Solutions should enhance or streamline mission capabilities and may include existing technologies or procedures not currently in use. This CSO targets solutions priced under $30,000 but will evaluate proposals over that amount based on available funding. The Department of the Air Force Air Mobility Command is the issuing agency.

Digital Service Strategy Framework – Obtaining and Implementing a Rapid and Repeatable Innovation/Problem Solving Capability
Overview – United States Space Force, Chief Technology and Innovation Office (USSF/CTIO), established objectives for the transformation of the Space Force to a digital service to accelerate innovation across the force.
Conceptually, the organization seeks the ability to present problem(s) or challenge(s) that effect innovation, to the DAF and USSF staffs, Delta Commands or other responsible agency for organic solution development to include (as required) defense contractors in industry for the purpose of early and continuous collaboration in developing prototype solutions or models that resolve these problems / challenges and/or if not fully resolved, reduce risk and improve the readiness posture of the Space Force and support innovating and scaling at the speed of relevance.
CTIO Concept of Operations. USSF/CTIO - As the only U.S. military Service to be established during the Information Age, the United States Space Force (USSF) has the unique opportunity to be “born digital.” Space is a warfighting domain, and the threats that the U.S. face cover great distances at tremendous speeds. The USSF desires to embrace the Information Age tools at its disposal to ensure that space is secure, stable, and accessible for our generation and the next. Furthermore, the USSF desires to become the world’s first fully Digital Service in which it is an interconnected, innovative, digitally dominant force, and the USSF/CTIO will lead this digital transformation and innovation across the Force.
As part of the Chief of Space Operations (CSO) Planning Guidance (CPG) to the Space Force, the CSO emphasized the urgent need to “Create a Digital Service to Accelerate Innovation.” In order to better understand the scope of the changes needed, as well as to establish a framework for implementing those changes, the CPG also identified four focus areas: Digital Engineering, Digital Workforce, Digital Headquarters, and Digital Operations (see Figure 1.1 below). Capitalizing on current Industry Proven Methods is an imperative for each focus area. As such, each focus area requires consistent and iterative access to defense contractors who are developing new cutting-edge technologies and innovative implementation models.
Requirement: USSF/CTIO seeks to establish an agreement to provide support for the concepts of operations for concept testing, validation and refinement. The government is seeking a multi-use vehicle that will allow for continued orders (e.g. IDIQ). The outputs from this support would help refine policy and produce requirements documents and/or performance work statements and concepts of operations that would form the basis of requirements for organic development or procurement solicitations. USSF/CTIO’s requirement is for the contractor to be able to perform its contracted work up to and including TS/SCI classification level.
In the short-term, USSF/CTIO will rely on services provided by a defense contractor to develop and assist executing a model repeatable process for innovation development and implementation to include:
o Working with government to generate innovative solution concepts that address prioritized challenges o Identify, assess and align capabilities (industry, academia, government) that can deliver the best solutions o Aid in developing, testing, and validating capabilities, concepts, approaches, and/or procedures o Developing and delivering prototype risk and value assessments to support government decisions to continue, scale, or even terminate
Tasks: Develop and deliver innovation implementation ‘roadmaps’ and assessments of the innovative solutions for the following key tasks (ref: Figure 1.2 below and the green box on commercial solution – innovation required):
• Develop technology strategies and plans to optimize and scale digital innovation for space missions and support functions
• Provide policy/guidance and resourcing plans for enterprise-wide use and interoperability of digital platforms, analytics, models, methodologies, and tools
• Build and scale digital initiatives, digital on-line education, embedded/in person skills development, digital tools, and digital culture/communications
• Build digital change management plans and implement across the service
• Design and use metrics for tracking the impact and effectiveness of digital efforts
• Lead, guide and/or promote digital initiatives at the HQ, Field command, unit, and program office/product team levels
• Develop plans to implement and scale digital services projects, designed for high-impact transformation
• Ensure requisite IT infrastructure, contracts and other DAF-provided services are available when and how needed for USSF digital efforts
• Engage with industry, academia, labs, and mission partners to collaborate on digital projects
