About this opportunity

The Department of the Air Force 31st Contracting Squadron at Aviano Air Base, Italy, seeks contractors to join a Construction Basic Ordering Agreement (BOA) framework for maintenance, repair, alteration, and minor construction projects, with signed agreement submissions due June 8, 2026. This is not a direct contract award; rather, qualified BOA holders will be pre-qualified to compete for individual firm-fixed-price Task Orders as requirements arise over a five-year agreement term (June 2, 2026 through June 8, 2031).

Place of performance is Aviano Air Base and its Geographically Separated Units in Italy (Province of Pordenone). The NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Y1JZ, Construction of Miscellaneous Buildings.

Individual Task Orders shall not exceed $350,000 USD (approximately EUR 299,000). Contractors holding SOA OG1 certification are eligible to bid on Task Orders valued between EUR 150,000 and the SAT; those without SOA OG1 may bid on orders below EUR 150,000. Task Orders are issued on a firm-fixed-price basis in Euros.

Scope of work encompasses demolition, site work, concrete, masonry, electrical, mechanical (HVAC), plumbing, painting, flooring, landscaping, and general contracting. Work hours are 07:30–16:30 Monday through Friday unless otherwise specified in individual Statements of Work.

Contractors must comply with Italian law D.Lgs. 81/2008 (occupational health and safety), maintain a dedicated on-site Site Superintendent familiar with Host Nation requirements, submit personnel rosters within five days of award, and manage hazardous materials with prior Base Civil Engineering coordination. Unescorted base passes require up to 30 calendar days to process. Contractors must submit a Declaration of Suitability (Form F 4.15.2), Qualification Checklist (Form F 4.15.1), and pre-performance data collection form (F 4.15.4) for DUVRI assessment. A two-year warranty of construction applies, with warranty service calls required within four hours for critical systems and 24 hours for others. Questions were due June 5, 2026. The contracting officer is Sara Giacomello (sara.giacomello.it@us.af.mil).
