About this file
This document contains an Announcement of Industry Opportunities (AOI) and related federal contract opportunity. The AOI outlines challenges faced by the 354th Security Forces Squadron at Eielson Air Force Base, including installation entry control, base security systems, patrolling the installation, and situational awareness for security forces. Specific challenges identified are an automated base entry gate utilizing CACs, PINs and biometrics; an automated system for commercial vehicle inspections; drone capabilities in an airport environment; an improved security and surveillance camera system utilizing AI; and augmented reality applications for law enforcement training and patrols. The related federal contract opportunity is a Special Notice for the Air Force Operational Commercial Solutions Opening conducted by Joint Base McGuire-Dix-Lakehurst. It seeks to acquire innovative commercial items, technologies, and services priced under $30,000 to fulfill requirements, close capability gaps, or provide potential technology advancements for units at various locations.

AOI 013 TITLE: Eielson AFB – Security Forces Squadron TECHNOLOGY AREA(S): Security DESCRIPTION: The 354th Security Forces Squadron (SFS) is a team of mission-ready warriors and professionals delivering innovative Integrated Defense, enabling a full range of missions across Eielson Air Force Base. Operations include maintaining security of the base, law enforcement, installation access and contingency response. The Air Force wishes to stay at the cutting edge of these various functions and technologies and is looking to partner with innovative small businesses that may have solutions to Air Force challenges. The areas listed below are general challenge areas that the Air Force is interested in novel solutions:
1. Installation Entry Control
2. Base Security Systems
3. Patrolling the Installation
4. Increased Situational Awareness for All Security Forces Patrols/Sentries Additionally the Air Force has a number of specific challenges that require tailored solutions:
1. The 354th SFS is interested in a capability to automate installation access in a manner consistent with USAF security standards. [Ideally an automated base entry gate that utilizes Common Access Cards (CACs), a PIN and a biometric identifier of some sort.]
2. The 354th SFS is interested in a solution that further automates commercial vehicle inspection consistent with USAF security standards. The unit currently dedicates between 3-4 persons to search commercial vehicles prior to their base entry. An automated system that would reduce or remove the need for these individuals to conduct vehicle searches would free the manpower for other functions.
3. Drone capabilities within an airport environment for multiple applications including emergency response and security. Ideally the solution would involve a drone system that is incredibly simple to operate safely.
4. A user friendly/more automated security and surveillance camera system. [Ideally, a solution that utilizes Artificial Intelligence to alert to suspicious activities and or illegal behaviors such as fights or climbing fences.]
5. Virtual/augmented reality applications for law enforcement, security and ground combat patrols and training. A relatively hands-free heads-up display that patrolmen can utilize to access relevant law enforcement/ground combat data in a timely manner.
The Air Force is interested in exploring innovative technology domains that may not be covered in the list above, so this topic is intended to also be a call for open ideas and technologies that cover other related areas not currently listed (i.e. the unknown-unknown). This topic is meant for innovative solutions to be adapted in innovative ways to meet DoD stakeholders’ needs in a short timeframe and at a low cost.
