About this file

This document is a Performance Work Statement (PWS) for electrical maintenance services, specification number 1602000, detailing requirements for electrical power and photovoltaic systems maintenance. The primary objectives are to efficiently operate, maintain, and repair electrical power generation, transmission, and distribution systems, with a focus on high voltage systems and solar panel infrastructure.

Key requirements include maintaining qualified personnel with specific electrical certifications (such as CEI 11-27 and CEI 78-17), implementing a comprehensive preventive maintenance program, and performing semi-annual inspections of photovoltaic systems. The contractor must conduct detailed maintenance tasks like cleaning PV panels, verifying electrical system integrity, checking bolts and grounding continuity, and using thermal vision cameras to assess connection temperatures. The PWS mandates strict safety standards, including an Arc Flash program compliance, and requires the contractor to submit monthly maintenance reports, unaccomplished maintenance reports, and repair status reports. Non-recurring work may be ordered via FedMall or task order, with performance standards matching those of the recurring work requirements.
