About this file
This is a Memorandum for Record establishing FY25 reimbursable utility rates for Fort Liberty, North Carolina, issued by the US Army Installation Management Command on 8 October 2024.
The memorandum establishes utility billing rates effective for FY25 for three entities: Army Air Force Exchange Service (AAFES), Residential Communities Initiative (RCI), and Privatized Army Lodging (PAL). The rates cover ten utility commodities with differentiated pricing between AAFES and RCI/PAL entities. Electric rates range from $0.06882 to $0.08224 per kilowatt-hour or square foot; natural gas rates vary seasonally from $0.43652 to $0.57372 per therm for winter and summer periods (October-March and April-September, respectively); water rates range from $3.06456 to $4.16562 per thousand gallons; and sewer rates range from $2.80800 to $3.70664 per thousand gallons. Non-metered rates are calculated monthly per square foot of customer facilities, with billing based on actual meter data when available. The rates incorporate both commodity costs and maintenance costs calculated from the operation and maintenance portion of the utility privatization contract, pro-rated by each agency's percentage of overall installation usage. Additional charges for refuse, propane, and fuel oil are provided on a separate utility services memorandum. The point of contact is Ray E. Throop, DPW Energy & Utilities Branch Chief, at 910-908-4790 or Ray.E.Throop.civ@army.mil.

a. Rate charges for refuse, propane, and fuel oil are provided on the additional utility services memo.
b. The utility rates are based on commodity costs and maintenance costs. For
AAFES and RCI/PAL, maintenance cost is calculated based on the operation and maintenance (O&M) portion of the utility privatization contract, not repair and replacement. Maintenance costs are pro-rated based only on the percentage of commodities utilized by each agency. For example, if the amount of electricity used by an agency is only 5% of the overall installation usage, maintenance cost is calculated at 5% of the O&M privatization cost.
