About this file
This document is a final questions file for a Facilities Other Maintenance (FOM) contract solicitation from the Department of the Air Force Materiel Command Air Force Sustainment Center. The contract, numbered FA822425R0011, requires a contractor to manage the 309th Aircraft Maintenance Group's FOM program at Hill AFB, Utah, and its geographically separated unit at Joint Base San Antonio/Randolph AFB, Texas. The scope involves managing parts and material for multiple aircraft types including C-130, F-16, F-22, A-10, T-38, and F-35.
The document addresses three final clarification questions: (1) confirmation that CLIN assignments for certain supervision positions will be based on offeror proposals, (2) explanation that no SF-33 was issued and a combined synopsis-solicitation was used instead, and (3) guidance to use the most recent Wage Determination (Revision 27) with updated Health & Welfare amounts of $5.09 and $5.55. The solicitation indicates the government seeks a contractor to receive, issue, inventory, and control FOM assets across two primary locations with specific aircraft maintenance support requirements.

Final Questions 07/22/2025
1. On the revised TEP worksheet 16-July-2025 issued in Amendment 11, do the HAFB & Randolph Supervision/Lead/Other in Lines 60 through 65 need to have a CLIN assigned to them?
No, CLINs for these positions will be assigned based upon what is proposed as it may vary between offerors.
1. I don’t know if I’m missing something and how we didn’t notice this before, but I don’t believe the SF-33 was ever posted to Sam.gov and PIEE. I checked both PIEE and Sam.gov and wasn’t able to locate it, just the 11 SF-30 amendments. Could you please reload a copy of the SF-33 to Sam.gov?
A SF-33 was not issued. A combined synopsis-solicitation document was released with the initial request for proposal. During the question-and-answer period the answer to the question of what to sign came up and a signature line was added to the combined synopsis-solicitation for signature instead of a SF-33.
1. I’m not sure if it needs to be updated at this point, but just wanted to make you aware that they issued another WD change with revision #27 on both the Texas and Utah WD’s to incorporate the new higher H&W amounts of $5.09 and $5.55.
The offeror should use the most up to date wage determination in their proposal. So, the updates to the Standard Wage Determination (Revision 27) published in early July should be used.
