This is a Non-Appropriated Fund (NAF) solicitation not subject to FAR provisions; it is governed by AR 215-4.
Place of performance is Schofield Barracks, Hawaii (Building 780, Sustainment Bistro as the initial venue), with expansion options to Fort Shafter Building 503, Schofield Barracks Buildings 2085 and 357, and Wheeler Army Airfield Building 102. The base period runs five years with five one-year option periods for potential ten-year total term. NAICS 722310 (Food Service Contractors); PSC M1FD (Operation of Dining Facilities).

All food procurement must source from the United States to the maximum extent practicable, with specific prohibitions on seafood from China, Russia, Iran, and North Korea. Compensation consists of monthly reimbursement at established Meal Discount Rates plus operating costs (35 percent meal cost/65 percent operating cost) for Essential Station Messing (ESM) soldiers, plus a monthly flat fee from the NAFI. The pre-proposal conference and site visit are May 27–28, 2026. A Collective Bargaining Agreement (CBA-2026-255, Honolulu County) applies, with prevailing wage rates ranging from $21.25 to $25.40 per hour for food service positions. Amendment 0003 (effective August 17, 2026) removed Randolph-Sheppard Act priority per Department of Education guidance; electronic proposal submission is required via DoD SAFE Drop-Off two business days prior to the August 28 deadline. Construction requires LEED Silver certification where applicable, OSHA compliance, quality control plans within 7 days of award, and approximately 120 days for completion.
