The Alabama Army National Guard (ALARNG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a Statewide Food Supply Contract. The ALARNG seeks to confirm the requirements of this service through industry’s response to this Sources Sought. The anticipated North American Industry Classification System (NAICS) code assigned to this procurement is 311991 Perishable Prepared Food Manufacturing with the corresponding size standard of 500 employees. The Government will entertain other NAICS Codes.
Requirement:
The ALARNG would like to establish a statewide food/subsistence contract. The resulting contract will be utilized by ALARNG units throughout the state. The contractor shall provide all personnel, labor, transportation, manifesting, and packaging of unprepared subsistence items and deliver food items as contained in the menu (menu will be included in the PWS when the RFP is posted). The contractor shall provide the following categories of items:
Fresh and frozen fruits and vegetables
Fresh and frozen dairy products
Fresh and frozen bread
Fresh and frozen meat
Fresh, frozen and pre-packaged desserts
Canned vegetables, fruits, sauces and gravies
Pasta
Seasoning, spices and condiments
Beverages (non-alcoholic)
This is a new requirement.
Location:
Delivery is required to Alabama National Guard training facilities located throughout the state of Alabama at approximately 21 locations (locations and addresses will be included in the PWS when the RFP is posted). On a case by case basis and with advanced notice, ration deliveries may also be required at:
1.) ALARNG Training Site, Ft. McClellan, Alabama,
2.) ALARNG Training Site, Eglin AFB, Crestview, Florida,
3.) Camp Shelby, Hattiesburg, MS,
4.) Additional training locations located within the vendor’s delivery area.
5.) Multiple armories throughout the State of Alabama.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information:

Provide a tailored capability statement that addresses the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The government will evaluate market information to ascertain potential market capacity to:
Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
2. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3. Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation.
4. Provide services under a performance based service acquisition contract.
Based on the responses to this Sources Sought Notice/Market Research, this requirement shall be set-aside for a small business or other small socioeconomic programs for small businesses. If it is determined that responses from small businesses do not address all of the requirements stated above, the final acquisition may be competed on a full and open basis.
The Government would like to receive feedback from all interested businesses.

This is a Sources Sought Synopsis (SSS) ONLY. The U.S. Government desires to procure the full food service requirements at the Ft. Leavenworth, KS Correction Command on a small business set-aside basis provided two or more qualified small businesses respond to this SSS with information sufficient to support a set-aside. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns in all socioeconomic categories (i.e. Small Disadvantage Business (SDB), 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Women-Owned Small Business concerns (WOSB)), to identify their capabilities in meeting the requirement at a fair market price.

BACKGROUND: A continuing need is anticipated for the food service requirements at the following location: Fort Leavenworth, KS. Attached are the draft Performance Work Statement (PWS) and Performance Requirements Summary (PRS).
The Government currently does not have a contract in place to perform this requirement.
The Contractor shall provide the appropriate amounts of qualified labor and management necessary to perform quality Full Food Service (FFS) ordered under this Indefinite Delivery Indefinite Quantity (IDIQ) contract in a cost effective, safe and environmentally sound manner while abiding by DoD nutritional policies and Army Feeding standards. This support will focus primarily on: dining facility management functions, food receiving and storage, food preparation, food serving, and facility sanitation and janitorial duties, and the associated logistics analysis and management functions in support of the Ft. Leavenworth, KS Correction Command Food Service mission.
The NAICS code assigned to this acquisition is 722310, Food Service Contractors, with a corresponding size standard of $41.5M. The Contractor shall provide all supervision, labor, personnel, equipment, materials, and supplies, with the exception of Government Furnished Property (GFP), to perform activities that comprise the full operation of an Army Dining Facility and Full Food Services.
PURPOSE OF THIS SOURCES SOUGHT: To request information on capabilities of potential offerors to provide the services described herein to determine if this will be set-aside. Please note, Full Food Service requirements are subject to both the priority established by the Randolph-Sheppard Act (RSA) and the preferences set out in FAR Part 19.
While not a firm cutoff, providing responses to this announcement no later than 1:00pm CST on 25 February 2022 will facilitate planning and ensure your capability receives maximum consideration. Only electronic submissions will be accepted.
Interested business concerns should provide a brief capabilities statement package (submissions are limited to no more than 15 pages in length, single spaced, and 12 font minimum) demonstrating its capabilities in reference to this requirement. In response to this sources sought, please provide:
1. A company profile to include name of your firm, point of contact, phone number, email address, number of employees, annual revenue history, CAGE code, and DUNs number. Respondents must also indicate whether they qualify as a Small Business, SDB, 8(a), EDWOSB, WOSB, HUBZone, or SDVOSB.
2. What you believe are the key tasks you believe need to be accomplished to be successful in a Full Food Service operation. In essence, what key tasks should be used for determining minimum capability to provide these services?
3. Whether your firm is interested in competing for this requirement as a prime contractor. If you are subcontracting any of the services out, contemplating a Joint Venture, and/or creating a teaming arrangement, please provide the name of these companies and what work they will be performing, if available. Please provide your company’s specific experience in operating a dining facility and providing comparable services. Ensure the information is in sufficient detail regarding previous experience in managing full food service operations (indicate whether the experience has been as a prime contractor or subcontractor) on similar requirements (include the services provided (food prep, facility attendants, custodial, etc.), the number of meals typically served, the number of facilities involved, and any other relevant information you deem applicable). If applicable, please provide the same experience information from any subcontracts, Joint Venture, and/or teaming partners you may propose with.
4. What percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors? Note: In accordance with FAR 52.219-14 Limitations on Subcontracting (CLASS DEVIATION 2021-O0008).
“Similarly situated entity” means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside.
In addition, the Contractor agrees in performance of a contract for services, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.
5. Type(s)/certifications(s) of proposed subcontractors (such as SDB, 8(a), HUBZone, SDVOSB, and WOSB).
6. Information on the financial capacity of your business to meet financial obligations (i.e. payroll, payment of subcontractors, etc.).
7. How the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
8. Identify any condition or action that may have the effect of unnecessarily restricting competition with respect to this acquisition.
