About this file

This document is a Questions and Answers file for Solicitation No. FA8224-25-R-0011, concerning the 309th Aircraft Maintenance Group Facilitate Other Maintenance (FOM) Program. The solicitation covers management and maintenance of FOM parts and materials for multiple aircraft types (C-130, F-16, F-22, A-10, T-38, and F-35) at Hill Air Force Base, Utah, and Joint Base San Antonio/Randolph AFB, Texas. Key clarifications in the Q&A include contract details such as workspace availability (office space at docks per airframe), training requirements (roster due 30 days post-award), and confirmation of acceptable training like OSHA 30-hour certification.

The document addresses several technical and administrative questions from potential offerors, including issues with the pricing template, wage determination updates, and proposal submission requirements. Notable points include confirmation that the DD254 form is not required with the proposal, clarification on Contracting Officer's Representative (COR) assignments (one at Hill AFB, one at Randolph AFB), and guidance on proposal preparation. The government encourages offerors to propose innovative staffing models and has provided a revised Technical Exhibit Pricing (TEP) worksheet to facilitate proposal development. Amendments 0002 and 0003 are available in SAM.gov for signature.

FOM Follow-on Week 5 questions

1. We have reviewed today’s release of documents for Solicitation No. FA8224-25-R-0011 - 309th Aircraft Maintenance Group Facilitate Other Maintenance Program. Upon inspection, we encountered an issue with the Excel spreadsheet – it appears to be inaccessible. We are unable to move or copy sheets or input any data. Could you kindly provide us with an updated copy that is fully modifiable?

Please see “Revised TEP 17June2025” Summary and Instructions. Additional information you believe needs to be provided can be included in the pricing volume.

2. In addition, we note the DD254 included in the solicitation package. Could you please confirm whether it is required to be submitted with the proposal?

The DD254 does not need to be included in the solicitation package and is not required to be submitted with the proposal.

3. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

See week 4 questions and answers as well as week 1 questions and answers.

4. Is there a Contracting Officer's Representative (COR) for each aircraft type/facility or is one COR responsible for the overall scope of the contract?

There is a COR for located at Hill Air Force Base and a COR assigned to Randolph Air Force Base.

5. "Are we also required to include a Pricing Narrative Description in the Price Volume in addition to the TEP Excel file? If not, what other content is expected within the 25-page limit besides the TEP Excel file?"

See week 4 questions and answered number 8. Also see document “Section 52.212-1 and -2” for information on what is to be submitted in your proposal.

6. PWS 10.1 states “A roster of completed training shall be provided to the COR no later than sixty (30) days after contract award.” Please clarify if the roster is due in 60 or 30 days?

The roster of completed training shall be provided to the COR no later than 30 days after contract award.

7. Will there be a cutoff for questions?

Document “Section 52.212-1 and -2” addresses the cutoff for questions.

8. Could you please provide us with an unlocked version of the TEP? We’re encountering the following issue: The spreadsheet does not populate the Fringe percentage across all rows for the HAFB labor.

See attached Revised TEP worksheet 17June2025.

9. Available Workspace: PWS 6.2.1 mentions “workspace” but does not elaborate on amount/capacity. What workspace/office support is available for leads/focal points and/or any of the other workers on the contract?

Most of the contractor employees work at the VLM locations. There is office space available at the docks per airframe.

10. The answer to Question #7 in FOM_Questions_and_Answers_wek_3.docx states the following: “The offeror is granted the autonomy to exercise independent judgement in determining the most effective and efficient methods for fulfilling the contract requirements as outlined in the Performance Work Statement (PWS). Recognizing that each offeror may have unique approaches and capabilities, offerors are specifically instructed to propose the staffing model and positions they deem necessary to ensure the successful and comprehensive performance of all aspects of the contract. This includes they types of positions, the required skill sets, and the level of effort allocated to each position. The Government is seeking innovative and well reasoned proposals that demonstrate a clear understanding of the PWS requirements and a commitment to achieving the desired outcomes.” However, the pricing template provided is currently password protected and does not allow the user to make edits. Offerors are unable to propose pricing reflective of a labor mix other that’s different than the one suggested by the Government (Material Coordinators for all 6 shifts). Please advise.

Please see “Revised TEP 17June2025.”

11. The historical staffing data from the incumbent included in Appendix D shows a total of 54 positions across the 12 different shifts. Can the government confirm if all 54 positions are currently filled? If not, which positions may be vacant?

Appendix D provides historical data on what has been used on the contract.

12. The Wage Determination provided for Randolph is WD #2015-5253 Revision 25, 12/23/2024. However, there is a new revision available for this WD Please Will the Government be issuing an updated WD?

Yes, the newest wage determinations will be incorporated, they are attached.

13. Can the Government confirm if the incumbents are currently receiving hazardous pay differential identified in the WD, and if so which rate they are receiving?

Hazardous pay is not currently in place.

14. Table 10.1 Training shows that Hazard Communication Training (HAZCOM) and Lockout/Tagout Program are to be provided by CTR. Can the government please confirm if the OSHA 30 hour training is acceptable to fulfill these requirements?

Yes, this training fulfills the requirement.

15. Reference: Reworked TEP 06112025 -- can Exempt Manager positions be added to the TEP, i.e. 1 each for HAFB and Randolph/JBSA?

Each CLIN has 3 lines that can be used for the positions that apply to the CLIN. A lead or supervisor can be listed on a line for each CLIN if they are not already part of the fully burdened rates (overhead, G&A). The TEP worksheet titled “Revised TEP worksheet 17June2025” has been included in the attachments. Additional information could also be provided in the pricing volume.

NOTE: Amendments 0002 and 0003 are attached in SAM.gov for signature.
