About this opportunity
The Federal Aviation Administration's Mike Monroney Aeronautical Center seeks Architecture and Engineering services under a Multiple Award Indefinite Delivery/Indefinite Quantity contract on full-and-open competition, with proposals due October 8, 2026. This is a firm-fixed-price procurement with no small business set-aside.
Place of performance is Oklahoma City, Oklahoma. The NAICS code is 541310 (Architectural Services) with a $12.5 million small business size standard. The contract period runs March 1, 2027, through February 28, 2032 (five years). The current contract has generated 70 task orders valued at $13.8 million since January 2022.
Services cover three types: Type A (preliminary design, feasibility studies, concept drawings, energy and water audits); Type B (construction documents for competitive bidding and construction administration); and Type C (full-time on-site observation, special inspections, and commissioning). All deliverables must comply with DOT, FAA, local, state, and national codes, ADA regulations, and the AMP A&E Design Guidelines. Designs must be computer-generated in AutoCAD 2018 with PDF versions; specifications must follow the 50-Division CSI MasterFormat; and drawings must use FAA-standard title blocks and comply with the United States National CAD Standard. Project managers or supervisors must be licensed architects or registered professional engineers in good standing with Oklahoma; PMP certification supplements but does not substitute for licensure.
Proposals consist of three electronic volumes. Volume II uses FAA Form 4400-37 (SF-330), limited to 50 pages, and must include a minimum of five completed projects from the past five years with construction values exceeding $10 million, resumes of key personnel, a complete consultant team across architectural, civil, structural, mechanical, and electrical disciplines, and Past Performance Questionnaires submitted directly by clients by October 8. Volume II permits 10-point font if PDF or 12-point Times New Roman if Word, single spacing, and 1-inch margins. Current incumbents are Benham Design, LWPB, SA Studio, Frankfurt-Short-Bruza Associates, and C.H. Guernsey.
Evaluation criteria, in order of importance, are quality of end products or services, specialized experience, timeliness of performance, history of integrity and cooperative behavior, and volume of work. Evaluation uses a four-point rating scale (4.0 Excellent through 0.0 Unacceptable) based on qualifications; cost/price is deferred until after QBS evaluation for selected firms.
Three amendments have been issued: Amendment 0001 extended both the Past Performance Questionnaire and proposal deadline to October 8; Amendment 0002 revised page format requirements, removed Section L.1.2.3 Distribution, and replaced PPIRS references with CPARS for past performance evaluation; Amendment 0003 incorporated updated Questions and Answers 2 dated September 21, 2026. A pre-proposal conference was held August 26, 2026, with presentation materials and sign-in sheet posted. Contractors must acknowledge receipt of all amendments prior to the proposal deadline.
