About this file

This is a pre-proposal conference presentation for an Architecture and Engineering (A&E) Services Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract solicitation (6973GH-26-R-00130) issued by the FAA Mike Monroney Aeronautical Center.

The solicitation uses Qualifications Based Selection (QBS) in accordance with AMS T3.8.2-18, with no pricing information required in initial proposals—only SF-330 submissions will be evaluated on qualifications. Three types of A&E services are defined: Type A (planning, concept studies, field surveys, feasibility determination), Type B (construction documents and construction administration), and Type C (additional services including full-time observation, special inspections, and commissioning services). The current contract awarded 70 taskings worth $13.8 million across five A&E firms. Major projects featured include the $33 million CAMI WiWaves Research Facility (45,000 sf with 8,000 sf wave tank), $8.3 million VTOL Performance and Analysis Range hangar, $7.2 million Hangar 9 renovation, $16 million Headquarters renovation, and several other facility improvements totaling over $90 million in planned capital projects. Questions must be submitted by September 10, 2026 at 2:00 PM CST, with proposals due September 24, 2026 at 4:00 PM CST. Award evaluation uses a rating scale (4.0 Excellent through 0.0 Unacceptable) based on qualifications factors outlined in Section M, with cost/price deferred until after QBS evaluation for selected firms. Offerors must comply with all Statement of Work requirements, follow proposal instructions precisely, tab information according to the exact numerical outline, and sign the solicitation and all amendments to avoid proposal deficiencies.
