About this file
This document is an RFI Log for the IMWR-NCC Fort Meae RV Park Expansion Design-Build Project (PN80967) and the Campus Style Dining Venue – Tranche II (C) RFP under solicitation NAFBA1-26-R-0028, intended for use by IDIQ contractors.
The log documents five RFIs submitted by contractors Aramark and Sodexo to the Government, with responses provided by the Army Materiel Command (AMC) and North Carolina (NC) respondents between June 9 and June 17, 2026. Key inquiries addressed include: (1) Aramark's request for the applicable Collective Bargaining Agreement (CBA) from AFL-CIO Local 4873 for USAG Schofield Barracks wage determination, which the Government provided in full; (2) population counts for approximately 3,700 Enlisted Service Members (ESMs) at Schofield and 500 at Fort Shafter; (3) consideration of increased basic meal allowances due to Hawaii's cost of living, which the Government declined, noting the Basic Daily Food Allowance does not affect Discount Meal Rates; (4) Sodexo's request for higher Meal Discount Rates (MDR) and cost reimbursement structures reflecting Hawaii's materially higher costs for food, supplies, transportation, and labor, to which the Government responded that no structural changes are planned but offerors must account for localized costs within competitive proposals and provide detailed, verifiable market data; and (5) a request for extended build-out and construction periods due to geographic isolation and logistical constraints, which the Government declined while acknowledging Hawaii's unique conditions but noting baseline performance periods meet critical agency mission requirements. Point of contact information is provided for the Project Manager (Tim Higdon), Contract Officer (Aubrey Lewis), and Contract Specialists (Leslie Perez and Natalie Sanchez).

Garrison General Question
Aramark Please provide active barracks population counts in proximity to each of the CSDV service sites in scope AMC
There are approximately 3700 ESMs within proximity of the CSDVs at Schofield and 500 ESMs at Shafter. Total population at Schofield is approximately 11,000 and at Fort Shafter 5000.

3 General Question Aramark
Given the cost of living in Hawaii, would there be any consideration of increasing the basic meal allowance of the ESM's. AMC
The Basic Daily Food Allowance does not impact the Discount Meal Rates set by OSW-Comptroller. The Discount Meal Rate is the basis for vendor reimbusesment.

B.2 MDR Rates & Operating Cost reimbursement www.travel.DoD.mil Sodexo
Given the unique cost environment in Hawaii, will the Government consider establishing a higher Meal Discount Rate (MDR) and/or a cost reimbursement structure that more accurately reflects the locality-based cost of performing food service operations in this market? Hawaii presents materially higher costs for food, supplies, transportation, labor, and other essential services than many CONUS locations. The Government itself recognizes locality-driven cost differences through its administration of per diem travel rates, with Hawaii managed through the Defense Travel Management Office (DTMO) rather than the General Services Administration (GSA), reflecting the distinct pricing realities of the region. In light of these recognized market conditions, industry requests that the Government consider whether the proposed pricing framework should be adjusted to account for the higher cost of goods and services in Hawaii in order to support realistic pricing, sustained performance, and long-term contract success.
AMC
"The Government is aware of the unique economic factors and logistics associated with performing food service operations in Hawaii. The current pricing structure and Meal Discount Rate (MDR) framework were established considering historical regional requirements and historical data. While no structural changes to the reimbursement model are planned at this time, offerors are encouraged to fully account for all localized supply chain and operating costs within their competitive price proposals." Offerors must provide detailed, verifiable market data to support any proposed adjustments tailored to the Hawaii market."

VOLUME II: SUB-FACTOR
1.5 - BUILD-OUT /
RESTORATION
Sodexo
Considering the geographic isolation of Hawaii and the unique logistical constraints associated with mobilizing labor, materials, equipment, and specialized construction resources to the islands, will the Government consider negotiating longer build-out and construction periods for Task Orders requiring facility renovation, modernization, or new construction? Extended lead times for shipping, limited local availability of certain trades and materials, and the complexity of coordinating work in an island environment may materially affect construction schedules as compared to similar efforts in CONUS locations. In light of these conditions, industry requests that the Government consider a more flexible and locally responsive build-out timeline to support realistic execution planning, reduce schedule risk, and help ensure successful project delivery.
AMC
"The Government is aware of the localized market conditions and shipping timelines inherent to construction in Hawaii. However, the baseline performance periods outlined in the solicitation are intended to meet critical agency mission requirements. While the Government may consider justified extensions during the individual Task Order RFP phase, offerors are expected to account for regional logistical constraints within their initial execution planning and pricing."
