About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center has issued a Special Notice regarding the consolidation of the Facilities Other Maintenance (FOM) follow-on effort into an existing contract structure. This notice, posted on December 15, 2025, announces that FOM workload will be transitioned to the Operations Facilities Support (OPS) contract, a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle identified as FA8224-23-D-0001. The initiative has been set aside for total small business participation and carries an expedited due date of December 18, 2025, reflecting the urgency of the transition. This action represents a strategic shift in how the Air Force Sustainment Center will manage facilities maintenance activities at Hill Air Force Base, Utah and Joint Base San Antonio-Randolph, Texas.
The primary objective of this consolidation is to minimize aircraft mechanic downtime and enhance asset management for production squadrons while establishing a bridge to an anticipated organic workforce transition within 12-18 months. Interested contractors must submit proposals by December 18, 2025, and must qualify as small businesses to be eligible for this total small business set-aside opportunity. The FOM workload will be addressed through task orders issued under the existing OPS IDIQ contract rather than as a standalone procurement, allowing for expedited implementation on an established contract vehicle. This approach aligns with Executive Order 14222's focus on government cost efficiency and transparency, while providing the operational stability needed during the planned transition to internal government resources. The opportunity is categorized under NAICS 493190 (Other Warehousing and Storage) and PSC H116 (Quality Control—Aircraft Components and Accessories).
