About this opportunity
The Marketplace for the Acquisition of Professional Services (MAPS) is a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by Army Contracting Command-Aberdeen Proving Ground (ACC-APG) in collaboration with Program Executive Office Enterprise to procure knowledge-based professional services across five domains: Engineering, Logistics and Operational Services (NAICS 541330); Management and Advisory Services (NAICS 541611); Research, Development, Test and Evaluation Services (NAICS 541715); Emerging IT Services (NAICS 541512); and Foundational IT Services (NAICS 541519). The Department of the Army is seeking to establish a flexible contracting vehicle that consolidates the ACC-APG Responsive Strategic Sourcing for Services (RS3) and Product Lead Digital Market's Information Technology Enterprise Solutions-3 Services (ITES-3S) contracts. Offerors must pass mandatory screening requirements including active SECRET facility clearance, ISO 9001:2015 or 2013 certification, CMMC Final Level 2 certification or higher, Government-determined acceptable systems (accounting, purchasing, and property management for certain business sizes), and acceptable CPARS performance ratings. Evaluation is based on government-approved systems and certifications, past performance through Qualifying Projects assessed on recency, relevance to domain technical capabilities, NAICS alignment, performance quality, dollar value, passthrough rates, and for certain contract types vacancy and time-to-fill metrics, with price reasonableness analysis applied only to the highest-rated proposal. The solicitation release is estimated for late March/early April 2026, with proposals due by the end of April 2026 and awards expected by the end of July/beginning of August 2026.
This solicitation contains no set-aside designation for specific socioeconomic categories at the overall contract level, though the Government intends to award approximately 70 contracts per domain with specific reserve allocations: at least 30 Large Businesses (with 15 reserved for Emerging Large Businesses), 25 Small Businesses, and 15 Commercial-Sector Vendors per domain. There are no identified incumbent contractors in this notice. The estimated contract value is substantial but unspecified in total; however, the minimum guarantee is $100 per awarded contractor, with proposals requiring a fixed-price submission of $50 to $100 for attendance at a mandatory Government-hosted virtual post-award conference. The base ordering period is five years with one optional five-year extension available, creating a potential maximum 10-year ordering period with services to support Army customers, Portfolio Acquisition Executives, Capability Program Executives, the Department of War, and other federal agencies for worldwide operations within CONUS and OCONUS locations. Performance will take place at Aberdeen Proving Ground, Maryland, with services to be delivered globally as required by Army customers.
