About this file

This is a Questions and Answers document addressing formatting and submission issues related to FAA Form 4400-37 for the Architecture and Engineering Services IDIQ contract (MMAC 6973GH-26-R-00130).

The Q&A provides clarification on offeror flexibility in modifying the government-provided FAA Form 4400-37 (available in both PDF and Word versions) to ensure legibility and accommodate required information. Key clarifications include: offerors may manipulate either the PDF or Word version of the form as necessary to make completed forms legible, provided they maintain the form's sections, block numbers, headings, sequence, and requested information while adhering to specified font, spacing, and page-limit requirements. Specific allowances include adjusting field properties and line placement in the PDF version; adjusting table dimensions, row heights, field sizes, margins, and inserting checkboxes in the Word version; and modifying margins to comply with the stated 1-inch requirement in Section L.1.3.2. The FAA confirmed that the government will be able to access full text entered into PDF fields even when text extends beyond visible areas, and that offerors may use otherwise blank areas of the form for information continuation. Regarding page counts, each page generated by the provided Part II form counts individually toward the overall proposal page limitation. These clarifications address common functionality issues encountered by offerors with the government-provided forms, which were causing substantial pagination problems and text obscuration when substantive information was entered in Sections E and F.

QuestionAnswer
As we have continued working with both versions of the FAA Form 4400-37, we have encountered several formatting issues that we would like to clarify.

PDF Version: We understand from the response to Question 34 that offerors may edit the PDF to allow multiple lines of text in areas such as Section E, Block 19a(3), and Section F, Block 24. However, in the provided PDF, some fields will accept additional text but display only a single line, making much of the entered information invisible on the completed form. Could the FAA confirm that we may modify the form-field properties and/or field areas as necessary in the FAA provided PDF so that multiple lines of entered text are visible and legible?

Word Version: Thank you for allowing single spacing; we have made that change. We have also encountered several issues with the provided Word version:

•In Section E, Block 18 – Other Professional Qualifications does not appear to align with the full usable width of the page, and the horizontal line separating Block 18 from Block 19 begins to obscure text as information is added. May we adjust the width, positioning, row/paragraph formatting, or horizontal lines as necessary to make the information legible?
•Similar horizontal lines elsewhere in the form can overlap or obscure text as fields expand. May these lines be moved or deleted where necessary, provided the applicable block number, heading, and information remain clear?
•Several locations that state “Check here if project performed with current firm” do not include an actual checkbox in the Word version. May offerors insert a checkbox or an “X” to provide the requested information? The issue is visible in the attached Section E example.
•Section L.1.3.2 requires 1-inch margins, while the FAA-provided form appears to use margins closer to 0.5 inch. Should offerors modify the Word version of FAA Form 4400-37 to establish 1-inch margins, even if doing so changes the width and positioning of the form elements?
More generally, may offerors make non-substantive formatting adjustments to the provided FAA Form 4400-37, including field properties, line placement, table/row dimensions, checkboxes, and margins, as necessary to make the completed form legible, provided we retain the FAA form's sections, block numbers, headings, sequence, and requested information and comply with the applicable font, spacing, and page-limit requirements?Feel free to manipulate the PDF, or Word, version of the form to best suit your needs while adhering to text size, font and page limits.
We are still encountering functionality issues with the Government-provided forms and would appreciate clarification regarding their intended use.

With the PDF version, several fields do not expand to accommodate entered text. When text exceeds the visible field, a “+” appears indicating additional content. There are also areas of unused space within the form, such as below the project description field in Section F, that are not part of the designated fillable field.

We are also finding that information normally presented on a single-page Part II requires approximately three pages per firm using the provided form, which substantially affects the overall proposal page count.

The Word version may provide some flexibility, but accommodating the substantive information requested in Sections E and F requires adjustments to table dimensions, row heights, and field sizes. The document is also highly sensitive to minor edits; adding or deleting even a small amount of text can trigger cascading changes to row heights, page breaks, and subsequent sections, making it difficult to preserve the Government-provided layout.

Could the FAA please clarify the following:

PDF Form

1.Will the FAA be able to access and evaluate the full text entered into a PDF field when the text extends beyond the visible area and a “+” indicator appears?
2.Are offerors limited to the designated fillable fields, or may otherwise blank areas of the Government-provided form be used for continuation of information?

Word Form

3. May offerors adjust table dimensions, row heights, field sizes, and margins as necessary to accommodate the requested information while maintaining the form’s required content and organization?

4. Alternatively, should offerors retain the Government-provided formatting as issued, even where its native formatting differs from the solicitation’s stated formatting requirements?

Part II / Page Count

5. Does each page generated by the provided Part II form count individually toward the overall proposal page limitation? Feel free to manipulate the PDF, or Word, version of the form to best suit your needs while adhering to text size, font and page limits.
