About this file

This is a Request for Proposal (RFP) scoring attachment for a federal contract opportunity focused on evaluating commercial-sector vendors. The document establishes gate criteria and a comprehensive point-based evaluation system for offeror qualification.

Section 01 contains mandatory gate criteria that must be satisfied before proposal evaluation proceeds. Offerors must confirm they are commercial-sector vendors with no government contracts for commercial services in the prior four-year period, are registered in the System for Award Management (SAM), and possess CMMC Final Level 2 (self) certification or higher, with documentation required via screenshot from the Supplier Performance Risk System (SPRS). Failure to meet all gate criteria results in rejection without further evaluation.

Section 02 presents a 108,000-point scoring system structured around nine evaluation categories. Certification qualifications account for 5,000 points and include active TOP SECRET Facility Clearance (1,000 points), scheduled or active CMMC Level 2 C3PAO certification (1,000-2,000 points), ISO 9001:2015/2013 certification (1,000 points), and ISO/IEC 27001:2022 certification (1,000 points). Past performance evaluation is weighted heavily across three qualified projects (QP1-QP3), assessing recency (1,000 points per QP), relevance to technical capabilities (5,000 points per QP with tiered scoring from 0-5,000 based on capability alignment percentages), NAICS alignment (1,000 points per QP), performance quality based on CPARS/PPQ ratings (0-7,000 points per QP), dollar value of average contracts (1,000-3,000 points per QP), vacancy rate performance (0-10,000 points per QP), and time-to-fill metrics (0-7,000 points per QP). Qualified projects must demonstrate at least one year but not exceed four years of performance age.
