MAPS - Large Business RFP Scorecard Summary
This document is a Request for Proposal (RFP) evaluation scorecard for the MAPS (Large Business) contract opportunity. The scorecard establishes gate criteria and a comprehensive scoring methodology totaling 110,000 available points. Gate criteria require offerors to demonstrate: (1) submission of all required documents per RFP Section L.1; (2) an active facility clearance at the SECRET level or higher; (3) current ISO 9001:2015 or ISO 9001:2013 certification; (4) CMMC Final Level 2 (self) certification or higher; and (5) acceptable CPARS performance ratings, with Large Businesses excluded if 5% or more element ratings are MARGINAL or below over the past three years. Failure to meet any gate criterion results in proposal rejection without further evaluation.
The scoring evaluation comprises nine assessment areas worth up to 110,000 points: Government Approved Systems, Agreements and Certifications (5,000 points for Approved Rate Agreements, Estimating Systems, Earned Value Management Systems, and Property Management Systems); Certifications (up to 5,000 points for TOP SECRET Facility Clearance, CMMC Level 2 certification status, and ISO/IEC 27001:2022 certification); and Past Performance criteria evaluated across three Qualified Projects (QPs), including Recency (3,000 points), Relevance to technical capabilities (15,000 points), NAICS alignment (3,000 points), Performance Quality based on CPARS/PPQ ratings (21,000 points), Dollar Value of contracts (9,000 points), Vacancy Rate (30,000 points), and Time to Fill Rate (21,000 points). Offerors self-score proposals, with government verification of all scoring determinations.
