About this file
The document is a Follow-Up Clarification memorandum addressing two key modifications to a Performance Work Statement (PWS) for a Facilities Other Maintenance (FOM) contract with the Department of the Air Force Materiel Command Air Force Sustainment Center. The first clarification adjusts the staff training requirement, changing the timeline from thirty (30) days after contract award to thirty (30) days after the Period of Performance (PoP) begins, which mitigates potential financial burden on non-incumbent contractors. The second modification revises the performance threshold in Table 3.1, changing from allowing one customer complaint per six task orders to one complaint per quarterly period annually, which represents an 83% increase in performance requirements.
The underlying federal contract opportunity (Solicitation Number FA822425R0011) involves managing the 309th Aircraft Maintenance Group's FOM program at Hill AFB, Utah, and Joint Base San Antonio/Randolph AFB, Texas. The contractor will manage maintenance for multiple aircraft types including C-130, F-16, F-22, A-10, T-38, and F-35, with responsibilities including receiving, issuing, inventorying, and verifying parts and materials for storage and maintaining positive control of FOM assets across these aircraft programs.

Follow Up Clarification:
A concern about PWS section 5.3.1 was sent to me. This clarification is deemed essential to a successful proposal:
1. PWS 5.3.1, “The contractor shall not exceed thirty (30) days following task order contract award to provide a fully trained staff.”
This is a significant change that could result in an offeror needing to hold the full staff on payroll for potentially months after award before the PoP begins. This would require any contractor, other than the incumbent, to expend an extensive amount of non-reimbursable corporate funds to meet the requirement. This could be remedied by changing the verbiage to “The contractor shall not exceed thirty (30) days following the beginning of the PoP to provide a fully trained staff”.
2. PWS Table 3.1, item #1 has a Performance Threshold change:
The original Performance Threshold would have allowed one issue for potentially six (6) TOs supporting each aircraft program. Now it is one (1) for the entire contract, which is an 83% increase in this performance threshold. Is this change to the performance requirements realistic based on recent performance history?
The PWS has been updated to address these issues. A fully trained staff is 30 days after start of contract PoP. Table 3.1 has been modified to reflect 1 customer complaint within a quarterly period per year of the contract.
