentation. Could you please confirm what content is expected to be included within the 25-page limit?

Refer to document 52.212-1 and -2 section 5.1 in 52.212-1.

9. Supervisory Leads/Focal Points: historically, how many leads and/or focal points have been assigned on this contract?

Historical staffing is found in appendix D of the PWS.

10. Buildings:

a. PWS section 3.1.3.2 (page 5) mentions “different storage/building locations”. How many total storage/building locations does this contract serve?

b. Does each type of aircraft have its own segregated building/hangar?

The different types of aircrafts have their own bays within 5 buildings at Hill Air Force Base, and 6 buildings at Randolph Air Force Base.
