About this file
The document is a clarification worksheet for a Technical Evaluation and Pricing (TEP) worksheet related to the Facilities Other Maintenance (FOM) contract for the Department of the Air Force Materiel Command. The clarification addresses how offerors should handle supervisor and lead positions in the pricing worksheet, specifically noting that these positions can now be split out as direct costs rather than being included in indirect overhead costs. This change allows more flexibility in proposal pricing, with supervisors and leads now considered direct contract costs focused on daily operational employees.
The clarification accompanies a solicitation (FA822425R0011) for managing the 309th Aircraft Maintenance Group's FOM program at Hill AFB, UT and Joint Base San Antonio/Randolph AFB, TX. The contract requires managing parts and material inventory for multiple aircraft types including C-130, F-16, F-22, A-10, T-38, and F-35. As a result of these TEP worksheet revisions, the proposal due date has been extended to allow offerors time to rework their submissions, with an updated TEP worksheet provided to facilitate this process.

Clarifications resulting from update to TEP worksheet. Amendment 0008
1. Concerning the revised TEP worksheet: The new positions added to the revised worksheet do not contain any formulas. Please clarify how the lines should be filled out?
Formulas were left out to allow the offeror to propose an exempt supervisor or to keep the hourly rate of a lead. In review of the PWS and TEP worksheet is was discovered that offerors should have the opportunity to split out lead/supervisor positions from the overhead costs since these positions will be directly attributed to the contract. The extra supervisor/lead line is not required to be filled in.
2. Reference: Reworked TEP 07012025 and Amendment #007 – block 14 of Amendment #007 states the TEP worksheet was updated “to allow for a supervisor and/or lead at each location”. Also, note #11 on the revised TEP states, “an optional supervisor or lead position may be added; these fields do not need to be filled in”. Do we assume the supervisor positions should be included in indirect costs and not accounted for in the TEP pricing?
Reviewing the TEP worksheet it was discovered that a supervisor or lead would be a direct cost to the contract rather than an indirect cost. The indirect costs should focus more on the management of the company rather than the direct positions on the contract and the employees that would be working everyday. An error was made so an updated TEP worksheet has been provided and the due date for proposals has been extended to allow offerors to rework their TEP worksheets.
