About this file
This is a Small Business scorecard attachment (MAPS - Attachment 0002) for a federal contract RFP evaluation.
Section 01 contains gate criteria that are mandatory pass/fail requirements. Offerors must be Service-Disabled Veteran-Owned Small Businesses and meet all submission requirements per RFP Section L.1. Additional gate requirements include: active SECRET facility clearance with supporting documentation; ISO 9001:2015 or ISO 9001:2013 certification with verification from an approved certification body including point of contact information; and CMMC Final Level 2 (self) certification or higher with documentation from the Supplier Performance Risk System (SPRS). Offerors must also demonstrate acceptable CPARS performance, with Small Businesses excluded if five or more element ratings are MARGINAL or below across five identified NAICS codes over the last three years. Failure to satisfy any gate criteria results in proposal rejection without further evaluation. Additional small business socioeconomic status questions address Women-Owned, Historically Underutilized Business Zone, 8(a), and Small Disadvantaged Business certifications.
Section 02 is the scoring scorecard with eight evaluation criteria totaling approximately 96,000 maximum points. Evaluation areas include: Government Approved Systems, Agreements and Certifications (6,000 points for rate agreements, purchasing, accounting, estimating, property management, and earned value management systems; 1,000 points for TOP SECRET facility clearance; 1,000-2,000 points for CMMC Level 2 and ISO/IEC 27001:2022 certifications); Past Performance evaluated through three Qualified Projects (QPs) assessed on recency (1,000 points each), relevance/technical capability alignment (5,000 points each), NAICS alignment (1,000 points each), performance quality ratings based on CPARS/PPQ data (7,000 points each), contract dollar value thresholds (3,000 points each), and vacancy rate performance (10,000 points each).
