About this file

This document is a Questions and Answers (Q&A) file for the Facilities Other Maintenance (FOM) contract (Solicitation Number: FA822425R0011) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center. The Q&A addresses various technical and administrative clarifications regarding proposal submission, including signature requirements, shift coverage, labor categories, and contract implementation details. Key clarifications include confirmation that the contract will be an options contract with a base year and 4 option periods, no task orders will be issued, and the contractor has autonomy in proposing staffing models to meet contract requirements.

The contract involves managing aircraft maintenance parts and material for multiple aircraft types (C-130, F-16, F-22, A-10, T-38, and F-35) located at Hill Air Force Base, Utah, and a geographically separated unit at Joint Base San Antonio/Randolph AFB, Texas. The government will provide onboarding training, assets are stored in vertical lift modules or crates, and contractors do not need to provide their own equipment. The solicitation emphasizes a 30-day ramp-up period for hiring and onboarding staff, with specific requirements for employee training, qualifications, and security clearances.

1. Per the Instructions to Offerors, Volume I must include a completed and signed RFP along with acknowledgment of any amendments. Upon thorough review of the full solicitation package, including the Combined Synopsis/Solicitation dated 15 May 2025, the L&M instructions, and the CLIN Structure Amendment, no Standard Form 1449 (SF 1449) or equivalent signature page has been provided.

Additionally, the amendment document (FOM_CLIN_Structure_Ammendment_1_05_22_2025.pdf) does not contain a signature block (e.g., SF 30) for acknowledgment.

To ensure full compliance with the solicitation requirements, we respectfully request clarification on where and how the Government expects offerors to provide a binding signature for the proposal and acknowledgment of the amendment(s).

The amendment document SF 30 has a signature block. Please see below.

Document combined synopsis/ solicitation has been updated allowing for a signature on the bottom of the last page after a statement confirming you have received the solicitation package. The amended CLIN structure document has FAR 52.212-3 included in the amended CLIN structure document must be filled out.

1. The TEP Matrix attach does not populate the Fringe properly.

The TEP worksheet has been updated and formulas checked on all sheets. The updated TEP worksheet is attached.

1. Can the Government confirm that swing shift coverage is not required for the F-22 and F-35 lines, and grave shift coverage is not required for the A-10, C-130, and F-16 lines, based on the shift schedules defined in PWS Section 12.1?

PWS Sections 12.1.1 through 12.1.6 outlines the shifts required. In addition, the TEP worksheet provides this information. The government has listed the shifts that need to be covered.

1. Does the DD254 apply at the overall contract (project) level, or will it be issued and enforced at the individual CLIN level?

The requirements outlined in DD Form 254 are applicable to the entirety of the contract.

1. PWS Appendix D, Historical Workload (page 34): the last column of table 1 & table 2 notes three operational shifts per day for the F-22. However, PWS Section 12, Hours of Operation (page 21) only lists two daily shifts for F-22. Can you clarify the discrepancy?

The historical data in appendix D is for reference only. On the current contract we were running 3 shifts for F-22. We have since decided to only work the 2 shifts listed.

1. The TEP and PWS Appendix D both show only a Day and Grave Shift for the F-22 program. Please clarify if this program also has a Swing Shift as seen in the Overtime Clin Structure (0011) and which had previously been shown in the PWS released on 4 Sep 2024.

Please see response to number 3.

1. The only labor categories on the TEP are Material Coordinator 21030. Would the government consider adding a Quality Management labor category to oversee the contractor’s implementation and management of its required Quality System Plan work to include: a process to identify, track, report on, and analyze quality issues, and trends; and a strategy to identify and resolve deficiencies, identify potential improvements, maintain inspection documentation, and make quality control inspections and corrective actions?

The offeror is granted the autonomy to exercise independent judgment in determining the most effective and efficient methods for fulfilling the contract requirements as outlined in the Performance Work Statement (PWS). Recognizing that each offeror may have unique approaches and capabilities, offerors are specifically instructed to propose the staffing model and positions they deem necessary to ensure the successful and comprehensive performance of all aspects of the contract. This includes the types of positions, the required skill sets, and the level of effort allocated to each position. The Government is seeking innovative and well-reasoned proposals that demonstrate a clear understanding of the PWS requirements and a commitment to achieving the desired outcomes.

1. The only labor categories on the TEP are Material Coordinator 21030. Would the government consider adding management categories to oversee the contractor’s implementation and management of its required responsibilities identified in:

PWS 2.3. “Site Supervision: The contractor shall manage their employees and provide supervision on the contract. The contractor shall identify working leads or site focal points to be responsible for workload assignments to ensure the non-personal services element of this contract. Contract Data Requirements List (CDRL A001)”.

Instructions to Offerors Commercial Item, 2.1. Program Management & Reporting

Please see response to number 7.

1. This section states, “3.1 General: Volume I, Completed RFP shall consist of the completed and signed RFP, to include any amendments issued, with a cover letter delineating any exceptions taken to the RFP terms and conditions with accompanying rationale. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined not eligible for award. Offerors shall ensure that all clauses and provisions that require "fill-in" information are appropriately completed.”

Please clarify which attachment in the solicitation package is the RFP and has a place for a signature other than the SF 30s accompanying Amendments 1 and 2.

See response to number 1.

1. PWS 5.3.1 The Ramp-up Plan …. The contractor shall ensure all employees possess the required training, qualifications, proficiency, and security clearances and satisfy all access requirements upon the start of contract PoP following the ramp-up period.

With a 30-day ramp up period to hire and onboard staff before we arrive on site, will the government provided training be available to us during ramp up to facilitate our ability to complete it prior to the end of ramp up?

Onboarding training is provided by the Government. Table 10.1 in the PWS outlines which training are provided by the government and which are provided by the contractor.

1. In PWS 5.3.1 the Transition Plan requires “The contractor shall not exceed thirty (30) days following the contract order award to provide a fully trained staff.”

To assist with our planning, how much time will there be between contract award and subsequent task order awards? This information will assist in our planning for government furnished training and familiarization with the incumbent contractor’s work during their phase-out period.

The FOM contract will be issued as an options contract with a base year and 4 option periods. Task orders will not be issued.

1. I am working with a client who is planning to submit a proposal for this solicitation. They were unable to attend the site visit held during the September 2024 Industry Day. As a current contractor at Hill their personnel are badged for base access. Would it be possible for them to do a walk-by of Building 225 strictly for familiarization purposes with the physical layout to support a well-informed and responsive proposal? They would do so with the explicit promise not to engage with any Government personnel or current contract staff regarding this procurement.

To ensure fairness and equal access to information for all participants, we will not be offering additional walk throughs. Notice of the Industry Day, held in September, was posted online for a full 30 days to provide ample opportunity for all offerors to attend and gather necessary information. Providing individual walk throughs beyond this would create an unfair advantage for certain offerors, which we cannot allow.

NOTES:

· To follow up on last week’s questions, there is not a list of assets as each airframe has different assets and parts. The exception to that are the T-38’s found in Randolph Air Force Base. They have a standard of operating manual/book (pictures) for each assets/part coming off the aircraft. They are the only squadron allowed to use a manual/book due to security requirements at Hill Air Force Base. We do not have a digital copy to share.

· Concerning the equipment that a contractor would need to provide to successfully perform the contract. The contractor does not need to provide any equipment. Assets are stored in Vertical lift modules or crates provided by the government. When the contractor needs assets to move or be managed the assets they can request from transportation or Government Point of Contact for the required device(s).
