About this opportunity
The U.S. Department of State, Bureau of Global Acquisitions, is procuring multiple IDIQ architectural/engineering support services contracts, with Stage 1 submissions due November 27, 2026. The procurement is partially small business set-aside based on qualified small business responses and follows a three-stage Brooks Act selection process.
The Department anticipates awarding potentially eight or more IDIQ contracts to A/E firm-led teams (prime or joint venture). Place of performance is worldwide at Foreign Service posts and subordinate OBO offices in the Washington, DC metropolitan area. Each contract includes a one-year base period with nine optional one-year service periods, a government-guaranteed minimum of $10,000 in task orders, an annual ceiling of $10 million per year, and a maximum contract value of $100 million over the full contract life.
Scope encompasses facility assessments, planning, architectural and engineering studies, design and construction specifications, constructability reviews, critical path analysis with schedule and risk narrative, project budget analysis, physical and technical security design, communications facility renovation, and building maintenance across minimum required disciplines including architecture, historic preservation, landscape architecture, interior design, electrical, mechanical, structural, fire protection, civil/geotechnical engineering, planning, cost estimating, facility management, project management, and construction management.
All offerors must have active SAM.gov registration, be determined eligible as U.S. Persons under the Omnibus Diplomatic Security and Antiterrorism Act of 1986, and possess or be eligible to obtain a DCSA Secret Facility Clearance with Secret safeguarding capability. Uncleared firms will be sponsored with 180 days from short-list selection to obtain clearance. Joint ventures must register as separate SAM.gov entities and demonstrate at least 51 percent U.S. person ownership of joint venture assets.
Stage 1 submissions are limited to 67 pages (8.5" x 11" PDF with bookmarks) plus a separate U.S. Person Statement of Qualifications document. Evaluation allocates 20 points for leadership of multi-disciplinary services, 30 points for technical and engineering innovation portfolio, and 50 points for core team lead discipline member profiles. NAICS code is 541330 (Engineering Services) with a $25.5 million small business size standard. Clarification requests are due October 26, 2026. Recent amendments (A01, A02, A03) have been issued; the most current Stage 1 submission deadline is November 27, 2026, per Amendment A03.
