About this file
This document is a presentation from the U.S. Army's ACC-APG (Army Contracting Command – Augusta, Georgia) outlining changes to the Marketplace for the Acquisition of Professional Services (MAPS) contract from Draft 4 to Draft 5, presented during a virtual listening session on March 12, 2026. MAPS is a professional services indefinite delivery, indefinite quantity (IDIQ) contract designed to procure services across three technical domains: Engineering, Logistics, and Operational Services; Emerging IT; and Business Transformation. The solicitation will be released at the end of March/beginning of April 2026, with proposals due by end of April 2026 and awards expected by end of July/beginning of August 2026. The contract structure provides for 70 total awardees per domain, broken down as 30 Large Businesses (with 15 reserved for Emerging Large Businesses), 25 Small Businesses, and 15 Commercial-Sector Vendors.
Key changes from Draft 4 include: increasing awardees from 50 to 70 per domain; introducing Emerging Large Business (ELB) status for entities not exceeding $50 million average annual revenue over three years that became other-than-small within the past five years; reducing the minimum guarantee from $500 to $100 (satisfied by attendance at a government-hosted postaward meeting); removing the 50 percent bid-rate off-ramp criteria; establishing pricing analysis methodology with a fair and reasonable range of $50–$100 for the minimum guarantee order; allowing subcontracts for Small Businesses, ELBs, and Commercial-Sector Vendors only; introducing two Qualifying Project (QP) types (Level-of-Effort and Outcome-Based) with distinct evaluation criteria; updating evaluation criteria to include Passthrough Rate and removing Agreements and certain systems requirements; and adjusting dollar value thresholds by business size. All proposals are evaluated on non-price technical factors first, with price reasonableness assessed only for the highest-rated proposal. The government encourages industry participation in a released survey (https://forms.osi.apps.mil/r/5dh7zSU8hz) as the timeline is data-driven and contingent on survey results. Inquiries may be directed to usarmy.apg.acc.mbx.acc-apg-maps-contracting-office@army.mil.

KEY NOTES
▪ Commercial-Sector Vendor:
– MAPS Definition is independent from that of a “nontraditional defense contractor” as defined in the U.S. Code. Distinction is necessary as the USC definition is exclusively associated with Other Transaction Agreements, a category under which MAPS does not fall.
▪ MAPS is intended to be a Professional Services Contract to obtain services, not to develop commercial capabilities.
▪ Survey: Participation in the released survey is encouraged; all responses will be carefully reviewed.
https://forms.osi.apps.mil/r/5dh7zSU8hz
▪ Timeline: While we understand that the timeline is extremely important, our timeline is 100% data driven, so our timeline has a direct correlation with survey results.
