About this file
This document outlines requirements for an Expeditionary Operations School and related federal contract opportunity. The Expeditionary Operations School seeks to train and educate total force Airmen for expeditionary operations through instruction on topics such as Phoenix Raven training, anti-terrorism, mobile command and control systems, fieldcraft, and contingency response. The school also maintains a repository of lessons learned and combat support tactics, techniques and procedures. The federal contract opportunity is a special notice commercial solutions opening conducted by Joint Base McGuire-Dix-Lakehurst to acquire innovative commercial items, technologies, and services priced under $30,000 to fulfill requirements and close capability gaps. Solutions are sought across domains such as learning, simulators, and drone detection, as well as a specific challenge involving a centralized information system for pre-deployment student processing.

AOI - 004 TITLE: Expeditionary Operations School TECHNOLOGY AREA(S): Learning, Simulators DESCRIPTION: The Expeditionary Operations School (EOS) mission is to train and educate total force Airmen for a broad spectrum of expeditionary operations today and tomorrow. The 421st Combat Training Squadron is dedicated to sustaining and exploiting the arsenal of Expeditionary Combat Support (ECS) AF Combat Support Tactics, Techniques and Procedures (TTP), arming graduates with the skills and confidence to effectively and safely operate in the expeditionary environment. The 421st instructor cadre is responsible for providing Phoenix Raven, Anti-Terrorism, Mobile C2 and C3 System, Fieldcraft and Contingency Response Training. The 423rd Mobility Training Squadron provides instruction in logistic readiness, deployment, maintenance, air transportation, aircrew resource management, and air mobility operations. The 423rd is the focal point for gathering life-saving multisource tactical lessons learned and AF Combat Support TTP Repository, refining and vetting them within a robust cross-functional community, then rapidly disseminating them to operational and training units around the world. World-class instructors provide credible, relevant, and unparalleled education to Combat Support, Force Protection and Mobility Air Force intelligence Airmen at all levels of the Air Force. The Air Force wishes to stay at the cutting edge of training & learning technologies and is looking to partner with innovative small businesses that may have solutions to Air Force challenges. The areas listed below are general challenge areas that the Air Force is interested in novel solutions:
1. Drone Detection Additionally the Air Force has a number of specific challenges that require tailored solutions:
1. Centralized Information System A solution to connect pre-deployement training student in-processing information systems with equipment/weapon issue. Students should scan their military ID, enter in some personal information, and the barcode on the military ID should connect to systems in the Armory and Logistics Compound (RFID/TC Max) to track everything issued.
This can also be used to ID any students potentially on a Do Not Arm (DNA) roster or duty limiting profile. The Air Force is interested in exploring innovative technology domains that may not be covered in the list above, so this topic is intended to also be a call for open ideas and technologies that cover other related areas not currently listed (i.e. the unknown-unknown). This topic is meant for innovative solutions to be adapted in innovative ways to meet DoD stakeholders’ needs in a short timeframe and at a low cost.
