About this file
Amendment 0010 is a pre-award inquiry response document addressing multiple technical and procedural questions across various facility maintenance and service areas. The document contains government responses to contractor inquiries regarding unaccompanied housing details (roof square footage, laundry rooms, common areas), fuel system maintenance requirements, water systems support, and Italian "White List" registration procedures. Key technical clarifications include that fuel system maintenance is not limited to visual inspection and will involve specific tasks and frequencies defined in section C 1502000, and that contractors are responsible for inspecting and certifying lifeline systems regardless of available legacy documentation. The amendment also addresses a specific registration requirement for non-Italian entities, with the government maintaining that antimafia screening procedures under Italian law apply to the solicitation/contract.

16 Tab J 2 The RFP states, "2. In addition, prior to submitting a proposal, all offerors shall initiate registration on the "White List" with the Prefect (Prefetto) where their company is legally registered. The offeror shall submit proof with its proposal that it has initiated or accomplished the "White List" registration procedures.
For non-Italian offerors who do not have a registered office in Italy, the offeror shall initiate registration on the "White List" with the Prefect (Prefetto) where the work will be performed."
Question: For Offerors submitting as a non-EU entity, that fall under the VAT exemption regime in accordance with art. 72 Decree 633/1972, there is no obligation to register for VAT purposes in Italy (either directly or through a tax representative). Registration on the 'White List' is not required for the above-mentioned entities in the absence of an obligation to appoint a fiscal representative in Italy, the latter being a prerequisite for White List registration. Per local law, in this specific case, it is sufficient for the Prime Contractor to submit only the anti-mafia self-certification. We request the government revise the RFP to strike this requirement.
The antimafia screening procedures under Italian law apply to this solicitation/contract. Please propose in accordance with the language as expressed in Section L.5- Evaluation Factors for Award, Volume I- Price Proposal, Tab J of the solicitation.
