About this file
This document is a presentation from the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) for an Industry Day held on January 28, 2026, covering both an industry update on upcoming opportunities and a pre-solicitation meeting for the Marketplace for the Acquisition of Professional Services (MAPS) contract.
The ACC-APG Industry Update portion presents upcoming opportunities across multiple divisions. Division A (C5ISR Center, OSBP, NSEC FFRDC) is pursuing a Non-Kinetic Effects (NOKE) competitive opportunity on Responsive Strategic Sourcing for Services (RS3) with a $47 million IDIQ, estimated RFP February 5, 2026 and award May 30, 2026, as well as a Command and Control (C2) Technology Innovation and Integration opportunity with estimated RFP February 13, 2026 and award March 31, 2026. Division B (PEO C3N) has a Public Safety Answering Point (PSAP) Modernization opportunity valued at approximately $100 million with a TBD solicitation release and Q3 FY26 estimated award. Division C includes multiple opportunities: PD Aerostat Persistent Surveillance System-Tethered (PSS-T) valued at $850-$950 million; PM EW&C Modular Electromagnetic Spectrum System (MEMSS) valued at $65-$100 million; PM EW&C Future Capabilities MA IDIQ valued at $800-$950 million; and PM EW&C SETA RS3 Fair Opportunity valued at $200-$300 million. Division D covers Purpose-Built Attritable System (PBAS) with TBD value, Army Training Models (ATM) valued at $40-$60 million with WOSB set-aside, and Small Arms Protective Inserts (SAPI) valued at $30-$40 million with HUBZone set-aside. The Installation and Technology Division includes opportunities for CISCO SmartNet COTS licenses ($55-$65 million), Sonar Source COTS licenses, Post-Wide Minor Construction Recompete ($110 million with 8(a) set-aside), and DeCA Point-of-Sale Modernization initiatives. DC3oE is supporting Army Open Solicitation (AOS) with an average processing time of 18 days and has issued 10 awards since May 2025.
The MAPS pre-solicitation meeting details a new professional services IDIQ contract with solicitation release estimated for February 2, 2026, proposal due date March 4, 2026, and award expected June 2026. MAPS will be awarded to 50 awardees per domain across five domains: Technical Services (NAICS 541330), Management and Advisory Services (NAICS 541611), Research Development Testing and Evaluation (NAICS 541715), Emerging IT Services (NAICS 541512), and Foundational IT Services (NAICS 541519). The domain breakdown reserves 15 awards for Large Business, 10 for Commercial-Sector Vendors (CSV), and 25 for Small Business (including 5 SB, 4 WOSB, 3 SDVOSB, 3 HUBZone, 5 SDV, and 5 8(a)). Offerors may submit up to three Qualifying Projects (QPs) per domain, valued at minimum $2.5 million with minimum one year of performance and NAICS alignment. Gate criteria for Large Business include Secret Facility Clearance, Accounting System, Purchasing System, ISO 9001:2015 or 2013, CMMC Final Level 2 (Self) or higher, and no more than 5% Marginal CPARS ratings. Small Business requires Secret Facility Clearance, Small Business Certification, ISO 9001 certification, CMMC Final Level 2, and no more than 5 Marginal ratings. Commercial-Sector Vendors must be confirmed as commercial, have CMMC Final Level 2 (Self) or higher, and maintain SAM.gov registration. Evaluation emphasizes past performance through QP evaluation including recency, relevance (technical capabilities), NAICS alignment, dollar value, performance quality, vacancy rate (targeting 0% for maximum 10,000 points), and time to fill rate (targeting 30 days or less for maximum 7,000 points). One contract per entity per domain is permitted; the government reserves unilateral off-ramp rights for nonperforming contractors based on criteria including contractor-induced overruns, unsatisfactory CPARS ratings, average vacancy rate of 10% or more, average time to fill of 60+ days, small business commitments within 5% not met, and CMMC requirements not met. All proposals must be submitted via the Digital Market Portal at https://chess.army.mil/proposal/default/index with maximum 5MB PDF attachments per volume. Proposals require: Attachment 0001 (Cover Letter), Attachment 0002 (Self-Scoring Scorecard for each domain), Attachment 0003 (Systems, Agreements and Certifications), up to 15 Attachment 0004s (Qualifying Projects, up to 3 per domain), and for Large Business only, one Small Business Subcontracting Plan.

The next Army Intelligence Data Platform (AIDP) will consist of a single foundation with one coherent SW continuum at all echelons, in the cloud and on edge devices, that will provide modular, an adaptable software suite of essential capabilities across the Intelligence Warfighting Function (IWfF).
•Serve as a scalable, flexible and resilient intelligence platform, capable of supporting dynamic operational needs while maintaining robust accessibility and adaptability, and a future-proof intelligence framework that enhances operational effectiveness at every echelon
•Provide a comprehensive suite of intelligence tools and services to support analysis, decision-making, and operational effectiveness
•Delivery post prototyping: Rapid iteration and delivery of a Minimal Viable Capability Release (MVCR) of a modular foundation for the next Army Intelligence Data Platform.

Problem Statement
Given that the fielded Army intelligence solution operates solely through an enterprise cloud-based system that allows users to perform Intelligence Warfighting Function (IWfF) tasks. The existing solution lacks a cohesive, integrated approach for operating from the Enterprise Cloud to the Tactical Edge (Denied, Degraded, Intermittent, and Limited network connectivity), across multiple security domains (Secret and Top Secret), with a common user interface, supported by seamless, lossless, near-real time data sharing.
How does the Army fill these capability gaps to support the Army IWfF from an Enterprise Cloud to the Tactical Edge and provide military intelligence capabilities and information to Next Generation Command and Control (NGC2) and Army mission command systems?
