About this file
This document contains details on a federal contract opportunity and related Air Force request for proposals. The contract opportunity seeks innovative solutions for air operations support to the Pacific Air Forces Command located at Hickam Air Force Base in Hawaii. Key requirements include transportable fuel delivery systems that can rapidly offload fuel to aircraft in austere environments. The fuel storage containers must withstand varied conditions for extended periods and be transportable via cargo aircraft. In addition, efficient fuel pumping systems and multi-purpose storage containers are desired. The related Air Force request for proposals is a Commercial Solutions Opening seeking innovative capabilities priced under $30,000 to fulfill requirements and close capability gaps, though proposals over $30,000 will also be considered. The solicitation is issued by Joint Base McGuire-Dix-Lakehurst to acquire commercial products and services.

AOI -009 TITLE: PACAF Air Operations TECHNOLOGY AREA(S): Refueling Austere Airport Environment DESCRIPTION: PACAF, located at Hickam AFB in Hawaii, is responsible for conducting missions across the globe in support of a wide variety of operations in both congested civilian environments as well as hostile theaters of combat. Successful operations are heavily reliant on the ability to transport fuel to austere environments in a leave in place configuration. The Air Force has a number of specific challenges that require tailored solutions:
1. Transportable fuel that can be offloaded at an expedited rate to facilitate austere environments.
2. Highly efficient transportable pumping systems the can offload fuel to aircraft at high rates
3. Fuel storage that can withstand all types of environments for extended periods of time, transportable in a cargo aircraft.
4. Storage containers (20 or 40 foot connex) that have multiple applications.
The Air Force is interested in exploring innovative technology domains that may not be covered in the list above, so this topic is intended to also be a call for open ideas and technologies that cover other related areas not currently listed (i.e. the unknown-unknown). This topic is meant for innovative solutions to be adapted in innovative ways to meet DoD stakeholders’ needs in a short timeframe and at a low cost.
