About this opportunity

The Missile Defense Agency announced its Agile Professional Services Solutions (MAPSS) program, the follow-on to TEAMS-Next, with a portfolio due to span fiscal years 2026 through 2036 covering approximately 3,000 Full Time Equivalent positions and an estimated value of $5.5 billion. MAPSS will be procured incrementally across six tranches; the first tranche (Quality & Mission Assurance and Safety) is targeted for solicitation in June 2025 and award in December 2025 and July 2026. The program is not open to unrestricted competition—MDA intends to award the majority of requirements as small business set-asides under the General Services Administration's OASIS+ multiple award IDIQ contract vehicle, though final determination of set-aside scope, NAICS codes, and contract structure will depend on market research findings for each tranche. MDA conducts rolling market research and industry days by tranche; the most recent RFIs for tranches 1 through 6 closed with responses due October 3, 2024. The June 2026 Tranche 2 consolidation notice indicates two task orders—MAPSS Security (estimated $202.3 million) and MAPSS Intelligence (estimated $85.5 million)—will be awarded as 100% Total Small Business Set-Asides. Contractors must address organizational conflicts of interest in responses; MDA provides detailed OCI guidance distinguishing restricted and exclusive contract categories. Work is performed at multiple domestic locations including Huntsville, Alabama; Washington, D.C. area; Dahlgren, Virginia; Colorado Springs, Colorado; and overseas locations including Guam, Hawaii, and Kingdom of Saudi Arabia. In alignment with the implementation of Executive Order 14402 within the Revolutionary Federal Acquisition Regulation Overhaul (RFO), the Government is conducting the necessary administrative and compliance reviews. Consequently, the acquisition schedule is undergoing re-evaluation. This special notice is intended to communicate to industry the projected general approach for the MDA Agile Professional Services Solutions (MAPSS) procurement which is the follow-on to TEAMS-Next. MAPSS is MDA’s fourth generation professional services program providing Advisory and Assistance Services support for the Agency.

Under the MAPSS Program, the Government intends to conduct market research and acquisition strategy development incrementally in 4 tranches to help ensure decisions are relevant for requirements that in some cases won’t begin until FY 2029. Requirements structure, NAICS Codes, small business set-aside decisions, and other elements of the strategy informed by market conditions will be determined based on current market research during planning for each tranche. 

As part of the market research for the first tranche, MDA is evaluating the potential use of the General Services Administration’s (GSA) OASIS+ Best-in-Class (BIC) Indefinite Delivery Indefinite Quantity (IDIQ) Multi-Agency Contracts (MAC). Industry is encouraged to prepare and posture themselves to compete in this environment in the event that MDA determines that the OASIS+ Contracts best accommodate the Government’s requirements. Vendors interested in learning more about OASIS+ can find information on GSA’s Interact Portal (https://buy.gsa.gov/interact/community/196/activity-feed).
