About this file
This is a Questions and Answers document from an Army contracting industry briefing that addresses federal contract opportunities and acquisition strategy across multiple divisions and program offices.
The document covers numerous contract vehicles and opportunities managed by ACC-APG (Army Contracting Command-Aberdeen Proving Ground), including new initiatives for C2 Technology Innovation and Integration, AIDP-Next (Cloud to the Edge), PM EW&C (Electronic Warfare & Cyber), and various SETA (Systems Engineering and Technical Assistance) contract consolidations. Key details include: the C2 Technology Innovation effort is a new contract releasing on RS3 with a draft RFP available to RS3 IDIQ holders; AIDP-Next will be published on Army Open Solicitation with requirements to be refined and presented at an Industry Day on February 12; PM EW&C SETA actions will release on RS3 with fourth quarter FY27 award; PM PNT SETA is strategically paused; and NAVWAR SA is currently paused. The briefing discusses ACC-APG's emphasis on demonstrations and live pitches over written proposals, streamlined evaluation processes using AI tools, and consolidation of SETA contracts for operational efficiency. Several opportunities have associated industry days, with registration and details available on SAM.gov. The Army is moving contracts back from GSA vehicles to ACC-APG and RS3 due to cost savings. Division D efforts include support for ATEC (Army Test and Evaluation Command) and consideration of MAPS as a vehicle for ITSS and other contracts. Additionally, the document addresses the Army Open Solicitation platform, CMMC compliance requirements, bailment authority for software testing, and provides contact information for specific program managers and points of contact across various initiatives.

Question Answer Is there an Incumbent contract or contracts for C2 Technology Innovation and Integration work? No. This is a new contract Who is the poc for the APEX accelerator? John Favara - john.s.favara.civ@army.mil
Will ACC APG also continue to use Vulcan for CSOs?
Vulcan is an excellent platform for posting new calls for solutions. You will typically see new ACC-APG calls first announced under the AOS sam.gov posting, with a link to the individual call instructions. Some of the links take you to a unique sam.gov posting, some links take you to a platform like Vulcan.
Is there an effort to keep SBIR mills out of these newer avenues for engagement ACC-APG is pushing to incorporate demonstrations and live pitches whenever possible in new acquisitions, rather than rely on written responses. This ensures we are truly rewarding contractors with real capability.
Please clarify that the Army is telling industry we are not allowed to protest on contract awards no matter the reason?
We are not saying that at all. It is absolutely your right to protest, the ask is simply that Industry partners not submit a protest simply to gain additional months of performance.
How do you intend to release the RFI for the PNT solution? SAM.gov
Can you share any rationale as to why some opportunities are released through CSO as opposed to IDIQ?
Generally, this decision is made based on what market research informs you about an effort. Typically, CSOs are seeking unique innovative solutions to general problem statements, or SOOs. Competitions under an IDIQ are more suited when requirements are known/enduring. (Can you share any rationale as to why some opportunities are released through CSO as opposed to IDIQ?)
For opportunities that will be evaluated using FAST TRACK, will the government provide guidance in the RFPs on how they will be using these tools Yes.
What approaches are being considered to prevent Large Businesses who perform over $50M of Defense contracts to classify as a non-traditional contractors?
The definition of non-traditional contractor is codified in law. We ensure our contracting teams are trained in this understanding to ensure we are compliant.
Division C - Is PM PNT SETA in your portfolio? It was expected out Dec/Jan. Any update on timeline? This effort has been strategically paused.
For Division C, what contract vehilce will these be released on? The SETA actions will be released on RS3, AOS will be utilized for many of the PM EW&C requirements Did you provide an update on the EW&C SETA contract? If so I apologize! Yes, FY27 award, 4th QTR solicitation did you say the industry day on 02/12 is going to virtual? Yes, AIDP Next Industry Day will be virtual Is this AIDP-Next effort the same as the AIDP Cloud to the Edge opportunity? Yes What vehicle will AIDP be published on? Army Open Solicitation Div C - any update on NAVWAR SA? NAVWAR SA is currently paused When will registration open for Industry Day? For AIDP the RFI for Industry Day was released on 26 JAN on Sam.gov
How are you ensuring the PBAS meets the Blue List requirements and NDAA?
The program is in contact with DCMA Special Programs Unmanned Systems (US-X) who runs Blue List tracking. For NDAA, vendors need to have a plan in place with Blue List, UAS Marketplace, etc. for NDAA compliance for awards.
PBAS: any connection or use of SkyFoundry, a new pilot program to rapidly design, develop, test, and mass-produce small unmanned aircraft systems (drones) domestically. The program is in contact with SkyFoundry for potential opportunities.
Div C - any update on NAVWAR SA? No new updates, the action is currently on-hold.
How are the DoW-wide SLA's coordinated with the Army CIO and PEO E resources dedicated to handle these efforts?
All organizations work closely to verify no overlap and determine which agency is the appropriate agency to take lead in development of any DOW-wide SLA's.
with the emphasis on oral presentations; does the government anticipate having proposal teams travel and conduct their proposal/pitch in person?
Our contracting teams take the cost to contractors to participate in events like this seriously. For some procurements, live in person is necessary, however there are many effective ways to execute oral presentations over video calls such as Microsoft teams.
Would you have an update on the PM C&S SETA contract? Is it still in protest? This effort is no longer in protest and is expected to be awarded early next month.
DECA awarded an OTA last year, are these DECA opportunities new opportunities or mods to the existing effort? These are 2 new opportunities and are not expected to be mods to the existing effort.
any est value for DeCA The mission partner is still developing their Independent Government Estimate (IGE). Once that is completed, an estimated value for each of the efforts will be released.
For the PM Data & AI white papers, will the call for white papers be requested on sam.gov?
For PM Data & AI, the updates to the CSO will allow for more submissions of capabilities against open topics. These updates will be on sam.gov.
BG Chaney said that all AI work was going to CPE C3N. Is AIDP-Next moving to CPE C3N? AIDP is not moving. It is staying with CPE IEW&S.
Can you talk more about the Prize Authority and how you may leverage it? More to follow on Prize Authority, look for an update to the AOS.
Since PEO Soldier became CPE Ground, will Division D still support actions out of the former PEO Soldier?
It is anticipated that the Contracting Officer/Contract Specialist will continue to support the programs they are currently supporting for the time being. Any updates will be communicated to industry as we become aware of any changes
Per DECA, where can we find further explanation of reverse engineer front end commissary experience, digital models to improve wait times?
Please reach out directly to Rebecca.j.peterson20.civ@army.mil and I will get you in touch with the POCs to provide additional information is there a POC for Sky Foundry

Is the Government's move to greater use of GSA instruments having any impact on when (or if) the contracting office uses RS3 as opposed to a GSA vehicle?
We've actually had a lot of success moving contracts back to ACC-APG versus GSA. Cost savings reasons due to fees. We're still gonna have success with contracts like RS3 and and specifically in my area, we've moved contracts back off of GSA to to ACC-APG and the R3 contract
Please reconsider the date of the C5ISR Center Expo. The dates conflict with AFCEA TechNet Augusta We will pass that information along to the CFC 5 ISR Center.
Will there be an industry day for RS3-25-0035 PdM M2S2? TBD. More to follow.
what contract vehicle is planned to be used for the C2 ESI opp? this wil be on the RS3 vehicle.
18-19 August 2026 in the middle of AFCEA Technet Augusta We will pass that information along to the CFC 5 ISR Center.
will the C2 Tech Innovation be solicited under RS3? Yes.
Is theC2 Technology Innovation & Integration Draft RFP on sam.gov? The DRAFT RFP was released to the RS3 IDIQ contract holders.
Do these BAAs and the Army Open Solicitation have small business set asides? Can any of these opportunities do the job SBIRs were doing before in terms of helping small businesses conduct high risk R&D? OTAs can be awarded off of BAAs, which can be helpful to Small Businesses.
Is there a current incumbent on C2 Technology Innovation and Integration? There is no incumbant. The draft RFP is released and open on SAM.gov. Please submit this question.
what contract vehicle is planned to be used for the C2 ESI opp? ESI Tasks all align and support Department of the Army iniativies.
Will a new org chart for C5ISR Center be distributed? Please see attached C5ISR Center Overview
Is there any thinking around moving pending SBIR topics over to a SAM-published BAA or AOS?
Not that we are tracking. Recommend reaching out to the Army Fuze Office as they handle SBIRs:
https://fuze.army.mil/
In the April 2025 APBI, there was one planned opportunity briefed for C5ISR Center EAR SETA. Is this requirement being reconsidered or included with another broader opportunity? This effort is still a planned procurement, be on the lookout for updates from our office in the near future
Are there any updates on CPMod EIF, and does the army still plan on a Amry wide contract for EIF of NGC2 capabilities
Regarding NGC2, we want to make sure we're keeping well informed of where industry is going and making sure we're seeing the latest capability briefs and have a method to review, evaluate and provide feedback to companies submitting capabilities. It is not a new funded activity, but we want to be ready to go when we can add additional funding into the different capabilities.
How is the re-organization of PEOs to PAEs impacting you procurements? Are the program offices under former PEOs being shuffled into PAEs? Are you finding procurements being cancelled as a direct result?
The U.S. Army's reorganization is designed to significantly accelerate procurement by consolidating twelve offices into six, unifying accountability, and empowering leaders with greater decision-making authority. While procurements are not being cancelled as a direct result of this reorganization, the new framework enables the Army to more efficiently make portfolio-wide decisions, including divesting from outdated systems as part of its broader modernization goals. This reform emphasizes speed, efficiency, and an increased reliance on commercially available solutions to equip soldiers more rapidly.
How will the ESI tasks be staffed with the Army-wide efforts from HQDA? WIll there be overlaps? ESI Tasks all align and support Department of the Army iniativies.
can you all at some point today advise on how you decide if something is a new requirement or an incumbent based requirement. The C2D effort has people doing that work right now and the appearance of calling it "new requirement" presents the wrong optics to industry. There is several new requirements as a part of this effort, as well as some current efforts.
What is the timeline to consolidate SETA contracts and on what IDIQ/Contracting strategy will be used? Already started the conversations. The IDIQs used will be situation dependant. More to follow.
Is there more information on the LCAT tool? First heard of this.
The LCAT Tool, also referred to as the ACC-APG Vendor Report or Vendor Report Tool, is something that was implemented here at ACC-APG last year. The purpose of the tool is to support post-award analysis of Invoiced labor rates against proposed labor rates, ensuring that what was proposed is what is actually being charged during performance. The APG Vendor Report is required for all Contracts that contain Cost Plus Fixed Fee Term CLINs issued out of ACC-APG.
With the consolidation of SETA contracts, there is a risk that smaller companies will not have past performance aligned to the size of the new effort. How are you mitigating this? Tracking as a possible concern. It is being dicussed as we determine what the future looks like.
Do you expect this consolidated SETA opportunity to be released on RS3? Possibly. It will be situation dependant.
what have been the greatest challenges with the LCAT tool?
Some challenges include, but are not limited to:
- consistency with submissions
- Initial training for the vendors can be difficult
- system is not set up to distinguish between regular time, overtime, shift, etc for the same labor category
Will you solicit for the ALTESS Opportunity? It's on RS3 forecast. Please check with PEO Enterprise as that is their requirement.
Regarding Division B consolidation of contracts--will this also impact existing contracts, or will this only be for new contracts? You mentioned being on lookout for new contracts, but how will this be rolled out for the current contracts?
This consolidation will potentially impact existing contracts, but it's still too early to tell. Across ACC-APG we are looking at spend and researching the cost/benefit to consolidation where it makes sense. Nothing specific on any SETA contract for the CPE at this time. We will make sure we communicate with our industry partners along the way.
is DOGE the reason for the contract consolidation? Not necessarily; operational efficiency is the primary driver.
Can you elaborate on the ORALS presentations, format, etc This will be dependant on the specific solicitation.
What does SETA Contract Consolidation mean for Small Businesses? Contract consolidation typically involve merging SB contracts into 1 Large SETA contract which is another risk to eroding the DIB of small businesses.
Of note, other Army organizations, break up SETA contracts into smaller tasks to advantage small innovative businesses. Tracking as a possible concern. It is being dicussed as we determine what the future looks like.
Can you clarift the CPE C3N Contract consolidation comment. Is it a consilidation or moreso an alignment with the new org structure
The focus is on consolidating and reducing the volume of contracts to gain better visibility and control over the full SETA portfolio. This effort aligns with the new organizational structure, but the driver is operational efficiency rather than structural realignment alone.
Do you anticipate that SETA consolidation will have impact to small businesses if smaller SETA contracts grow beyond their scope? Tracking as a possible concern. It is being dicussed as we determine what the future looks like.
Will you solicit for the ALTESS Opportunity? It's on RS3 forecast. Please check with PEO Enterprise as that is their requirement.
Does the consolidation also include not renewing existing contract options?
Possibly. Across ACC-APG we are looking at spend and researching the cost/benefit to consolidation where it makes sense. Nothing specific on any SETA contract for the CPE at this time. We will make sure we communicate with our industry partners along the way.
For consolidation, do you anticipate these to be small business set asides, or, are you actually planning to bundle contracts and offer larger ceilings?
Across ACC-APG we are looking at spend and researching the cost/benefit to consolidation where it makes sense.
Nothing specific on any SETA contract for the CPE at this time. We will make sure we communicate with our industry partners along the way.
Can you expand on what you mean when you say "streamline evaluation process"?
By streamline the evaluation process we are looking at processes and tools to assist with faster evaluations and making awards faster. It includes, but is not limited to, things like: limiting the number of evaluation factors, oral presentations, demonstrations, use of AI tools, phased evaluations, etc.
Will specific details of the consolidation of the SETA contracts be provided at the APBI in April? Keep in mind industry typically works on teaming at least 1 -2 years in advance of the final RFP.
Possibly. Across ACC-APG we are looking at spend and researching the cost/benefit to consolidation where it makes sense. Nothing specific on any SETA contract for the CPE at this time. We will make sure we communicate with our industry partners along the way.
The LCat tool has been in use for over a year, what outcomes are you seeing?
Outcomes have been very positive. Identified thousands in overbilling; have recovered tens of thousands of dollars that the Army can use to procure additional capability how many Smalll business SETA contracts government planning to award in this fiscal year under RS3 Unsure at this point.
Can you expand on what you mean when you say "streamline evaluation process"?
By streamline the evaluation process we are looking at processes and tools to assist with faster evaluations and making awards faster. It includes, but is not limited to, things like: limiting the number of evaluation factors, oral presentations, demonstrations, using AI tools, phased evaluations, etc.
Would you be able to briefly cover the PSAP modernization opportunity again?
The PSAP opportunity has already been solicited and is currently undergoing evaluation. Unable to expand further at this time.
What industry engagement is planned if industry days are not? It is hard to get mission partner meetings to understand focus and modernization efforts. Any Industry engagements or Industry Day events will be publicized through SAM.gov
What’s the target end-state for SETA consolidation (fewer IDIQs, larger scope task orders, new vehicles)?
Across ACC-APG we are looking at spend and researching the cost/benefit to consolidation where it makes sense.
Nothing specific on any SETA contract for the CPE at this time. We will make sure we communicate with our industry partners along the way.
What is the impact to the Secretary of War, message about 8(a) contracts More to follow.
Has a determination been made on whether the existing IMCS IDIQ will remain or move to the MAPS contract? MAPS questions will be addressed separately. Please monitor the MAPS posting(s) on SAM.gov The link https://peoiews-events.com/alt/ comes up as domain for sale. Is there an updated link to register for the industry day? Try this link: https://peoiews.army.mil/industry/ When will the AIDP-Next PM IS&A be released? Late March Can you share any rationale as to why some opportunities are released through CSO as opposed to IDIQ? Market research and the requirement inform Government decisions on the type of contract vehicle selected Regarding Division B consolidation of contracts--will this also impact existing contracts, or will this only be for new contracts? You mentioned being on lookout for new contracts, but how will this be rolled out for the current contracts?
Across ACC-APG we are looking at spend and researching the cost/benefit to consolidation where it makes sense.
Nothing specific on any SETA contract for the CPE at this time. We will make sure we communicate with our industry partners along the way.
As part of the streamline evaluation process, is the government leveraging AI tools to assist with the evaluation? Yes, AI Tools may be utilized Does the Government intend to conduct any on-ramps for the Aerostat MATOC, since this was awarded straight from RFIs? We do not intend to do so, but we do have the capability to do so if needed The previous speaker mentioned an "important PMPNT SETA effort is currently on pause" - is that the draft PM PNT RFP currently out on RS3?
Yes. This effort is paused for approximately 9-12 months, the effort is not cancelled. The RS3 number associated with this effort was cancelled, a new number will be obtained when the effort is un-paused.
Will AIDP-NEXT require a TRL level for the call for solution?
The Government is currently refining its requirements. Additional information will be provided at the AIDP Next Industry Day on 12 Feb
Re AIDP-NEXT multiple security domains, what cross domain solution is currently in use or planned?
The Government is currently refining its requirements. Additional information will be provided at the AIDP Next Industry Day on 12 Feb
On which vehicle do you expect to release the RFI for PM EW&C future capabilities?
Will not be released on an existing vehicle; will be on a new multiple award IDIQ contract or potentially two separate contracts per for AIDP, what is the timeline for white paper submission to MVCR demostration? This is still pre-decisional what are the core capability gaps you are seeking to close with next AIDP?
The Government is currently refining its requirements. Additional information will be provided at the AIDP Next Industry Day on 12 Feb
How is this related to the C5ISR MOBILE (mulit-cloud) intel opportunity? AIDP-Next is a separate requirement and not related contractors have received criticism for using AI to generate proposals and white papers. Now you are announcing AI evaluations. will you announce the AI tools you are using? There's a pilot program going live for AI Fast Tack and we're typically usig AI to streamline our evaluation process how with the AIDP-Next work collaborate with the other Big Data efforts the Army has underway?
The Government is currently refining its requirements. Additional information will be provided at the AIDP Next Industry Day on 12 Feb
Will AIDP Next seek complete solutions only, or may partial solutions be offered?
The Government is currently refining its requirements. Additional information will be provided at the AIDP Next Industry Day on 12 Feb
What approaches are being considered to prevent commercial companies without any Army or DOD experience who perform commercial work to classify as a non-traditional contractors?
The Army is not considering approaches to prevent commercial companies without prior DoD experience from being classified as non-traditional contractors because the classification is not based on experience.
How is this related to the C5ISR MOBILE (mulit-cloud) intel opportunity? AIDP-Next is a separate requirement and not related For AIDP-Next will the Government consider evaluating software development capabilities in general instead of just targeted at specific platforms
The Government is currently refining its requirements. Additional information will be provided at the AIDP Next Industry Day on 12 Feb
Is this AIDP-Next effort related to the C5ISR MOBILE (mulit-cloud) intel opportunity? AIDP-Next is a separate requirement and not related Can you please provide the incumbent companies and subcontractors on each deal that is presented today and in the future or post it on your web site? No.
Will the Government please publish restructured Org Charts for the PAE's and the tracability from what was to what is in the organization structure? More to follow. In progess.
For ATEC, we thought ATEC IT would be discussed here. Can you give an update on that opp Our previous strategy was a multiple award IDIQ, with the way we are streamlining and leveraging existing vehicles, we are considering shifting away from a stand-alone IDIQ and looking into utilizing MAPS
Any information on Army Evaluation Center or other ATEC support contracts? Whenever we have things that come out we will update on our SAM.gov posting; keep an eye out on our postings, SAM.GOV says ATEC ITSS Contract will move to MAPS; however, MAPS is not awarded yet and will likely be protested. Do you anticipate the acquisition plan changing to something off of MAPS?
Time will tell; we are looking to leverage what makes sense, the requirements are still a ways out, we have options left, etc. We will look at other potential options and it's far enough into the future that we can pivot if we need to
For Division D, what is the status of Soldier Medical Devices (SMD), Force Integration Division (FID) resolicitaiton? SMD is a Natick partner, reach out to Camile the Division Chief or reach out to your customer, COR under SMD.
Did you provide an update on the EW&C SETA contract? If so I apologize! Same for INFORMATION TECHNOLOGY SUPPORT SERVICES FOR THE UNITED STATES ARMY TEST AND EVALUATION COMMAND HEADQUARTERS (ITSS)(HQ ATEC)? None at this time.
What vehicle is anticipated to procure the ATM requirement? Full and Open after exclusion of sources; woman-owned set aside, we will not be using a vehicle like GSA/RS3, DoW hasn't yet deviated to the RFO part 15 - do you expect that to happen at any point soon impacting any of these opportunities? Particularly with the Highest technically rated with a fair and reasonable price approach?
Based on the ongoing "Revolutionary FAR Overhaul" (RFO), the Department of War (DoW) is not expected to deviate from FAR Part 15 in a way that negatively impacts the "Highest technically rated with a fair and reasonable price" approach.
Do you have any examples of how you're making trade off decisions less complex? Or are there recent requirements we could reference that engage in making trade off decisions less complex?
We are looking to reduce the amount of factors and subfactors, more gated criteria (go/no go/pass/fail type situation), things like that.
Would someone please restate the date and focus of the upcoming TEM? TEMs is 1/30/2026 so OBE.
What is the trend to shift from SBSA SAIDIQ to RS3/MAPS where you have less flexibility on the ebbs and flows of ATEC/AEC work (i..e ITSS, DCSS, AECSS) There is a preference to utilize existing IDIQs for efficiency and savings.
Who is handling PD-ALTESS? Please check with PEO Enterprise as that is their requirement.
With extensive UAS capabilities that exist in industry, what is your recommendation to connect with PBAS leaders to gain a better understanding of what capabilities and technologies they plan to integrate and/or improve? Please reach out to CPE Soldier personnel supporting these types of requirements. jason.c.mccoy14.civ@army.mil Any updates on the Integrated Test and Evaluation Support Services ID/IQ requirement supporting AEC? Not at this time.
That was only WOSB? Not sure what the question is referencing. Unable to answer.
Who's watching all the SB participation on contracts by large primes The Contracting Officer and the COR.
Regarding the DeCA Front-end Assessment, if information from that influences the POS modernization, why release them simulatenously?
The team is still in the very early stages of the acquisition process, and the timelines shared so far are only rough estimates intended to help frame the overall effort. As we continue to refine requirements and gather additional information, those timelines will naturally evolve.
With respect to the DeCA Front‑End Assessment and the POS Modernization effort, the two activities are being released simultaneously to maintain momentum across both workstreams. While insights from the Front‑End Assessment may ultimately inform aspects of the POS modernization, we do not expect the early release to create conflicts. Instead, it allows industry to begin engaging with both efforts while we continue shaping the details. As the assessment results mature, they will be incorporated into the modernization strategy in a deliberate and structured way.
RE the AOS: the conops the ACC presented included a commitment to openess and a portal for metrics, awards and past awards. This has not happened. Please provide status on a path forward.
ACC-APG is working towards a portal. Circumstances outside of our control including early FY furlough and lack of FY26 budget have impacted our ability to execute as expected.
Div C - any update on ERIS? The Government is currently in evaluations with a projected award date in March FY26 Will ACC-APG be providing updated org charts to match with CPE changes? More to follow. In Progess.
Could you post the TEM registration link, pls TEMs is 1/30/2026 so OBE. [[don't know if link was posted]] Chris F added in-person registration is limited to one person but virtual attendence all day.
Can ACC APG share the AOS' that have been awarded?
Awards have been made under the following Calls for Solution: Low Altitude Stalking and Striking Ordnance (LASSO) Rapid Prototyping, Artificial Intelligence (AI) Use Case: Smart Contracting Initiative, Maritime Communication Accessory Suite Block II (MCAS BLK II). Awards have been made for the following Active Capabilty Gap submissions:
Rapid Data Modernization for Supply Chain Operational Effectiveness, Army Open Solicitation ACG Supply Chain, AI- Enabled Sensing, PdM-SBMC & USAREUR-AF Mission Planner.
Can you discuss the CMMC requirements.
The Cybersecurity Maturity Model Certification (CMMC) is a program developed by the Department of Defense (DoD) to standardize cybersecurity practices and protect sensitive information across the defense industrial base (DIB). his framework ensures that contractors and subcontractors have the necessary security controls to safeguard Federal Contract Information (FCI) and Controlled Unclassified Information (CUI).
The CMMC program is currently in a phased rollout, and compliance will be a requirement for bidding on and winning DoD contracts.
Can the ACC provide ANY feedback on industry submission on capability gap submissions? Ie why would industry do this, is this falling on deaf ears?
Awards have been made under the active capability gap side of AOS, so there is evidence of the usefulness of submission. ACC-APG is working towards a portal. Circumstances outside of our control including early FY furlough and lack of FY26 budget have impacted our ability to execute as expected.
Will you be using OneGov for procuring software, and how will OneGov integrate with Installation & Technology Division
At this time, OneGov is a secondary resource for the Army. Army policy in AFARS 5139.101-90 makes CHESS the mandatory first source for all commercial IT hardware and software. Use of OneGov platforms may be appropriate when a requirement cannot be met through CHESS or other higher-precedence Army/DoD enterprise agreements.
What is the alignment and support of DC3oE to the PIT in the new construct? Who is the PIT entry point? The DC3oE does not align to the PITT
Is there onboarding for AOS, or can any vendor just bid as if it is sam.gov?
AOS is open to all of industry. It is found on SAM.gov at https://sam.gov/workspace/contract/opp/0671d4e730584aeca47903fd981332c8/view
Ms Moyer talked about the bailment authority at Army IT Day - can you explain what that is?
Bailment is an agreement between two parties for one party to borrow something and return it to the owner, typically with no money to be exchanged. Industry can borrow from the government and the government can borrow from industry, where it is determined to be beneficial. With regards to software, a vendor could offer to loan the government software for testing at no cost to the government via a bailment agreement. Bailment agreements are a non-FAR-based agreement.
What is a normal response timeline for AOS evaluation and response? Trying to understand when to expect feedback to submission.
Typically 90 days for Phase 1, however, ACG submissions are subject to MP acceptance of submissions based on their current need, capability gaps, available manpower and funding. At this time, all submission are acknowledged as submitted, upon submission, but Phase 1 evaluations may be more timely and we kindly ask for your patience due to the volume and acceptance from our Army wide mission partners.
We submitted in Nov, and resubmitted in Dec(Kyle Simpson (OWT Global) (Unverified) asked "What is a normal response timeline for AOS evaluation and response? Trying to understand when to expect feedback to submission.")
