About this opportunity
The Air Force Operational Energy Office (SAF/IE), under the Department of the Air Force Air Mobility Command, is seeking innovative commercial solutions for a dual-use turbofan propulsion system rated at 35,000-50,000 pounds of thrust. This Commercial Solutions Opening (CSO FA4452-25-S-C001) targets development of an engine suitable for both military applications—including re-engine/upgrade options for 221 C-17 Globemaster aircraft and future Blended Wing Body platforms—and commercial aircraft markets. Key requirements include 100% sustainable aviation fuel (SAF) compatibility, emissions compliance, entry into service by 2030, and production capacity reaching 40 engines per month by 2035 and 80 engines per month by 2037. Proposals will be evaluated using a two-step process where companies initially submit solution briefs limited to 5 pages or 15 slides, with selected companies advancing to submit detailed technical and pricing approaches; evaluation factors of equal weight include technical merit, importance to the agency, and price. Solution briefs for the initial Area of Interest are due March 13, 2025, at 1400 Central Standard Time, with the overall CSO remaining open until February 26, 2026, allowing for additional Areas of Interest to be issued.
This procurement carries no set-aside designation and represents a substantial market opportunity valued at $35-40 billion through 2045, supported by a planned DoD investment of $235 million from fiscal years 2023-2026. Awards are anticipated as either Firm-Fixed Price contracts or Other Transaction Authority agreements, with cost-sharing requirements mandating that non-federal sources contribute at least one-third of total prototype project costs. Foreign participation is prohibited at the prime contractor level, though subcontracting arrangements are permitted under International Traffic in Arms Regulations (ITAR). The work will be performed at Scott Air Force Base, South Drive, Scott AFB, Illinois 62225. Small businesses are encouraged to participate, and all submissions must remain unclassified, with inquiries directed to Contracting Officer Lisa Pendragon or Contract Specialist Captain Madison Tikalsky.
