1. Block 14 of the SF30 (Amendment 0004), released today, states that Week 5 questions are to be released; however, that document was not a part of the release nor included in the list of attachments on the Block 14 Continuation Page. I am following up on my question that was not included in the Week 4 Q&A. Will the Week 5 questions be added to SAM.gov today? I've attached the original email for review and clarification.

All documents updated during the question and answer period can be found by clicking on the link below. You can click on the update number to see what documents were added that week.

2. In reference to the transition requirements outlined in PWS 5.3.1 and the Government’s response in the Week 4 Q&A, we respectfully request that the Government consider including a separate CLIN specifically for transition pricing.

Costs for transition should be included as part of your indirect costs.

3. The historical workload from the prior PWS to current PWS hasn't changed; however, the historical staffing level has. Was there a surge requirement that led to this change in historical FTE levels? If so, will this surge requirement remain into the new contract?

I am not sure where you are seeing a surge in the requirement between the previous PWS released and the most current one. The historical staffing levels are the same.

4. If we were proposing a mix of LCATs a single overtime rate is not adequate. How can the offeror add additional overtime rates for additional positions?

There may only be one overtime rate per CLIN as the overtime request will be for the CLIN, not the separate labor categories within. The TEP worksheet has been updated allowing the addition of an overtime rate per CLIN.

5. Please advise if this potential RFP includes the need to hire/provide aircraft mechanics? Will the awardee have the opportunity to take over existing labor pool?

Aircraft mechanics are not required on this contract. The offeror is welcome to offer positions to employees currently on the contract after notice of award.

6. In the Revised_TEP_Worksheet_17June2025, the Burdened Overtime Rate column is currently locked for data entry by the offeror. This appears to reflect an assumption that all offerors calculate overtime in the same manner. However, as the instructions note that "Overtime will have a notional value assigned which will be added to the total proposed price for evaluation purposes," using a standardized overtime rate may result in inaccurate evaluation totals that do not reflect the offeror’s actual pricing approach. Would the Government consider unlocking this column to allow offerors to input their own burdened overtime rates, ensuring a more accurate and representative total evaluated price?

There may only be one overtime rate per CLIN as the overtime request will be for the CLIN, not the separate labor categories within. The TEP worksheet has been updated allowing the addition of an overtime rate per CLIN.

7. Amendment 4 has a PWS with a front cover date of Feb-4-2025, while Amendment 2 has a PWS with a front cover date of April 7, 2025. Was the correct version of the latest PWS released with Amendment #4? Is the April 7th version the latest, or is there a more current revised version?

The difference in date has been overlooked. The most up to date PWS has a date of June 23, 2025.

8. The Wage Determinations for Hill AFB released with Amendment 4 was Revision No. 25 for WD# 2015-5483 dated 12/23/2024. Please confirm that offerors should utilize the latest revision (#26) of the WD dated 6/10/2025.

An updated Wage Determination was provided with Amendment 0004.

9. The Wage Determinations for Randolph AFB released with Amendment 4 was Revision No. 25 for WD# 2015-5253 dated 12/23/2024. Please confirm that offerors should utilize the latest revision (#26) of the WD dated 5/30/2025.

An updated Wage Determination was provided with Amendment 0004.

10. RE: CLIN+Structure+Amendment+1+05_22_2025. Can the government please update the rates to reflect the latest WD rates of $28.82 for HAFB FOM Specialist and $25.07 for RAFB FOM Specialist?

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor ( 29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332. If the employee were employed by the government this is the base labor rate that would be used.

11. RE: CLIN+Structure+Amendment+1+05_22_2025. Please confirm that Offerors are expected to be in compliance with 52.222-42?

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor ( 29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332. If the employee were employed by the government this is the base labor rate that would be used.

12. Can the government please confirm that all SCA employees under this contract are required to be paid Health & Welfare in accordance with the respective Wage Determination?

As stated in the Standard Wage Determination “ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:

HEALTH & WELFARE: $5.36 per hour, up to 40 hours per week, or $214.40 per week or $929.07 per month HEALTH & WELFARE: Eo 13706: $4.93 per hour, up to 40 hours per week, or $197.20 per week or $854.53 per month Further information can be found in the Standard Wage Determination.

13. Can the government please confirm if the incumbent employees were subject to the Service Contract Labor Standards and required to receive Health & Welfare?

Yes.

14. Is the current incumbent contract fully staffed at 54 FTE’s? If not how many FTE’s are currently employed by the incumbent on the contract?

Historical staffing data can be found in Appendix D of the PWS.

15. In reference to the historical workload data in Appendix D of the PWS. Is the historical workload data inclusive of historical workload performed during over-time or just for the base hours of the contract?

The historical workload data provides the number of employees that have been used in the past. The offeror has the independence to use a different number of employees on each shift. Overtime varies and there is not a historical amount to share.

16. Can the government please provide the historical over-time data for the incumbent contract?

This information is not available.

17. The Performance Work Statement includes historical workload and staffing data from the current contractor. However, to develop a comprehensive staffing proposal that aligns with the requirements outlined in section 2 and 3 of the PWS, we find that additional information is needed. Specifically, non-incumbent offerors lack sufficient data to determine the necessary personnel to fully meet the contract requirements.

See Week 2 questions and answers that addressed this.

18. To ensure a level playing field and enable all offerors, including those who are not the incumbent, to submit reasonable and realistic staffing proposals, could the Government please provide further guidance? The current lack of information appears to give the incumbent a considerable advantage.

See Week 2 questions and answers that addressed this.

19. So as to not unnecessarily limit competition on this basis, would the government consider providing a definitive Level of Effort in FTE’s and Labor Hours to ensure that all businesses have sufficient opportunity to deliver comprehensive and high-quality responses?

See Week 2 questions and answers that addressed this.

20. To determine technical acceptability, is there an objective staffing standard to which bidders will be held?

When evaluating the number of staffing the government will be evaluating the reasonableness of the proposal.

21. Does the F-22 have a missing swing shift?

See week 3 questions and answers.

22. How is overtime calculated?

The offeror is to provide an overtime rate and the government will apply a notional value to be multiplied by the hourly overtime rate to use in the total price proposal.

23. What should we send back: entire RFP or simply the RFP?

The requirements of what to submit are listed in Section 52.212-1 and -2.

24. Does inventory of all issued parts occur on each shift?

A full inventory must be done at least twice weekly. A pre-shift and post shift inventory is performed daily.

25. How do staff compare part counts with inventory amounts?

Assets are removed from the plane and placed in the FOM area. The FOM employees prepare it for storage and store it. Tracking during each stage is critical. See question 24 for further information on inventory.

26. Do bidders need to sign the Combined Synopsis to confirm receipt?

See week 3 questions and answers.

NOTE: The most up to date PWS, Section 52.212-1 and -2, combined synopsis/solicitation, and TEP worksheet are added to ensure everyone has the most up to date versions as these documents changed during the question and answer period.

Reminder: Contact shall only be with Kyle McDermott or Shelly Bachison.
