About this file
This document is a pre-proposal conference presentation for a Base Operations Support (BOS) Services contract for U.S. Naval Station (NAS) Sigonella and Outlying Support Activities in Sicily, Italy. The solicitation (N62470-24-R-0003 and N62470-25-R-0020) is managed by Naval Facilities Engineering Command (NAVFAC) Atlantic and seeks a comprehensive support services contract with multiple technical annexes covering areas such as housing, facility management, utilities, transportation, and environmental services.
The contract will use a best value tradeoff source selection process, evaluating proposals based on four non-price factors: Corporate Experience, Technical/Management Approach, Safety, and Past Performance. These factors are considered equally important and collectively are significantly more important than price. The contract includes 18 Contract Line Item Numbers (CLINs) for recurring and non-recurring work, with options to extend the term. Potential bidders must submit proposals using specific guidelines, including detailed technical and price volumes, and are advised to carefully address all requirements, ensure consistent data, and provide their best initial offer by the solicitation's closing date.

Other Considerations
• First and Foremost - Be Prepared to Perform the Work for the Price You Bid:
o Limits of Liability (LOL) will be applied as specified o Prices proposed will be used – don’t expect to re-negotiate post award
• Price What You Propose:
o Include all the “bells and whistles” in your technical proposal o Include costs for Adequate Staff with appropriate skill levels/qualifications o Include costs for Adequate Management to provide oversight and to ensure quality and safety
• Carefully Consider:
o Non-Recurring Unit Priced Labor (UPL) and Direct Labor Definitions
Understand what’s included – “fully burdened” Unit Priced Labor (UPL) applies to “work” whether performed by prime, sub, or vendor
Ensure that the Solicitation is Read and Understood in Its Entirety!
