About this file

This is a Statement of Work/Description of Specifications for Architect and Engineer (A&E) services for the Federal Aviation Administration (FAA) Aeronautical Center. The contract requires complete detailed design services for planning, maintenance, repair, alteration, extension, conversion, or modernization of existing buildings and new construction projects at commercial, industrial, and utility-type facilities located at the Aeronautical Center.

Services are categorized into three types: Type A Services encompass preliminary design activities including program development, field surveys, feasibility studies, concept drawings, subsurface investigations, building investigations, surveys, renderings, travel, extensive supervision, economic analysis, electronic media preparation, drawing conversions, project consolidation, engineering calculations, energy and water audits, master planning, testing, and as-built drawings. Type B Services provide construction documents for competitive bidding and include site investigations, construction drawings and specifications, cost estimates, energy audits, design analysis, electronic media preparation, code submission and permitting, planning meeting attendance, and construction administration tasks such as submittal reviews, site visits, addenda processing, and as-built documentation. Type C Services include additional construction administration for full-time on-site observation, extensive supervision and inspection, special inspections per International Building Code 2015, and commissioning services from design through construction completion. All designs must comply with DOT, FAA, local, state, and national codes, ADA regulations, and the AMP publication A&E Design Guidelines. Submissions occur at 35%, 65%, 95%, and final stages, with smaller projects potentially requiring fewer submittals. The A&E must design within the Government's target construction cost and immediately notify the FAA if costs exceed targets. The contract includes provisions for post-bidding design revisions at no additional cost if bids exceed 10% of the target construction cost. Design documents must be computer-generated, include complete specifications using current CSI divisions, detailed cost estimates with supporting data, design analysis, code compliance documentation, and electronic media in formats compatible with Government software. All Government-furnished data remains Government property and must be returned upon project completion.

PART I – SECTION C

DESCRIPTION/SPECS/WORK STATEMENT

C.1 SCOPE OF WORK

A. Architect & Engineer (A&E) services are required to provide complete detailed designs for planning, maintenance, repair, alteration, extension, conversion, or modernization of existing buildings or facilities, and new construction projects. The primary services required for these projects will be in the architectural and engineering fields; however, other services shall be furnished as required for proper project completion. The services will be required for commercial/industrial/utility-type facilities located at the Aeronautical

Center.

B. The A&E shall furnish all services, materials, supplies, personnel, and supervision required to fully investigate and design each project.

C. Should the A&E receive requests for work, which are considered to be beyond the scope of this contract, the Contracting Officer shall be notified immediately. The AE shall not start work on these items until given notice to proceed by the Contracting Officer. An increase in construction costs over initial 100% of the budget program cost estimate will not be a basis for claim against the Government to increase the AE fee unless it has been caused by a change in the agreed scope of work.

D. Post Bidding Design Revisions: In the event that no acceptable bona fide bid is received within 10% of the Government’s target construction cost, the A&E must, at the direction of the Contracting Officer, and at no additional cost to the Government, revise the construction documents for re-bid until an acceptable bona fide bid is received within

10% of the Government target construction cost. Revisions must be coordinated and approved by the Contracting Officer.

C.2 STATEMENT OF SERVICES
