About this file
This is Amendment 0003 to Solicitation NAFBA1-26-R-0028 for the Campus Style Dining Venue (CSDV) 2.0 Initiative – Tranche II (C) in Hawaii. The amendment is issued by the Department of the Army, IMCOM NAF Contracting, Headquarters Support, on behalf of the CSDV Supplemental Mission Fund, with an effective date of May 18, 2026. The contracting officer is Aubrey B. Lewis, and the administrative contact is Leslie M. Perez at leslie.m.perez9.naf@army.mil or 520-674-2370.
The amendment makes several substantive changes to the solicitation. First, it removes Section C.6(f) regarding Randolph-Sheppard Act priority, which pursuant to a Department of Education decision dated December 23, 2025, no longer applies to Army dining facilities contracts including CSDV facilities. The amendment then adds Section M.2(f) establishing that Randolph-Sheppard priority on Department of War controlled property will be extended to the blind when a proposal from the blind makes the competitive range while meeting all technical factors and offering a competitive fee. The solicitation is re-opened and extended until Friday, August 28, 2026 at 4:00 P.M. CDT. Section C.6.1 (Nutritious Food and Beverage Services) is revised to clarify that the Berry Amendment does not apply except that contractors cannot procure seafood from China, Russia, Iran, or North Korea. U.S. sourcing requirements are established requiring that all food be grown, reprocessed, reused, or produced in the United States, with specific provisions for fish, shellfish, and seafood requiring U.S.-flag vessel sourcing or domestic fishing and processing. Exceptions to these requirements apply to acquisitions not exceeding $200,000, foods manufactured or processed in the United States regardless of origin of components, and when the Secretary of the Army determines items cannot be obtained in satisfactory quality or sufficient quantity at U.S. market prices. Electronic proposal submissions must be sent to leslie.m.perez9.naf@army.mil and natalie.a.sanchez20.naf@army.mil, with a required DoD SAFE Drop-Off request two business days prior to the due date; hand-carried proposals will not be accepted.

2. The following section is ADDED:
M.2(f). NOTE: In accordance with the Randolph-Sheppard Act, priority on Department of War (DoW) controlled property will be extended to the blind, when a proposal received from the blind has made the competitive range while meeting all technical factors as outlined in the solicitation and offering a competitive fee to the NAFI (Reference Section B-3).
