About this opportunity
Joint Base McGuire-Dix-Lakehurst is conducting a Commercial Solutions Opening (CSO) under Department of Defense Class Deviation 2022-O0007 to competitively award firm-fixed-price contracts for innovative commercial items, technologies, and services, with proposals due by September 30, 2026. This is a total small business set-aside; all items, technologies, and services shall be treated as commercial items under FAR Part 12.
The Air Force intends to obtain innovative solutions that fulfill requirements, close capability gaps, or provide potential technology advancements. Solutions may include existing technologies or procedures not currently in use by Air Force units that would enhance or streamline mission capabilities. Based on available funding, the CSO is targeting solutions priced less than $30,000, although the government may evaluate proposed solutions priced greater than $30,000 (up to $100 million).
Eligibility is restricted to small businesses registered in the System for Award Management (SAM.gov) with verified CAGE codes and DUNS numbers matching proposal information. Offerors must accept firm-fixed-price contracts paid via Government Purchase Card.
The CSO covers 25 Areas of Interest spanning multiple Air Force installations and functional areas, including logistics training, asset management, AI-powered remote air traffic control, VR training simulation, aviation energy efficiency, and immersive training governance. Amendment A00016, dated June 2, 2026, incorporates AOI 025 (Immersive Training Governance & Integration) with a closing date of 5:00 PM on July 6, 2026.
Proposals must include a cover letter (maximum 2 pages), technical volume with white paper (maximum 5 pages), pitch deck (maximum 15 slides), optional video (maximum 5 minutes), and a separate pricing volume. Submissions are required via email to 87CONS.CSO.Team@us.af.mil. The Air Force will conduct either one-step direct award or two-step evaluation involving virtual or in-person pitches. Evaluation criteria are technical innovation and feasibility, importance to agency programs, and funds availability. The Air Force will determine price reasonableness using market research as the primary method and may conduct site visits or request product demonstrations.
