AREAS OF INTEREST (AOI): AFFORGEN VR TRAINING SOFTWARE

1. General Information

1.1 AoI Background

As the Air Force shifts from the traditional deployment model to the new AFFORGEN system, new large scale training requirements have been implemented that culminate in wing scale exercises. These exercises require months of preparation, hundreds of man hours to coordinate and require multiple organizations from separate wings to execute. These exercises are complex enough to limit flexibility of training for individual service members who may be unable to attend these large-scale exercises for any reason, which may impact the ability of that service member to deploy. Without every member deployable, our overall combat readiness is diminished. The goal of this project is to develop a VR training simulation that enables individual members to participate in an exercise designed to target multiple of these exercise training requirements in a short period of time in a realistic environment.

2. AoI Constraints

1. The selected company/companies will be assigned an Air Force development/design project to develop a VR training simulation that incorporates training for inexperienced members, and an option for just the exercise for experienced members. Their solution shall describe the proposed approach to complete this project.

a. Air Force subject matter experts (SMEs) will be available for consulting during the contract period.

b. Information will be made available to the company on identified challenges.

c. Government strongly prefers a process that targets fielding solutions within 12-24 months of challenge recognition.

d. Government requires a solution that meets the following simulation parameters:

Scenario: "Operation Thunderbolt"

Location: Kandahar Airfield, Afghanistan

Objective: Your unit has been deployed to Kandahar Airfield to provide security and support for the base. As a member of the unit, you will be conducting a reconnaissance mission to identify potential threats and vulnerabilities in the base's communication, security systems. Your mission is to use your knowledge of radio communication etiquette, CBRN awareness, explosive ordnance hazard recognition, and defensive tactics to ensure the safety and effectiveness of the mission.

Simulation:

1. Begin by entering the virtual environment of Kandahar Airfield, where you'll find yourself standing near a communication center. You'll receive a briefing on your mission objectives and receive a radio transmission from your commander.

2. Use your knowledge of radio communication etiquette to respond to the transmission and establish communication with your commander.

3. Proceed to investigate potential CBRN hazards around the base, using your knowledge of detection principles, decontamination procedures, and protective equipment.

4. Identify and mark simulated CBRN contamination using the M50 CBRN protective mask components and principles of operation.

5. As you move through the base, you'll encounter various types of explosive ordnance, including air and ground ordnance, UXO, and IEDs.

Use your knowledge of recognition and safety precautions to avoid these hazards.

6. When approaching a suspected IED, use your knowledge of installation protective measures and UXO reports to determine whether it's safe to proceed.

7. If necessary, conduct a search and clear procedure using the 5 C's (Confirm, Clear, Cordon, Check, and Control).

8. As you complete your mission objectives, use your knowledge of LoW principles and Defensive Fighting Position techniques to establish a secure defensive position.

Debriefing: After completing the scenario, participate in a debriefing session where you'll review your performance and discuss any challenges or areas for improvement. This will help reinforce learning outcomes and provide feedback for future training exercises.

The training simulation should have two experience levels, inexperienced would have the applicable training for each of these scenarios and experienced would omit the training and allow for immediate participation in the exercise. The simulation should have some level of variability and adaptation to the user.

The training simulation should be designed for utilization on a VR treadmill with full range of motion and movement within the simulation.

2. Pricing Strategy

a. Contractor will be issued a firm-fixed price award.

3. Location: Performance at JBMDL NJ, while development will be performed at the company’s office location.

a. Lodging and transportation: The Company will be responsible for all travel and lodging costs.

b. Security requirements: All projects, data, and discussions will be unclassified but will contain controlled unclassified information. Ensure all contractors working within the AoI are eligible and compliant with National Agency Check with Inquiries (NACI).

c. Platform environment and software applications must be compatible to operate within the FEDRAMP Federal Information Processing Standard (FIPS) 199, moderate impact level security requirements.

3. Submission Requirements A written solution must be sent via e-mail submission by 11:59 PM (EST), 30 September, 2024, with subject line stating AOI 022 – AFFORGEN VR Training Software to 87CONS Christina Vargas at christina.vargas.1@us.af.mil and Jeremy Botkin @jeremy.botkin@us.af.mil. **Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.
